Reposting highlights from the NGPA Caravan Batch 16, held last June 16–18, 2026 at the Central Luzon State University Central Luzon State University.

The 3-day caravan gathered procurement practitioners and partner institutions in advancing deeper understanding and stronger implementation of the New Government Procurement Act—reinforcing transparency, efficiency, and accountability in public service.

🎥 𝗪𝗔𝗧𝗖𝗛 | 𝗡𝗚𝗣𝗔 𝗖𝗮𝗿𝗮𝘃𝗮𝗻 𝗕𝗮𝘁𝗰𝗵 𝟭𝟰 𝗛𝗶𝗴𝗵𝗹𝗶𝗴𝗵𝘁𝘀

For three days, 64 procurement personnel, BAC members, and TWG members from DepEd Malolos City came together to strengthen their knowledge and skills on Republic Act No. 12009, the New Government Procurement Act.

From procurement planning and procurement modalities to e-procurement, contract implementation, and protest mechanisms, participants engaged in meaningful discussions designed to promote transparency, accountability, and efficiency in public procurement.

The successful completion of the 14th Batch of the NGPA Caravan reflects a shared commitment to professionalizing procurement practice and advancing good governance in the public sector.

NIA UPRIIS and DOH RTC | May 19-21, 2026

Three days of learning, collaboration, and commitment to procurement excellence.

The 13th Batch of the NGPA Caravan successfully gathered 81 procurement personnel, BAC members, TWG, Inspectorate Team members, and end users from NIA UPRIIS Divisions 1, 2, 3, 4, and 5 for an intensive capability-building activity on Republic Act No. 12009.

From strategic procurement planning and procurement modalities to contract implementation, sanction mechanisms, and procurement by electronic means, participants strengthened their knowledge and competencies toward transparent, efficient, and accountable public procurement.

This training was conducted in collaboration with the CLSU Extension Office and the GPPB Technical Support Office (TSO).

PROCUREMENT EXCELLENCE IN ACTION!

The successful conduct of the 13th Batch of the NGPA Caravan brought together 81 procurement personnel, BAC members, TWG, Inspectorate Team members, and end users from NIA UPRIIS Divisions 1, 2, 3, 4, and 5 for a three-day learning engagement on Republic Act No. 12009.

Participants strengthened their knowledge on strategic procurement planning, modes of procurement, contract implementation, sanction mechanisms, and procurement by electronic means through discussions led by esteemed procurement experts and practitioners.

This initiative reflects the continuing commitment of government institutions to transparent, efficient, and accountable public procurement.

Breaking barriers through digital learning.
The 1st online NGPA Caravan for 2026 successfully trained 56 participants from DRTC Caraga, DAR Sarangani, BPSU, and PAGCOR on the New Government Procurement Act (RA 12009).

Conducted via Zoom Teleconferencing from May 12–14, 2026, the three-day training strengthened procurement competencies and reinforced transparency, accountability, and compliance in government procurement.

Together, we continue advancing efficient and future-ready public procurement systems.

𝗟𝗢𝗢𝗞 | 𝟭𝘀𝘁 𝗢𝗻𝗹𝗶𝗻𝗲 𝗡𝗚𝗣𝗔 𝗖𝗮𝗿𝗮𝘃𝗮𝗻 𝗼𝗳 𝟮𝟬𝟮𝟲 𝗧𝗿𝗮𝗶𝗻𝘀 𝟱𝟲 𝗣𝗮𝗿𝘁𝗶𝗰𝗶𝗽𝗮𝗻𝘁𝘀 𝗼𝗻 𝗥𝗔 𝟭𝟮𝟬𝟬𝟵

The 12th batch of the NGPA Caravan successfully concluded its first online run for 2026, training 56 participants from various government agencies and state institutions on the New Government Procurement Act (Republic Act No. 12009).

Conducted from May 12 to 14, 2026 via Zoom Teleconferencing, the three-day capacity-building activity brought together participants from Drug Treatment and Rehabilitation Center (DTRC) Caraga, the Department of Agrarian Reform (DAR) Sarangani, Bataan Peninsula State University (BPSU), and the Philippine Amusement and Gaming Corporation (PAGCOR). The participants included procurement practitioners, members of the Bids and Awards Committee (BAC), and administrative personnel involved in procurement operations within their respective institutions.

The online training aimed to strengthen institutional compliance and enhance participants’ understanding of the updated procurement framework under RA 12009. Discussions focused on key procurement principles, strategic planning, procurement modalities, contract implementation, and accountability mechanisms necessary for efficient and transparent government transactions.

As part of the specialized sessions, Atty. Marlita Dagsa, Deputy Executive Director V of the Procurement Service – Department of Budget and Management (PS-DBM), delivered a lecture on procurement by electronic means. Her discussion underscored the growing importance of digital procurement systems in promoting efficiency, transparency, and audit readiness in government operations.

The successful conduct of the 12th batch marks a significant milestone for the NGPA Caravan as it expands its reach through virtual learning platforms, enabling broader participation from agencies and institutions across the country. The initiative continues to support the government’s commitment to institutionalizing transparent, accountable, and standardized procurement practices under Republic Act No. 12009.

𝗟𝗢𝗢𝗞 | 𝗖𝗟𝗦𝗨 𝗰𝘂𝗹𝗺𝗶𝗻𝗮𝘁𝗲𝘀 𝟯-𝗱𝗮𝘆 𝗡𝗚𝗣𝗔 𝗖𝗮𝗿𝗮𝘃𝗮𝗻 𝗳𝗼𝗿 𝗗𝗲𝗽𝗘𝗱 𝗢𝗹𝗼𝗻𝗴𝗮𝗽𝗼

Central Luzon State University successfully concluded the three-day New Government Procurement Act (NGPA) Caravan for Department of Education Olongapo, with 101 participants completing the intensive training on Republic Act No. 12009.

As a recognized Government Procurement Policy Board – Technical Support Office training provider, CLSU spearheaded the capability-building activity aimed at strengthening procurement competencies and deepening participants’ understanding of the country’s updated procurement framework.

The training covered key provisions and operational aspects of RA 12009, including the implementing guidelines of the law, strategic procurement planning, modes of procurement, contract implementation, and sanction mechanisms. Participants also attended a two-hour lecture on procurement by electronic means delivered by Atty. Ramon Antonio Matibag of the Procurement Service-Department of Budget and Management (PS-DBM).

Serving as resource speakers were Dr. Cheryl G. Ramos and Mr. Ronnie L. Gutierrez, both recognized GPPB trainers from CLSU. Meanwhile, Engr. Justin Carl Espiritu facilitated the discussion on contract implementation and sanction mechanisms.

During the opening program held on the first day of the caravan, Schools Division Superintendent Dr. Imelda Macaspac welcomed the participants and underscored the importance of RA 12009 in advancing transparency and accountability in government procurement processes.

The successful conduct of the caravan highlights CLSU’s continuing commitment to providing technical assistance and capacity development initiatives in support of good governance, transparency, and accountability in public procurement.
