Introduction:
Big, small, sweet, scary, or terrifying all animals need to be loved and respects. They may not all the same but their desire to live is no different. Animals are just the same as humans they eat, drink, get sick, and they have feelings like humans but they could not speak, speak to their rights. They can show their feeling towards others but we could not see it. Animals need protection, home, loved, and to be treated right. My mission is to inform others know what is Animal Welfare and Rights and why do this bill must be propagated. I choose this topic to show and inform others that I am the voice for their pain.

Purpose:
It is the purpose of this Act to protect and promote the welfare of all animals in the Philippines by supervising and regulating the establishment and operations of all facilities utilized for breeding, maintaining, keeping, treating, or training of all animals either as objects of trade or as household pets. For purposes of this Act, pet animals shall include birds.

Description:
The Senate and House of Representatives of the Philippines in Congress assembled 10 sections where each one of them has a designed purpose. Examples of this purpose are, no person, association, partnership, corporation, cooperative, or any government agency or instrumentality including slaughterhouse shall establish, maintain and operate any pet shop, corral, stud farm, or stock farm without first securing from the Bureau of Animal Industry a certificate of registration. The certificate shall be issued upon proof that the facilities of such establishments for animals are adequate, clean, and sanitary and will not be used for, nor cause pain or suffering to the animals.
