DM 055, s. 2026 provides clarification on the designation, functions, and responsibilities of Learner Formation Officers (LFOs) in relation to:
🔹 RA 10627 – Anti-Bullying Act of 2013
🔹 Revised IRR of RA 10627
🔹 DepEd Order No. 006, s. 2026 – Guidelines on Ensuring a Safe and Motivating Learning Environment
The memorandum emphasizes the 𝒃𝒆𝒔𝒕 𝒊𝒏𝒕𝒆𝒓𝒆𝒔𝒕 𝒐𝒇 𝒕𝒉𝒆 𝒄𝒉𝒊𝒍𝒅, including learners' rights, protection, development, and well-being.
👤 𝗪𝗛𝗢 𝗖𝗔𝗡 𝗕𝗘 𝗔𝗡 𝗟𝗙𝗢?
For the interim, the School Head may designate:
𝟭. 𝗔𝘀𝘀𝗶𝘀𝘁𝗮𝗻𝘁 𝗦𝗰𝗵𝗼𝗼𝗹 𝗛𝗲𝗮𝗱 𝗗𝗲𝘀𝗶𝗴𝗻𝗮𝘁𝗲𝘀
(ASHDs)
𝟮. 𝗛𝗲𝗮𝗱 𝗧𝗲𝗮𝗰𝗵𝗲𝗿𝘀
(HTs) who are not designated as Department Heads or Teacher-in-Charge (TIC)
𝟯. 𝗧𝗲𝗮𝗰𝗵𝗲𝗿𝘀
However:
🔴 𝗣𝗥𝗜𝗢𝗥𝗜𝗧𝗬 𝗦𝗛𝗔𝗟𝗟 𝗕𝗘 𝗚𝗜𝗩𝗘𝗡 𝗧𝗢 𝗔𝗦𝗛𝗗𝘀 𝗔𝗡𝗗 𝗛𝗧𝘀.
A teacher may be designated as LFO only when no ASHD or HT is available.

The LFO shall be responsible for the processing and handling of learner complaints, including:
🔹 Bullying-related complaints
🔹 Non-bullying-related offenses
🔹 Recording and documentation of complaints
🔹 Processing of complaints in accordance with the Revised IRR of RA 10627
🔹 Providing findings and recommendations to the School Head
📝 𝗗𝗨𝗘 𝗣𝗥𝗢𝗖𝗘𝗦𝗦 𝗠𝗨𝗦𝗧 𝗕𝗘 𝗢𝗕𝗦𝗘𝗥𝗩𝗘𝗗
The LFO shall facilitate the processing of complaints.
The:
Learner / Parent / Parent-Substitute

must be informed in writing of the complaint.
The:
Alleged Bully

must be given an opportunity to respond in writing, with assistance from the parent or parent-substitute.

The designation is considered a:
𝑻𝒆𝒂𝒄𝒉𝒊𝒏𝒈-𝑹𝒆𝒍𝒂𝒕𝒆𝒅 𝑨𝒔𝒔𝒊𝒈𝒏𝒎𝒆𝒏𝒕
It falls under the Advocacy component of Guidance and Advocacy, covering functions related to:
• Learner discipline
• Learner rights
• Learner protection
• Other concerns supporting learner welfare
⚠️ These functions are distinct from, but complementary to, guidance and mental health services.
⏰ 𝗪𝗛𝗜𝗖𝗛 𝗧𝗘𝗔𝗖𝗛𝗘𝗥𝗦 𝗦𝗛𝗢𝗨𝗟𝗗 𝗕𝗘 𝗣𝗥𝗜𝗢𝗥𝗜𝗧𝗜𝗭𝗘𝗗?
Priority should be given to teachers who:
✔️ Have less than six hours of teaching load
✔️ Are not class advisers
✔️ Do not have other teaching-related assignments
Also considered is personnel experience in:
Advisory Class Handling + Learner Rights & Protection Training
💰 𝗢𝗩𝗘𝗥𝗧𝗜𝗠𝗘 𝗖𝗢𝗠𝗣𝗘𝗡𝗦𝗔𝗧𝗜𝗢𝗡
Work performed by teachers as LFOs beyond prescribed regular working hours shall be compensated through overtime pay, in accordance with:

👥 𝗠𝗢𝗥𝗘 𝗧𝗛𝗔𝗡 𝗢𝗡𝗘 𝗟𝗙𝗢 𝗠𝗔𝗬 𝗕𝗘 𝗗𝗘𝗦𝗜𝗚𝗡𝗔𝗧𝗘𝗗
The School Head may designate more than one LFO to ensure adequate coverage across:
Grade Levels • Key Stages • Learner Groups
✍️ 𝗗𝗘𝗦𝗜𝗚𝗡𝗔𝗧𝗜𝗢𝗡 𝗢𝗥𝗗𝗘𝗥
For teachers designated as LFO:
📌 A Designation Order shall be issued.
📌 The concurrence of the concerned teacher/s is required.
📌 The designation is duly signed by the Schools Division Superintendent (SDS).
🎓 𝗖𝗔𝗣𝗔𝗖𝗜𝗧𝗬 𝗕𝗨𝗜𝗟𝗗𝗜𝗡𝗚
LFOs without prior experience or relevant training should be provided appropriate capacity-building interventions by the:
Learner Rights and Protection Division
Training may cover:
• Learner Rights
• Learner Protection
• Learner Discipline
• Handling of Learner Concerns
📅 𝗜𝗠𝗣𝗢𝗥𝗧𝗔𝗡𝗧 𝗗𝗘𝗔𝗗𝗟𝗜𝗡𝗘
🔴 𝗢𝗖𝗧𝗢𝗕𝗘𝗥 𝟵, 𝟮𝟬𝟮𝟲
All schools shall ensure that an LFO is designated by this date.
🏫 𝗔𝗟𝗧𝗘𝗥𝗡𝗔𝗧𝗜𝗩𝗘 𝗟𝗘𝗔𝗥𝗡𝗜𝗡𝗚 𝗦𝗬𝗦𝗧𝗘𝗠 (𝗔𝗟𝗦)
𝗦𝗰𝗵𝗼𝗼𝗹-𝗕𝗮𝘀𝗲𝗱 𝗟𝗲𝗮𝗿𝗻𝗶𝗻𝗴 𝗖𝗲𝗻𝘁𝗲𝗿 (𝗦𝗕𝗟𝗖)
The SBLC shall generally be assigned the same LFO as the mainstream/regular school system, subject to the conditions stated in the memorandum.
𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝘆 𝗟𝗲𝗮𝗿𝗻𝗶𝗻𝗴 𝗖𝗲𝗻𝘁𝗲𝗿 (𝗖𝗟𝗖)
For CLCs and other ALS sites, the Chief of the Curriculum Implementation Division (CID) shall designate a Division Focal Person as LFO.
