However, the true measure of its success lies not in its provisions, but in its faithful and effective implementation, particularly in safeguarding the rights and livelihood of small-scale fishers in the
Philippines.

But the question remains: While the voices of small-scale fishers are heard, why, after nearly 28 years, does the full and effective protection of their rights and livelihoods remain a
continuing struggle?

The Judiciary convened its Fourth Special Meeting last March 17, 2026, bringing together the Associate Justices to focus on the evaluation of the branch’s recent initiatives. The session centered on reviewing the effectiveness, impact, and overall implementation of ongoing programs, providing a space for critical reflection and constructive feedback. Through this evaluation, the Judiciary reaffirmed its commitment to continuous improvement, ensuring that its initiatives remain purposeful, responsive, and aligned with the evolving needs of the student body.
