PUBLIC STATEMENT ON INSTITUTIONAL INTEGRITY AND REFORM
Philippine College of Criminology
June 2025

In view of recent internal movements including leadership & departmental reorganization, the Philippine College of Criminology (PCCR) affirms its unwavering and continuing commitment to fostering a culture deeply rooted in Integrity, Responsibility, Accountability, and Ethical Leadership — core principles that define our identity as a premier institution of criminology education and as a steward of justice and public trust.

To fulfill this commitment, PCCR has initiated a broad and sustained institutional reform agenda that prioritizes academic ethics, operational transparency, and principled governance. This agenda is not reactive but deliberate, built on a proactive resolve to elevate our standards and fortify our institutional integrity.

Among the key initiatives already undertaken and currently ongoing:

- Operational, academic, and compliance audits are being executed across all departments and units to reinforce internal safeguards and address procedural lapses;
- Academic and administrative leaders have completed an intensive three-day Leadership Retreat, focusing on ethical leadership, accountability, and servant governance;
- The Academic Council convened for a three-day Strategic Planning Workshop, where the foundations of curriculum reform, values-based pedagogy, and academic excellence were recalibrated and affirmed;
- Faculty performance evaluations have been conducted utilizing a framework that considers not only teaching effectiveness but also adherence to institutional values and ethical standards;
- In the coming weeks, all staff members will undergo similar integrity formation and leadership programs to ensure institution-wide coherence in values and conduct.

Concurrently, PCCR continues to implement PCCR CARES—Commitment to Accountability, Responsibility, Equality, and Safety—which serves as our binding institutional policy on ethical conduct, regulatory compliance, and equitable governance.

At the core of these reforms is Academic Integrity, the highest standard that governs how we teach, how we serve, and how we lead. It is the bedrock of public trust and the foundation of all institutional transformation. In this regard, the College remains firm in its resolve:

PCCR will not tolerate corruption, abuse of power, academic fraud, or any act that undermines the mission of this institution.

Where warranted, and after the conclusion of thorough administrative evaluations and fact-finding investigations, appropriate disciplinary sanctions and legal action — including separation from service — have been and shall continue to be imposed. These determinations are not made arbitrarily. They result from lawful and procedurally sound processes, conducted in accordance with labor laws, academic governance protocols, and institutional due process.

Let it be clear: these reforms are not merely about organizational restructuring—they are about rebuilding trust, redefining standards, and restoring the dignity of academic service. PCCR carries both a legal obligation and a moral duty to uphold its founding values, protect the welfare of its academic community, and prepare ethical leaders for the nation.

As we move forward, we call on all members of the PCCR community- faculty, staff, students, alumni, and partners, to actively take part in this transformation by adhering to our strong standards of integrity and excellence. In the spirit of shared responsibility, we encourage individuals to have the courage to come forward with any relevant, good-faith information that will aid the institution in upholding its core values.
