LANGUAGE PROFICIENCY CRISIS🚨

Only 438 out of 1,611,809 Grade 12 learners assessed reached at least the proficient level in Language and Communication, based on the National Achievement Test data cited in EDCOM II’s National Education Plan.

That is just 0.03% of those assessed, or roughly 3 proficient learners for every 10,000.

EDCOM II is now using this figure as the baseline for one of the learning outcomes it wants the country to improve over the next decade.

The figure came from the 2024 NAT Grade 12, an exit assessment designed to determine whether graduating senior high school learners are meeting expected learning standards.

DepEd administered the assessment to Grade 12 learners in public and private schools, covering 21st-century skills such as problem-solving, information literacy, and critical thinking through core senior high school learning areas, including Language and Communication.

Under DepEd’s current proficiency scale, learners who score 75% to 89% are classified as proficient, while those who score 90% and above are considered highly proficient.

The 438 figure refers to learners who reached at least that benchmark in the Language and Communication component. It does not mean that the remaining learners were unable to read, speak, or communicate at all.

There is also an important question surrounding the benchmark itself. A PIDS study commissioned by EDCOM II found that DepEd’s fixed 75% cutoff was not established through a formal standard-setting process and may classify fewer learners as proficient compared with alternative evidence-based cutoffs.

Still, the extremely small share recorded in the assessment has become part of EDCOM II’s broader warning about the country’s learning crisis.

Under the National Education Plan, the goal is to raise Grade 12 Language and Communication proficiency from the 0.03% baseline to 30% by 2028, 60% by 2031, and 90% by 2035.
