His credentials alone speak volumes a Registered Criminologist and Licensed Professional Teacher, he holds a Doctor of Philosophy in Criminology, as well as a Juris Doctor degree. His strong foundation in education is further shown by a Master of Arts in Education majoring in Guidance Counseling, and a Master in Public Administration. But his commitment doesn’t stop there he is also a Certified Criminalistics Specialist, Security Professional, Security Investigator, Security Trainer, Security Management Specialist, and Security and Safety Practitioner.

Beyond his many qualifications, PSMS Estilllero has been widely recognized for his excellence in service and professional distinction, including awards such as:

We are honored to welcome Atty. Shinar Ley R. Betoya, an accomplished legal professional and dedicated educator. Atty. Betoya earned her Juris Doctor degree at De La Salle University, where she also completed her Bachelor of Arts in Psychology as Cum Laude. She is a licensed lawyer in the Philippines.

Currently, Atty. Betoya practices law as an attorney-at-law with a full-service law firm in Makati City, and she also serves as a Notary Public in the same jurisdiction. She holds a Certificate of Mandatory Continuing Legal Education (8th Compliance Period) and is a recipient of the Honor Graduate Eligibility under Presidential Decree No. 907.

Atty. Betoya is a seasoned lecturer, sharing her expertise in Criminal Law Book 2, Criminal Procedure, and Evidence, helping shape future members of the legal profession through her dedication to legal education.

It is a great honor to introduce a highly respected educator, a decorated Public Servant - Dr. Renato Jr. Flora.

Dr. Flora holds a Doctor of Philosophy in Criminal Justice with a specialization in Criminology, and a Master of Science in Criminology. He is a proud Registered Criminologist, with a lifelong commitment to public safety and academic excellence.

Currently serving as a Fire Officer II under the Bureau of Fire Protection, Dr. Flora has also earned recognition across multiple specialized fields, including:

Top 1 – Fire Investigation Course (Class 2024-16)
Top 3 – Certified Criminalistics Specialist – Dactyloscopy
Top 5 – Fire Basic Recruit Course (Class 2018-01)

A Certified Fire Safety Inspector, Certified Fire and Arson Investigator, and a Certified BB-Sikaran Martial Arts Practitioner (BB-SIKARAN-4482), Dr. Flora combines tactical expertise with intellectual depth. He also holds a National Certificate III in Driving for both passenger buses and straight trucks, reflecting his versatility and discipline across professions.

As a National Lecturer in the Licensure Examination for Criminologists, Dr. Flora is a trusted mentor to aspiring criminologists nationwide - known for his ability to transform complex theories into practical, real-world knowledge.
