Through VERBA LEGIS: Constitutional Drafting and Legal Writing Workshop 2026, participants were immersed in the process of shaping governance through language.
In Lex Fundamentalis, Mx. Wogie Tabu-Pacala grounded constitutional drafting in Philippine constitutional history, emphasizing that laws are not created in isolation but are shaped by time, context, and the evolving needs of society. Participants learned that a constitution is more than a document, it is a reflection of principles, values, and collective direction. They were guided to look into their own organizations as living systems, to understand their history, engage in meaningful discourse, and approach constitution-making with clarity, responsibility, and democratic practice.
In Lex in Scriptura, Mx. Junier N. Inabangan translated these principles into practice through the foundations of legal writing. Participants explored how legal documents from constitutions to resolutions must be written with clarity, conciseness, and coherence. They learned that effective legal writing is not about complexity, but about precision and understanding, making every word count, organizing ideas logically, and eliminating ambiguity. Through practical exercises, participants experienced firsthand how to analyze facts, frame issues, and construct structured legal arguments.
More than a workshop, VERBA LEGIS served as a foundation for student-leaders to recognize that writing legal documents is not an optional skill, it is fundamental to leadership and governance. Crafting constitutions and policies is not a simple task as it requires careful thought, critical analysis, and a deep sense of responsibility. It demands leaders who can write not only with knowledge, but with purpose.
As the program concludes, the PNU-USC Student Tribunal looks forward to seeing student organizations take on this responsibility, ready to draft, refine, and uphold documents that reflect principled, accountable, and well-structured leadership. Because in the end, governance begins with words and how we write them shapes the institutions we build.
