PRESIDENT Ferdinand R. Marcos Jr. has approved the multibillion-peso Armed Forces modernization program to buy additional radars, fighter jets and possibly submarines to improve the country’s capability to deter threats from foreign aggressors.
Defense Secretary Gilberto “Gibo” C. Teodoro Jr. said the third phase of the 15-year AFP Modernization Program called ReHorizoned 3 would focus on “area denial”—a key defense strategy to limit foreign intrusion into the West Philippine Sea, the Philippine Rise and the 200-nautical mile exclusive economic zone.

The worsening tussle over ideological differences highlighted “the perennial mistrust and unclear expectations” between the two neighbours, said Chester Cabalza, a security strategist and founding president of the International Development and Security Cooperation (IDSC), a think tank in Manila.
The contrast between democracy and authoritarianism felt like “déjà vu” from the Cold War in that it might lead to “years of militarisation and confrontation in the region if not contained”, he added.
“It certainly opens a grand debate of suspicion,” Cabalza said, adding that the “unfurling of a complex geopolitical juggernaut and opposing ideology” might ignite “conflict, intolerance and rivalry”.
IDSC’ Cabalza said Manila was expanding its “security cordon” with the goal of “forming a coalition for collective deterrence in the name of global security” and to maintain a rules-based order in the disputed waterway.

“Active uniformed personnel and officers are rendering productive services for our country and the government must recognize that with utmost respect. They should not carry more cudgel by including them in the pension reforms,” Cabalza said.
“With the aggressive recruitment for uniformed personnel in the defense and security sector, these millennial and zillennial entrants have vigor and capacity to pay for pensions as substantiated by the government’s new pension system for uniformed personnel,” he added.

According to Dr. Chester Cabalza, a security and defense analyst, “the intensity of China’s gray zone tactics in the WPS is evolving and getting sophisticated with the introduction of weapons like the military-grade laser […] down to water cannon attack.”
“Now, China has included LRADs,” he told.
Cabalza, president and founder of the think tank International Development and Security Cooperation, explained that “the use of various afflictions to body senses are harmful and violent since lights war can cause blindness and itchiness, water war can destroy a vessel […] and the noise war can lead to deafness and hearing loss.”
He said that the degree of danger is probable for disturbance and destruction [as] “it creates a havoc of provocation at sea, which can be construed as weapons.”
But Cabalza pointed out that it is premature to invoke the Mutual Defense Treaty between the Philippines and the US based on the use of LRADs and other gray zone tactics being deployed by China like the use of laser target lights and water cannons.
The treaty’s original construct, he said, was for land or terrestrial and aerial attacks.
It was explained by Cabalza that new forms of technology seen in cyberattacks and gray zone tactics were non-traditional forms of warfare that the archaic defense agreement between the Philippines and the US did not see coming when the MDT in 1951 was written and approved.
As pointed out by Cabalza, since LRAD weapons are lethal to sailors and soldiers, the most recent interpretation for the MDT, which can evolve, was that it can be invoked because of the deliberate attack and the frequency of its use against the Philippine Coast Guard, Philippine Navy, and Filipino fishermen.

“The election result in Taiwan is a good reminder to the Philippines on the importance of the voice of the people in fighting for national sovereignty,” Chester B. Cabalza, founder of Manila-based International Development and Security Cooperation, said via Messenger chat.
The two countries are “natural neighbors that should be backing each other amid insecurities posed by China’s aggression in the region,” he said.
Mr. Cabalza also noted that Taiwan is a South China Sea claimant and its bond with the Philippines could boost a rules-based order in one of the world’s most important waterways.
