Commission on Budget Management and Audit - RTU

𝗠𝗮𝗿𝗰𝗵 𝟰, 𝟮𝟬𝟮𝟲 | 𝗪𝗲𝗱𝗻𝗲𝘀𝗱𝗮𝘆

The 𝗥𝗧𝗨 𝗖𝗼𝗺𝗺𝗶𝘀𝘀𝗶𝗼𝗻 𝗼𝗻 𝗕𝘂𝗱𝗴𝗲𝘁 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗮𝗻𝗱 𝗔𝘂𝗱𝗶𝘁 conducted its 𝟮𝗻𝗱 𝗦𝗽𝗲𝗰𝗶𝗮𝗹 𝗠𝗲𝗲𝘁𝗶𝗻𝗴 on 𝗠𝗮𝗿𝗰𝗵 𝟰, 𝟮𝟬𝟮𝟲, together with the 𝗠𝗮𝗻𝗱𝗮𝗹𝘂𝘆𝗼𝗻𝗴 𝗖𝗲𝗻𝘁𝗿𝗮𝗹 𝗖𝗮𝗺𝗽𝘂𝘀 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗖𝗼𝘂𝗻𝗰𝗶𝗹. The meeting was convened to address the 𝗠𝗼𝘁𝗶𝗼𝗻 𝗳𝗼𝗿 𝗥𝗲𝗰𝗼𝗻𝘀𝗶𝗱𝗲𝗿𝗮𝘁𝗶𝗼𝗻 filed by the MCCSC regarding to the 𝗥𝗲𝘀𝗼𝗹𝘂𝘁𝗶𝗼𝗻 𝗡𝗼. 𝟭 𝘀. 𝟮𝟬𝟮𝟲.

During the meeting, the MCCSC was given the opportunity to explain the reasons for the delayed submission of their Financial Report. They also clarified and discussed the contents of their Motion for Reconsideration.

The 𝐂𝐨𝐦𝐦𝐢𝐬𝐬𝐢𝐨𝐧 𝐨𝐧 𝐁𝐮𝐝𝐠𝐞𝐭 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐚𝐧𝐝 𝐀𝐮𝐝𝐢𝐭 (𝐂𝐁𝐌𝐀) hereby acknowledges receipt of the Motion for Reconsideration submitted by the 𝐌𝐚𝐧𝐝𝐚𝐥𝐮𝐲𝐨𝐧𝐠 𝐂𝐚𝐦𝐩𝐮𝐬 𝐂𝐞𝐧𝐭𝐫𝐚𝐥 𝐒𝐭𝐮𝐝𝐞𝐧𝐭 𝐂𝐨𝐮𝐧𝐜𝐢𝐥 relative to 𝐑𝐞𝐬𝐨𝐥𝐮𝐭𝐢𝐨𝐧 𝐍𝐨. 𝟎𝟏, 𝐬. 𝟐𝟎𝟐𝟔.

The RTU Commission on Budget Management and Audit hereby issues 𝗥𝗲𝘀𝗼𝗹𝘂𝘁𝗶𝗼𝗻 𝗡𝗼. 𝟬𝟭, 𝗦𝗲𝗿𝗶𝗲𝘀 𝗼𝗳 𝟮𝟬𝟮𝟲, imposing administrative sanctions on the MCCSC for 𝗻𝗼𝗻-𝗰𝗼𝗺𝗽𝗹𝗶𝗮𝗻𝗰𝗲 𝘄𝗶𝘁𝗵 𝗖𝗼𝗺𝗺𝗶𝘀𝘀𝗶𝗼𝗻 𝗠𝗲𝗺𝗼𝗿𝗮𝗻𝗱𝗮 𝗡𝗼. 𝟯 𝗮𝗻𝗱 𝟰. By a unanimous vote of the eight members present, the Commission has resolved to place the MCCSC’s next 𝗚𝗣𝗢𝗔 𝗽𝗿𝗼𝗷𝗲𝗰𝘁 𝗽𝗿𝗼𝗽𝗼𝘀𝗮𝗹 𝗶𝗻 𝗮𝗯𝗲𝘆𝗮𝗻𝗰𝗲 𝗳𝗼𝗿 𝗳𝗶𝗳𝘁𝗲𝗲𝗻 (𝟭𝟱) 𝗰𝗮𝗹𝗲𝗻𝗱𝗮𝗿 𝗱𝗮𝘆𝘀.

This resolution is being issued because 𝘁𝗵𝗲 𝗠𝗖𝗖𝗦𝗖 𝗳𝗮𝗶𝗹𝗲𝗱 𝘁𝗼 𝘀𝘂𝗯𝗺𝗶𝘁 𝘁𝗵𝗲𝗶𝗿 𝗳𝗶𝗻𝗮𝗻𝗰𝗶𝗮𝗹 𝗿𝗲𝗽𝗼𝗿𝘁 𝗯𝘆 𝘁𝗵𝗲 𝗱𝗲𝘀𝗶𝗴𝗻𝗮𝘁𝗲𝗱 𝗱𝗲𝗮𝗱𝗹𝗶𝗻𝗲, and the sanction takes effect immediately upon the Council’s receipt of this notice.

𝗙𝗲𝗯𝗿𝘂𝗮𝗿𝘆 𝟭𝟯, 𝟮𝟬𝟮𝟲 | 𝗙𝗿𝗶𝗱𝗮𝘆

The 𝗥𝗧𝗨 𝗖𝗼𝗺𝗺𝗶𝘀𝘀𝗶𝗼𝗻 𝗼𝗻 𝗕𝘂𝗱𝗴𝗲𝘁 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗮𝗻𝗱 𝗔𝘂𝗱𝗶𝘁 held its 𝟭𝘀𝘁 𝗦𝗽𝗲𝗰𝗶𝗮𝗹 𝗠𝗲𝗲𝘁𝗶𝗻𝗴 last 𝗙𝗲𝗯𝗿𝘂𝗮𝗿𝘆 𝟭𝟯, 𝟮𝟬𝟮𝟲. The meeting was convened to address Resolution 11 of the CBMA Act and the MCCSC sanction regarding the failure to submit a financial report on time, while also confirming the commissioners' availability for upcoming schedules.

𝗝𝗮𝗻𝘂𝗮𝗿𝘆 𝟮𝟭, 𝟮𝟬𝟮𝟲 | 𝗪𝗲𝗱𝗻𝗲𝘀𝗱𝗮𝘆

The 𝗥𝗧𝗨 𝗖𝗼𝗺𝗺𝗶𝘀𝘀𝗶𝗼𝗻 𝗼𝗻 𝗕𝘂𝗱𝗴𝗲𝘁 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗮𝗻𝗱 𝗔𝘂𝗱𝗶𝘁 conducted its 𝟮𝗻𝗱 𝗿𝗲𝗴𝘂𝗹𝗮𝗿 𝗺𝗲𝗲𝘁𝗶𝗻𝗴 last 𝗝𝗮𝗻𝘂𝗮𝗿𝘆 𝟮𝟭, 𝟮𝟬𝟮𝟲. The meeting focused on finalizing the Implementing Rules and Regulations (IRR), reviewing the status of the Councils' Financial Reports, and electing a new Vice Chairperson.

By majority vote, the MCCSC Commissioner was elected to the position, having clearly demonstrated his merit. The Chairperson also directed all councils with a "not cleared" status to resubmit their financial reports immediately.

𝗡𝗼𝘃𝗲𝗺𝗯𝗲𝗿 𝟮𝟳, 𝟮𝟬𝟮𝟱 | 𝗧𝗵𝘂𝗿𝘀𝗱𝗮𝘆

The 𝗥𝗧𝗨 𝗖𝗼𝗺𝗺𝗶𝘀𝘀𝗶𝗼𝗻 𝗼𝗻 𝗕𝘂𝗱𝗴𝗲𝘁 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗮𝗻𝗱 𝗔𝘂𝗱𝗶𝘁 held its 𝟭𝘀𝘁 𝗿𝗲𝗴𝘂𝗹𝗮𝗿 𝗺𝗲𝗲𝘁𝗶𝗻𝗴 last 𝗡𝗼𝘃𝗲𝗺𝗯𝗲𝗿 𝟮𝟳, 𝟮𝟬𝟮𝟱. The agenda of the meeting included the revision of the commission’s Implementing of the Rules and Regulation, the new standard format for Financial Reports, and the Commissioners assigned to their respective audit councils.

The Chairperson also reminded the student councils to prioritize the immediate selection and appointment of their auditors.

The 𝐑𝐓𝐔 𝐂𝐨𝐦𝐦𝐢𝐬𝐬𝐢𝐨𝐧 𝐨𝐧 𝐁𝐮𝐝𝐠𝐞𝐭 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐚𝐧𝐝 𝐀𝐮𝐝𝐢𝐭 has officially concluded its comprehensive audit for Academic Year 2024–2025. The audit process involved a detailed review of all 𝐒𝐭𝐚𝐭𝐞𝐦𝐞𝐧𝐭𝐬 𝐨𝐟 𝐅𝐢𝐧𝐚𝐧𝐜𝐢𝐚𝐥 𝐏𝐨𝐬𝐢𝐭𝐢𝐨𝐧, 𝐋𝐢𝐪𝐮𝐢𝐝𝐚𝐭𝐢𝐨𝐧 𝐑𝐞𝐩𝐨𝐫𝐭𝐬, and all supporting financial documents submitted throughout the year.

Each transaction was thoroughly examined, including the verification of receipts, liquidation reports, and compliance with standard financial documents. This initiative reinforces the council's continuous efforts to uphold fiscal responsibility across all units.

𝗠𝗮𝘆 𝟮𝟯, 𝟮𝟬𝟮𝟱 | 𝗙𝗿𝗶𝗱𝗮𝘆

The 𝗥𝗧𝗨 𝗖𝗼𝗺𝗺𝗶𝘀𝘀𝗶𝗼𝗻 𝗼𝗻 𝗕𝘂𝗱𝗴𝗲𝘁 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗮𝗻𝗱 𝗔𝘂𝗱𝗶𝘁 conducted its 𝟯𝗿𝗱 𝗿𝗲𝗴𝘂𝗹𝗮𝗿 𝗺𝗲𝗲𝘁𝗶𝗻𝗴 last Friday, May 23, 2025, at the Constitutional Commission Room, RTU Boni Campus. The meeting focused on the SSC Financial Report and the financial statements for April and May, including a backtracking of reports from the beginning of the term.
