On August 14, 2026, Don Bosco Educational Centers โ€“ Philippines, Inc. held its Board of Trustees Meeting.

The meeting reflected on DBECโ€™s accomplishments and milestones over the past year and looked ahead to a new phase focused on strengthening its role in advancing Salesian education, collaboration, and institutional development across the network.

Discussions highlighted key priorities and initiatives that will help further support Salesian educational institutions, strengthen partnerships, and respond to the evolving needs of education and the young people they serve.

As DBEC moves forward, it remains committed to strengthening the Salesian educational network and advancing its mission of education and formation for the young.

The recurring flood crisis in the Philippines reveals that flooding is no longer simply an engineering problem; it is a governance, environmental, and civic problem. While flood-control infrastructure is necessary, allegations of ghost, substandard, overpriced, or politically influenced projects raise a more fundamental question: why does enormous public spending not always translate into safer communities? Around the world, countries have adopted different approaches. The Netherlands has increasingly embraced the principle of giving rivers and water systems โ€œroom,โ€ while Japan combines sophisticated engineering with forecasting, early warning, and disciplined land-use management. Singapore integrates drainage into urban planning and nature-based solutions increasingly complement conventional infrastructure. For the Philippines, the most appropriate model is therefore neither purely concrete nor purely ecological, but an integrated flood-resilience model that combines watershed management, forest and wetland protection, retention areas, drainage and pumping systems, floodways, responsible land-use planning, early warning, and community preparedness. The objective should shift from trying to โ€œcontrolโ€ every flood to managing water intelligently- holding, slowing, storing, diverting, and safely accommodating it.

Yet government cannot bear the entire responsibility. Citizens themselves are part of the flood system when waterways become dumping grounds, drainage is obstructed, wetlands and easements are occupied, or environmentally destructive practices are tolerated. More troubling is the apparent shortness of our political memory: public outrage over alleged corruption can be intense during a flood or investigation, yet during elections the same personalities, political families, networks, or allies may return to power. This reflects a deeper weakness in civic culture, when voters judge leaders primarily by personal assistance, political loyalty, or name recognition rather than by public accountability and institutional performance, corruption can become politically survivable. Citizens therefore need to ask not only, โ€œWhat has this politician given us?โ€ but also, โ€œHow was public money used, who benefited from it, and did the project actually protect our community?โ€ Every major flood-control project should be transparent from planning and procurement to construction, payment, inspection, and maintenance, with citizens able to see who designed it, who built it, how much it cost, and whether it performs as promised.

Moving forward, the Philippines needs a whole-of-society approach to flood resilience. Government must pursue watershed-based planning, science-driven infrastructure, transparent procurement, independent inspection, strict accountability, and sustained maintenance; private contractors must be held to the same standards of integrity and performance expected from public officials; and communities must become active partners in protecting waterways, monitoring projects, preparing evacuation plans, and caring for their local environment. Schools have a particularly important role because they can transform flood resilience from an emergency response into a culture of citizenship: students can learn how watersheds function, how human behavior contributes to flooding, how communities prepare for disasters, and even how public infrastructure is funded and monitored. Schools can become living laboratories of resilience and, when necessary, safe community centers during disasters. Ultimately, the country cannot build its way out of flooding if corruption, environmental neglect, weak planning, and civic indifference remain unaddressed. We need not only better flood-control projects; we need better institutions, more responsible citizens, resilient communities, and a generation of voters who remember- not only when the waters rise, but when they cast their votes.
