📚 What Is the ARAL Program?
The ARAL Program, mandated under Republic Act No. 12028, is a free national learning intervention designed for Kindergarten to Grade 10 learners. It focuses on strengthening foundational skills in:
• Reading (ARAL-Reading)
• Mathematics (ARAL-Mathematics)
• Science (ARAL-Science)
It’s especially targeted at:
• Learners who are below grade-level proficiency
• Frustrated or emerging readers
• Students from vulnerable sectors (e.g., SPED, 4Ps beneficiaries, returnees from furlough)
🎯 Goals and Vision
• Catch-up support for struggling learners
• Build stronger foundational skills, especially in Key Stage 1
• Empower tutors and parents to reinforce learning at home
• Ensure no child is left behind, regardless of background or ability
As DepEd Secretary Sonny Angara put it:
“Layunin natin sa ARAL na hindi lamang tiyakin na makakahabol ang ating mga mag-aaral na nahuhuli sa klase—we are also committed to building stronger foundational skills.”
👥 Who Makes It Happen?
• Tutors: Teachers, para-teachers, pre-service educators, and trained volunteers
• Parents/Guardians: Oriented to support learning at home
• School Heads: Oversee implementation and ensure readiness
• Community Leaders: Like barangay captains, who help mobilize support

• Flexible learning modes: Face-to-face, online, or blended
• EduKahon kits: Distributed to support continuous learning
• Commitment boards: Signed by learners, parents, and teachers to affirm shared responsibility
• School Readiness Audits: Ensure facilities and staff are prepared

The ARAL Program is a direct response to alarming data—like the 2018 PISA results showing 75% of Filipino students below minimum proficiency in key subjects B. It’s a bold step toward educational equity, resilience, and hope.
