The SLSU Innovation & Technology Support Services Office (ITSSO) of Southern Luzon State University (SLSU) took center stage during the recent Project Monitoring and Evaluation Visit conducted by the Technology Transfer and Promotion Division (TTPD) of the Department of Science and Technology โ€“ Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST PCAARRD), underscoring the universityโ€™s growing momentum in intellectual property (IP) management and technology commercialization under the RAISE Program Phase 2.

The visit focused on the project entitled โ€œStrengthening the Intellectual Property and Technology Business Management (IP-TBM) in SLSU under the RAISE Program Phase 2,โ€ led by Dr. Jennifer Edytha J. Lagrazon, Project Leader of the SLSU RAISE Program Phase 2.

Serving as the universityโ€™s lead office for IP protection, technology transfer, and innovation governance support, SLSU ITSSO presented the consolidated Year 1 and Year 2 Accomplishment Report to provide DOST PCAARRD TTPD officials a comprehensive view of implementation progress and project outcomes. The presentation detailed the status of Phase 2 implementation and milestones achieved, the advances in IP generation and protection alongside technology transfer activities, and the overall compliance with approved deliverables, timelines, and financial utilization. ITSSO likewise reported implementation challenges and mitigation measures, while outlining Year 2 plans that include capability-building initiatives, benchmarking activities, and a series of trainings, workshops, and seminars aimed at strengthening institutional competencies.

TTPD provided technical comments and clarifications, particularly on the alignment of outputs with approved project indicators, proper documentation of IP protection activities, status reporting and required supporting evidence, and opportunities to further strengthen project monitoring and documentation systems.

In a notable highlight of the visit, TTPD recognized SLSUโ€™s best practices in IP filing, particularly the universityโ€™s strategic approach to filing technologies under the Patent category when these show clear commercialization potential and market readiness. The commendation reflects SLSUโ€“ITSSOโ€™s continuing efforts to strengthen decision-making in IP protection, moving beyond volume-driven filing toward stronger alignment with technology readiness and market pathways.

Through the RAISE Program Phase 2 initiative, SLSU through ITSSO and with strong administrative support, continues to elevate its IP-TBM capacity from compliance-based requirements toward active technology transfer and commercialization. Key directions include building stronger linkages with regional State Universities and Colleges (SUCs)/Higher Education Institutions (HEIs), regional consortia, and consortiums with IP-TBM counterparts, while advancing the establishment and operationalization of SLSUโ€™s own Technology Business Incubator (TBI) to support incubation, start-up development, and innovation-driven enterprise creation.

DOST PCAARRD TTPD reaffirmed its commitment to supporting SLSU through funding, technical assistance, and policy guidance, underscoring the importance of sustained collaboration in strengthening the national innovation ecosystem. SLSU invites faculty, researchers, industry partners, and development stakeholders to actively engage in its innovation and technology commercialization initiatives, working together to transform research into solutions that create impact for communities and the nation.

The Southern Luzon State University (SLSU), through its Innovation and Technology Support Services Office (ITSSO), actively participated in the stakeholdersโ€™ and consultative meeting on the proposed Geographical Indication (GI) for Quezon Lambanog brought together representatives from DTI, DOSTโ€“Quezon, SEARCA, the Office of the Provincial Agriculturist, the Provincial Tourism Office, and Lambanog distillery stakeholders, including Flavors of Quezon, Mallari Distillery, Capistrano Distillery, SAMAWIN MPC, and Mega Greenlife.

During the plenary discussions, the Intellectual Property Office of the Philippines (IPOPHL), together with its partners the French Development Agency and Reseau Exchange Development Durable (REDD), presented the national GI development pipeline. Lambanog was cited as one of the products included among the top ten priority commodities being considered for GI protection, underscoring its cultural and economic importance to the province.
Participants identified several key areas that must be addressed in the GI application. These include defining the differences in raw materials used, standardizing processing methods, and specifying quality attributes, all of which will later form part of the Manual of Specifications. They also emphasized the need to craft a code of ethics that links the productโ€™s reputation to its geographical origin, to harmonize and safeguard the image of Quezon Lambanog in both local and international markets. Consistency in production practices among Lambanog producers was likewise highlighted as essential to maintaining quality and authenticity.

The discussions further underscored the importance of research on the sources of tuba and coconut varieties used in Lambanog production, as these factors directly influence flavor profile and product characteristics. Stakeholders also recognized the need to delineate the GI area based on agro-ecological zones to clearly define where GI-protected Quezon Lambanog may be produced. Sustainability concerns, particularly in relation to coconut sap harvesting and long-term resource management, were also raised as critical components that must be integrated into the GI framework.

In the afternoon session, the focus shifted to product reputation and the development of the Manual of Specifications. The workshop-style discussions allowed participants to share experiences from production, marketing, tourism promotion, and research perspectives, helping to shape a more comprehensive picture of Quezon Lambanog as a potential GI product.
The activity marked an important initial step toward the formal application for GI registration of Quezon Lambanog. Continued coordination, data gathering, and consultation among stakeholders are expected in the coming months to further refine the application and strengthen the protection of this iconic local product as a symbol of Quezonโ€™s heritage and craftsmanship.

The SLSU Innovation and Technology Support Services Office (ITSSO) took part in a seminar organized by the College of Industrial Technology (CIT) aimed at fostering an innovation- and technology-driven entrepreneurial mindset among students. The activity carried the theme: โ€œTechnopreneurship: Empowering Cooperatives through Innovation, Technology Support Services, and Intellectual Property Management.โ€

Serving as resource speakers were Dr. Renato R. Maaliw III, Director of ITSSO, and Engr. Dan Mark C. Cabriga, Intellectual Property Management (IPM) Specialist of ITSSO. They shared their expertise on the basics of intellectual property (IP) rights and the process of drafting patent documents with the 3rd year students from various CIT programs. The seminar sought to help students understand how their course-based projects and thesis can be transformed into protectable and potentially marketable innovations.

Dr. Maaliw opened his session by emphasizing the role of intellectual property in everyday life, highlighting how ideas, designs, brands, and technologies are protected and commercialized. He discussed the different types of IP rights and connected them to potential outputs from the various CIT programs. This helped students recognize how their academic work fits into SLSUโ€™s broader innovation ecosystem.

He also underscored the importance of filing studentsโ€™ inventions and creative works with the appropriate IP office before public disclosure in competitions, exhibits, or social media. He cautioned that premature disclosure compromises novelty and may expose student innovators to risks such as infringement, loss of ownership, and missed opportunities for commercialization.

Meanwhile, Engr. Cabriga focused on the practical aspects of IP protection. He explained the step-by-step filing procedures and the documentary requirements of the Intellectual Property Office of the Philippines (IPOPHL). He also walked the participants through the essential components of a patent document and related each section to the studentsโ€™ ongoing projects.

He introduced the concept of prior art searching, emphasizing its importance in confirming novelty, avoiding duplication of existing technologies, and strengthening the technical scope of an invention. By guiding students through this process, ITSSO aims to help them produce outputs that are original, competitive, and ready for future technology transfer initiatives.

Also invited as a speaker was Ms. Regine L. Avellano, Trade-Industry Development Analyst, who inspired students to consider entrepreneurship early. She presented available platforms, cooperative partnerships, and government-assisted programs that young innovators can tap into. Her discussion connected innovation and IP protection with real business pathways, demonstrating how simple ideas, when nurtured, can progress from concept to enterprise.

Overall, the seminar successfully enhanced studentsโ€™ appreciation of technopreneurship, intellectual property, and business development opportunities. It also reinforced the collaboration among ITSSO, CIT, and partner agencies in cultivating a culture of innovation, IP consciousness, and responsible commercialization at Southern Luzon State University.

The Southern Luzon State Universityโ€™s Innovation and Technology Support Services Office (ITSSO), together with the SLSU Technology Business Incubator (TBI), spearheaded by Dr. Renato R. Maaliw III, Director, conducted a meeting to review and update the Quality Management System (QMS) documents and procedures relevant to the officeโ€™s functions and processes, November 12, 2025. The staffs discussed improvements in research support, intellectual property management, and incubation processes to better serve faculty, students, and external partners.

The session focused on aligning the officesโ€™ processes with ISO-oriented QMS requirements, ensuring that risk-based thinking, documentation, and service delivery are clearly defined and consistently implemented. To set the context, Dr. Maaliw conducted a basic ISO awareness discussion on Risks, Opportunities, and Action Plan (ROA). He underscored the importance of systematically identifying risks and opportunities and showed how rating scales directly influence prioritization and the design of measurable and effective mitigation and enhancement strategies. This framework will guide future planning and monitoring activities under the QMS.

Furthermore, the staffs tackled standards for originality examination, particularly with the enhanced capabilities of Turnitinโ€™s AI-detection features. The team agreed to fully utilize these tools to safeguard the quality and authenticity of research outputs. Dr. Maaliw also noted that an AI Policy is currently being drafted, which will specify acceptable thresholds for both similarity index and AI-generated content, ensuring clearer guidelines for researchers.

The scope of ITSSO and TBI functions will also be formally expanded and documented. The meeting affirmed the inclusion of key functions such as Intellectual Property Rights application processes (trademark, industrial design, utility model, and patent), technology transfer, technology licensing and commercialization, and incubation. Supporting procedures and forms will be drafted to ensure these services are clearly mapped, traceable, and auditable.

Finally, the attendees agreed that separate QMS documents will be created for each core process, especially those tied to upcoming enrolment of the forms. This process-wise documentation is intended to enhance clarity, accountability, and ease of ISO compliance across the affected units.

There being no further matters to discuss, Dr. Maaliw III expressed his appreciation for the teamโ€™s cooperation and reminded everyone to adhere to the agreed timelines and assigned responsibilities.
