BRIEF HISTORY OF CARIGARA SCHOOL OF FISHERIES
Carigara School of Fisheries (CSF) was established by the virtue of Republic Act No. 685 as approved on May 9, 1952. On October 31, 2000, Special Provision No. 2 of the CHED Fiscal Year 2000 and Republic Act No. 8760, Carigara School of Fisheries was integrated to Leyte Institute of Technology-Carigara Campus. On June 19, 2002 a Memorandum of Agreement (MOA) was made and entered into by and between the Leyte Institute of Technology, Tacloban City represented by Bonifacio S. Villanueva, President of the Leyte Institute of Technology (now Eastern Visayas State University ) and the Department of Education, Regional Office No. Matugas, Regional Director of DepEd. In this MOA, a complete transfer of Carigara School of Fisheries-LIT Carigara Campus, high school department was turned-over to DepEd. It is also stated in this Memorandum of Agreement that the high school enrollment in all level as well as the administration and supervision be transferred effective at the start of school year 2002-2003. Enrollment is growing fast at CSF being the only Tech-voc school in the 2nd district of Leyte. DepEd will give access to the school for the laboratories of respective Teachers Education Program Policy guidelines, on transferred include fifteen (15) Teachers and one (1) Non-Teaching Staff. Presently, Carigara School of Fisheries is adapted to a mother secondary school, Carigara National High School, as far as Plantilla of Personnel is concerned. The desire to create a separate and independent national high school that will boost the morale of the school personnel and students, and to normalize the school operation, the Schools Division Superintendent of the Division of Leyte, Parents, Community, Teachers, Students, duly endorsed by the Sangguniang Bayan of the Municipality of Carigara, Leyte, initiated and requested the House of the Representatives through Leyte 2nd district Congresswoman Trinidad “Ebbie” Go Apostol, the separation of Carigara School of Fisheries from the mother secondary school. On November 17, 2004, Trinidad “Ebbie” Go Apostol, introduced to the House of Representatives the House Bill No. 3306. This Bill seeks to establish an independent national high school at Barangay Barugohay Norte, Municipality of Carigara, Second District, Province of Leyte to be known as the Carigara School of Fisheries National High School. The separation of the school is very much needed for the wholesome development of the school. With limited resources and growing enrollment, the school needs arise. However, these priorities can be done by school manager in a separate management through a well-thought out plan. Republic Act No. 9155 (Governance of Basic Education Act) recognizes the importance of education planning of all levels. This provides both elementary and secondary schools be responsible and accountable for the formulation of school improvement plans with the community and stakeholders. The separation of the high school from the college led to scarcity of academic facilities and pedagogical resources for years. The declaration of independence of the high school department has left a few qualified sites from which to rise and witness educational and vocational development. Based on the assessment of some Tech-Voc entities like TESDA, Carigara School of Fisheries is qualified to open Tech-Voc School with Technical Vocational Education (TVE) as its flagship program. Today, after acquiring new and additional amenities from DepEd, CSF is doing its best in promoting its TVE subjects, such as Fish culture, Fish capture, Fish preservation, Fish processing, Food technology, Agri-fishery, and currently, Computer operations, aside from the regular academic subjects. These different TVE subjects enabled the students to gain exposure, technical know-how and skills which they can use when they pursue fishery related courses in college or find employment in the future.
