A five-member delegation from Saint Louis College of San Fernando, La Union (SLC-SFLU) has arrived in Kathmandu, Nepal, to advance the institution’s internationalization initiatives and strengthen its partnership with Saint Xavier College, an institutional partner of SLC-SFLU. They were welcomed by the officials of the partner institution where they were greeted with genuine Nepalese hospitality.

The delegation is headed by Rev. Fr. Roderick G. Villamar, CICM, PhD, President of SLC-SFLU, together with Dr. Leo Esteene L. Galap, Director of Global Affairs; Dr. Shari Maro R. Story 4: Before the World Went Online: A Journey of Readiness and Resilience

For Saint Louis College of San Fernando, La Union (SLC) Basic Education, more than a decade with Genyo has been a journey of learning, adapting, and growing together. What began as an early step into digital learning became valuable preparation when the COVID-19 pandemic disrupted education—and a reminder that technology is only one part of significant transformation.

SLC-SFLU — Before the teaching, non-teaching, and academic support staff assembled at the Fr. Burgos Gymnasium for the semester's 𝗘𝗺𝗽𝗹𝗼𝘆𝗲𝗲𝘀' 𝗙𝗼𝗿𝘂𝗺 on 𝗦𝗲𝗽𝘁𝗲𝗺𝗯𝗲𝗿 𝟴, 𝟮𝟬𝟮𝟲, 𝗥𝗲𝘀𝗲𝗮𝗿𝗰𝗵 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗢𝗳𝗳𝗶𝗰𝗲 (𝗥𝗲𝘀𝗠𝗢) Head 𝗡𝗶𝗻̃𝗼 𝗥𝗮𝗻𝗱𝘆 𝗖. 𝗙𝗹𝗼𝗿𝗲𝘀, gave the community an accounting of its own research: what colleagues accomplished in the year past, where the Office stands with them now, and what it hopes they will carry forward.

The year held steady across every stream. 𝗘𝗶𝗴𝗵𝘁𝗲𝗲𝗻 proposals entered review and every one cleared the initial check; 𝗳𝗶𝗳𝘁𝗲𝗲𝗻 secured the approval of the 𝗥𝗲𝘀𝗲𝗮𝗿𝗰𝗵 𝗘𝘃𝗮𝗹𝘂𝗮𝘁𝗶𝗼𝗻 𝗣𝗮𝗻𝗲𝗹, and 𝗳𝗶𝘃𝗲 studies reached completion. No colleague, Flores noted, was turned away at the door; where researchers most need mentorship is not at the start of a study but at its close. In print, 𝗻𝗶𝗻𝗲 papers carried the College's name forward, two of them Scopus-indexed. On the conference stage, 𝗳𝗶𝗳𝘁𝗲𝗲𝗻 presentations were delivered in La Union, Baguio, Vietnam, Hong Kong, and Hawaii, one of them earning a Third Best Paper recognition. Among these was a delegation from the 𝗦𝗰𝗵𝗼𝗼𝗹 𝗼𝗳 𝗔𝗱𝘃𝗮𝗻𝗰𝗲𝗱 𝗦𝘁𝘂𝗱𝗶𝗲𝘀 to the International Conference on GenAI and Pedagogical Innovations in Higher Education (𝗚𝗮𝗣𝗜) at The Hong Kong Polytechnic University in May 2026, sent under the 𝗜𝗻𝘁𝗲𝗿𝗻𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗙𝗮𝗰𝘂𝗹𝘁𝘆 𝗠𝗼𝗯𝗶𝗹𝗶𝘁𝘆 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 of the 𝗚𝗹𝗼𝗯𝗮𝗹 𝗔𝗳𝗳𝗮𝗶𝗿𝘀 𝗢𝗳𝗳𝗶𝗰𝗲. Nine of the fourteen were student studies, each accompanied to the stage by a teacher who had prepared the way; a student paper at a conference, Flores observed, always has a faculty member's generous preparation standing quietly behind it. The College likewise hosted or co-hosted 𝗳𝗶𝘃𝗲 conferences, among them the 𝟭𝘀𝘁 𝗦𝘆𝗻𝗲𝗿𝗴𝗶𝗮 𝗜𝗻𝘁𝗲𝗿𝗻𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗥𝗲𝘀𝗲𝗮𝗿𝗰𝗵 𝗖𝗼𝗻𝗳𝗲𝗿𝗲𝗻𝗰𝗲, which allowed the Institution to serve as convenor rather than guest.

As matters stand today, every honorarium due for the studies and papers reported has been processed and released; the support the Institution promises its researchers, Flores said, is real, and it is reaching them. The 𝗥𝗲𝘀𝗲𝗮𝗿𝗰𝗵 𝗘𝘁𝗵𝗶𝗰𝘀 𝗖𝗼𝗺𝗺𝗶𝘁𝘁𝗲𝗲 has been reconstituted as the College prepares for 𝗣𝗛𝗥𝗘𝗕 𝗟𝗲𝘃𝗲𝗹 𝟭 accreditation, and colleagues were asked to download the current research forms rather than rely on copies saved on their own computers.

Three invitations were left with the assembly. The 𝗖𝗮𝗹𝗹 𝗳𝗼𝗿 𝗣𝗮𝗽𝗲𝗿𝘀 𝗳𝗼𝗿 𝗔𝗬 𝟮𝟬𝟮𝟲-𝟮𝟬𝟮𝟳 is open, with Disciplinary Studies, Action Research, and Feasibility Studies closing on 𝟮𝟯 𝗢𝗰𝘁𝗼𝗯𝗲𝗿 𝟮𝟬𝟮𝟲. The Research Promotership registry, 𝗙𝗠-𝗥𝗦𝗠𝗢-𝟬𝟮𝟱, falls due on 𝟯𝟬 𝗦𝗲𝗽𝘁𝗲𝗺𝗯𝗲𝗿. And new studies are asked to move through the revised REC process, which now accompanies a protocol from clearance through to formal closure.

On that last point Flores offered a word about how the Committee hopes to be met. The REC is not set against a researcher's work, nor is it a body examining anyone's competence; its charge is the care of the people who take part in our studies, and in caring for them it protects the researcher and the College alike. When a clarification is asked, he said, it is a request for information rather than a judgement.

SLC-SFLU — Architecture students preparing to take their thesis work into the field spent the midday of 𝗔𝘂𝗴𝘂𝘀𝘁 𝟮𝟲, 𝟮𝟬𝟮𝟲 learning what the ethics review will ask of them, in a seminar organized by the 𝗨𝗻𝗶𝘁𝗲𝗱 𝗔𝗿𝗰𝗵𝗶𝘁𝗲𝗰𝘁𝘀 𝗼𝗳 𝘁𝗵𝗲 𝗣𝗵𝗶𝗹𝗶𝗽𝗽𝗶𝗻𝗲𝘀 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗔𝘂𝘅𝗶𝗹𝗶𝗮𝗿𝘆 – 𝗦𝗮𝗶𝗻𝘁 𝗟𝗼𝘂𝗶𝘀 𝗖𝗼𝗹𝗹𝗲𝗴𝗲 𝗖𝗵𝗮𝗽𝘁𝗲𝗿 (𝗨𝗔𝗣𝗦𝗔-𝗦𝗟𝗖) and led by 𝗥𝗲𝘀𝗲𝗮𝗿𝗰𝗵 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗢𝗳𝗳𝗶𝗰𝗲 (𝗥𝗲𝘀𝗠𝗢) Head 𝗡𝗶𝗻̃𝗼 𝗥𝗮𝗻𝗱𝘆 𝗖. 𝗙𝗹𝗼𝗿𝗲𝘀, 𝗠𝗔𝗘𝗱, 𝗠𝗧𝗣.

Titled 𝘕𝘢𝘷𝘪𝘨𝘢𝘵𝘪𝘯𝘨 𝘙𝘦𝘴𝘦𝘢𝘳𝘤𝘩 𝘌𝘵𝘩𝘪𝘤𝘴 𝘙𝘦𝘷𝘪𝘦𝘸: 𝘜𝘯𝘥𝘦𝘳𝘴𝘵𝘢𝘯𝘥𝘪𝘯𝘨 𝘵𝘩𝘦 𝘗𝘳𝘪𝘯𝘤𝘪𝘱𝘭𝘦𝘴, 𝘗𝘳𝘰𝘤𝘦𝘴𝘴, 𝘢𝘯𝘥 𝘙𝘦𝘷𝘪𝘦𝘸 𝘔𝘦𝘤𝘩𝘢𝘯𝘪𝘤𝘴 𝘧𝘰𝘳 𝘌𝘵𝘩𝘪𝘤𝘢𝘭 𝘙𝘦𝘴𝘦𝘢𝘳𝘤𝘩, the session moved through the review in the order a researcher meets it. Flores began with the paperwork that opens a protocol, then explained how a study gets sorted into one of three tracks — 𝗲𝘅𝗲𝗺𝗽𝘁𝗲𝗱, 𝗲𝘅𝗽𝗲𝗱𝗶𝘁𝗲𝗱, or 𝗳𝘂𝗹𝗹-𝗯𝗼𝗮𝗿𝗱 — each with its own criteria and waiting period. One rule framed the rest: not a single respondent may be approached until the 𝗥𝗲𝘀𝗲𝗮𝗿𝗰𝗵 𝗘𝘁𝗵𝗶𝗰𝘀 𝗖𝗹𝗲𝗮𝗿𝗮𝗻𝗰𝗲 𝗖𝗲𝗿𝘁𝗶𝗳𝗶𝗰𝗮𝘁𝗲 is in hand.

The mechanics, though, were only half of it. Flores turned much of the session toward the 𝟮𝟬𝟮𝟱 𝗥𝗲𝘃𝗶𝘀𝗲𝗱 𝗖𝗼𝗱𝗲 𝗼𝗳 𝗥𝗲𝘀𝗲𝗮𝗿𝗰𝗵 𝗘𝘁𝗵𝗶𝗰𝘀 and the conviction it rests on: that every study ultimately answers to the human person, and never the reverse. Informed consent, he told the students, is not a form to be collected but the point at which a participant is recognized as someone with a stake in the work — the safeguard that keeps a respondent from becoming a data point.

From there the discussion moved to the lines the Code draws around professional practice. Among the acts it names as 𝗿𝗲𝘀𝗲𝗮𝗿𝗰𝗵 𝗺𝗶𝘀𝗰𝗼𝗻𝗱𝘂𝗰𝘁 are the invention or manipulation of findings, plagiarism, the misattribution of authorship, and the unethical use of artificial intelligence. Flores also pressed a point students often miss — that clearance is a beginning rather than an end. Through the 𝗽𝗼𝘀𝘁-𝗮𝗽𝗽𝗿𝗼𝘃𝗮𝗹 𝗺𝗼𝗻𝗶𝘁𝗼𝗿𝗶𝗻𝗴 𝗽𝗵𝗮𝘀𝗲, a study stays under the Committee's watch through progress reports, amendments, and the disclosure of adverse events, right up to formal completion.

Readers of the ResMO page will recognize the territory. Much of what Flores covered has appeared in , the Office's weekly series on research ethics — though the seminar gave it something a carousel cannot, which is a room full of students able to ask the follow-up question.

What distinguishes the afternoon, however, is who called for it. The seminar was not assigned or required; UAPSA-SLC saw that its graduating members were about to enter ethics review largely unprepared, and did something about it. That instinct — to seek out guidance before it is demanded — is the habit every research culture hopes to cultivate, and it is worth naming when students arrive at it on their own.

Saint Louis College of San Fernando, La Union (SLC-SFLU), through its School of Advanced Studies, took part in the 57th International Convention and General Assembly of the Philippine Association for Graduate Education (PAGE), held on August 27–29, 2026, at the Lyceum of the Philippines University, Cavite. Anchored on the theme "Graduate Education as a Catalyst for ASEAN Integration: Advancing Regional Excellence through Collaboration, Innovation, and Quality Assurance," the convention gathered graduate education leaders, researchers, and institutional partners to advance regional scholarly collaboration.
