REGIONAL MEMORANDUM No. 40, series of 2026 — In reference to MOED No. 366, series of 2026, relative to CHED's continuing efforts to reform and enhance the efficiency, accessibility, and convenience of delivering financial assistance to scholars under the Student Financial Assistance Programs (StuFAPs) particularly the PESFA, SSP, and Estatistikolar program, this Memorandum is issued to assess the feasibility of utilizing GCash as an alternative mode of disbursement for scholars' financial benefits.

All data collection and processing shall be conducted in strict compliance with Republic Act No. 10173, otherwise known as the Data Privacy Act of 2012, and its Implementing Rules and Regulation for GCash.

Please be informed that the implementation of the "No Uniform, No Entry" policy for first-year students and transferees is suspended until August 11, 2025.

Students who have not yet received their school uniforms must present their official receipt to the guard on duty as proof that their uniforms are currently being processed.

𝗡𝗘𝗪𝗦: OSDSPS holds Campus Kamustahan.

Student representatives raise issues concerning the students.

Kalinga State University, Office of the Student Development and Placement Services (OSDSPS), in collaboration with the Central Student Government (CSG), initiated “Campus Kamustahan” in Bulanao Campus with the theme, "Your Voice Matters: Creating a Supportive Campus Community, at Teatro Kalinga on March 13, 2025.

The activity aims to provide information and answers to all queries focusing on student development and services. The event was attended by KSU staff, administration, and student leaders.

The event kicks off with a warm welcome from Mr. Ronald B. Bulwayan, DSDPS. Subsequently, Dr. Marilou B. Adora, VPASD, highlights the importance of proper communication regarding issues to avoid posting on different platforms and recognizing the event organizer for implementing the said activity. Following, Joy Grace P. Doctor, University President, encourages all students not to hesitate in letting her office know the problems that needed to be addressed. Mr. Danilo Iso shared the different processes on how to avail admin services.

Ms. Melowin Romero, Guidance Counselor, spearheaded the importance of mental health and how to benefit from all services offered by their respective office. Dr. Maria Linda Gavino, University Physicians, encourages all students to visit the clinic for any health concerns. Mr. Silverio Cammagay, university nurse, explained the services that the clinic offers. On the other hand, Dr. Gretchen Cayangao, a university dentist, promotes the different dental services.

Ms. Geraldine Baluyan and Mr. Leimar Taganguin expound on the guidelines, qualifications, and rules of the girls and boys dormitories. Mrs. Erlinegin Sison, Scholarship Coordinator, announced all the different scholarship programs and disclosed the process on how the students are chosen for the specific scholarships.

The chairperson of NSTP, Samson Paycuan Sr., emphasized the importance of NSTP programs and all the concerns related to their respective offices. Meanwhile, Mr. Nick Awisan, UIO representative, promoted the different services offered by the University Information Office and expressed his gratitude for continuously supporting their office.

Ms. Mayshien Balagso, the Earthline adviser, also delivered a message introducing the Earthline staff who are qualified to national and encouraging all the different colleges to build their own publication for easier dissemination of information.

Moreover, questions and answers to
all issues and concerns were included for better communication and understanding. Mr. Ronald B. Bulwayan concluded the event with closing remarks expressing his gratitude to all who participated especially to the event organizer.

Students can now enjoy free Wi-Fi at the vicinity of the Guidance Office and PICE Park (Main Campus), an initiative of the Department of Information and Communications Technology (DICT) – CAR in partnership with KSU.
