Two faculty members from Sulu State University successfully completed their graduate studies through the Transnational Education (TNE) Scholarship Grants under the Access and Competitiveness through Internationalisation of Higher Education (ACT-IHE) Project, a joint initiative of the Commission on Higher Education (CHED) and the British Council.
Minyana J. Sakandal and Jehada S. Hassan pursued the Master of Arts in Designing Education, a program designed to enhance innovative and globally responsive teaching practices. The program officially commenced on January 8, 2024, and concluded on March 26, 2026, marking over two years of rigorous academic engagement and research development.
As part of the program, the scholars traveled to London to conduct independent research, immersing themselves in international academic environments and cross-cultural learning experiences.
The degree was delivered through a transnational collaboration between Miriam College and Goldsmiths, University of London, ensuring high-quality instruction and global academic exposure.
The achievement of Sakandal and Hassan underscores Sulu State University’s strong commitment to internationalization and faculty development. Their completion of the program is expected to contribute significantly to the enhancement of educational practices, curriculum innovation, and research culture within the university and beyond.
Through initiatives like the TNE Scholarship Grants, Filipino educators continue to gain access to global platforms, fostering excellence and competitiveness in the country’s higher education landscape.
The University extends its sincere gratitude to the Commission on Higher Education (CHED), the British Council, the Transnational Education (TNE) Scholarship Grants under the ACT-IHE Project, as well as Miriam College and Goldsmiths, University of London, and to Prof. Charisma Samparani Ututalum, CESE, for their invaluable support and commitment to advancing international education opportunities for Filipino scholars.

11TH MOVING UP CEREMONY
SULU STATE UNIVERSITY LABORATORY HIGH SCHOOL

The 11th Moving Up Ceremony of the Sulu State University Laboratory High School was successfully held on April 1, 2026, at the SSC Multi-Purpose Gym with the theme “Legacy in Motion: A Testament of Excellence.” The ceremony celebrated the academic achievements, perseverance, and accomplishments of the Grade 10 Completers as they moved forward to the next chapter of their educational journey.

The program formally began with the processional, led by the Colors, followed by the Grade 10 learners, faculty members, staff, guest and administrators. The solemn atmosphere set a meaningful tone for the ceremony as everyone stood in honor and respect for the academic milestone being celebrated.

The invocation was led by Ahmad Waahid B. Astih, With Honors, followed by the singing of the National Anthem through a multimedia presentation. The SSC Hymn and SSC Quality Policy were then conducted by Reema A. Kamsi, With Honors, reminding everyone of the institution’s commitment to quality education and academic excellence.

The Opening Remark was delivered by Fervy Zenia T. Jubail, With Honors, who warmly welcomed the completers, parents, guests, and school officials. The presentation of candidates for completion was led by the principal, Asst. Prof. Warid S. Ibno, who formally presented the Grade 10 learners to the University President for acceptance. The acceptance of the completers was given by Charisma S. Ututalum, CESE, SUC President, who acknowledged the students’ hard work and formally accepted them as Junior High School completers.

The conferment of awards was led by Assoc. Prof. Felipa B. Omamalin, Academic Coordinator, recognizing the academic excellence and outstanding performance of the students. This was followed by the distribution of certificates to the completers by Prof. Nelson U. Julhamid, University Vice President, assisted by Warid S. Ibno, Principal.

A meaningful message was delivered by Charisma S. Ututalum, CESE, who inspired the students to continue striving for excellence, uphold the values of the institution, and face future challenges with courage and determination. The Grade 10 learners then rendered the song “Hiraya” performed by SPC SOULS, Seedee, Tisha, Addie, and Lalong, which reflected the dreams, memories, and aspirations of the completers.

The Guest Speaker, Fermina O. Anuddin, Ed.D, Dean of the College of Education of Mindanao State University–Sulu, was introduced by Dr. Shallemar C. Pelayo, Faculty Member. In her Inspirational Message, Dr. Anuddin shared words of wisdom and encouragement, reminding the completers that their journey does not end with completion but rather begins a new chapter filled with greater responsibilities and opportunities.

The Pledge of Loyalty was led by Amirah A. Biting, With Honors, followed by the Closing Remarks delivered by Rihana A. Julkanain, With High Honors, who expressed gratitude to the school administrators, teachers, parents, and guests for their support and guidance to the completers.

The program concluded with the Farewell Song, “Handog” by Florante, performed by the completers, expressing their gratitude and farewell to their alma mater. The ceremony officially ended with the recessional of the Grade 10 learners, faculty members, staff, administrators, and the Colors.

The Principal, Faculty, and Staff of SSU Laboratory High School wish to convey their deepest and most sincere gratitude to the University President, Prof. Charisma S. Ututalum, CESE, for her unwavering and all-out support to the Laboratory High School. They also extend their profound appreciation to the DTO Team, our distinguished guests, ROTC Officers, Click Studio, and to all the people who worked tirelessly behind the scenes and, in one way or another, contributed to the success of the Moving Up Ceremony of the Class of 2026.

The transformation of Sulu State College into Sulu State University stands as a historic and defining milestone in the landscape of Philippine higher education, one deeply rooted in legacy, shaped by perseverance, and realized through collective vision.

It is a journey that traces its origins from the enactment of 𝗕𝗮𝘁𝗮𝘀 𝗣𝗮𝗺𝗯𝗮𝗻𝘀𝗮 𝗕𝗹𝗴. 𝟮𝟬𝟴, which laid the foundation for accessible public education in the province, to the landmark passage of 𝗥𝗲𝗽𝘂𝗯𝗹𝗶𝗰 𝗔𝗰𝘁 𝗡𝗼. 𝟭𝟮𝟮𝟵𝟲, which elevated the institution into a full-fledged state university.

For decades, Sulu State College served as a beacon of hope for the people of Sulu, expanding access to higher education in a region rich in culture yet challenged by geographical and socio-economic barriers. Through the years, the institution steadily grew in academic capability, offering diverse programs, strengthening its faculty profile, and enhancing research and extension services. This continuous development reflected its readiness to transition into a university.

At the forefront of this legislative journey was 𝗛𝗼𝗻. 𝗦𝗮𝗺𝗶𝗲𝗿 𝗧𝗮𝗻, 𝗥𝗲𝗽𝗿𝗲𝘀𝗲𝗻𝘁𝗮𝘁𝗶𝘃𝗲 𝗼𝗳 𝘁𝗵𝗲 𝗙𝗶𝗿𝘀𝘁 𝗗𝗶𝘀𝘁𝗿𝗶𝗰𝘁 𝗼𝗳 𝗦𝘂𝗹𝘂, who served as the principal author of House Bill No. 9334 during the 19th Congress. This bill became the primary legislative vehicle that advanced the long-standing vision of converting the college into a university.

Equally significant were the earlier efforts of 𝗛𝗼𝗻. 𝗦𝗵𝗲𝗿𝗻𝗲𝗲 𝗧𝗮𝗻-𝗧𝗮𝗺𝗯𝘂𝘁, representative of the Kusug Tausug Partylist, championed previous versions of the measure in earlier congresses. Her steadfast advocacy laid the groundwork that ensured the continuity of the initiative, demonstrating that the journey to universityhood was not a single effort but a sustained commitment across time.

In the Senate, the measure found strong and decisive support under the leadership of 𝗦𝗲𝗻. 𝗔𝗹𝗮𝗻 𝗣𝗲𝘁𝗲𝗿 𝗖𝗮𝘆𝗲𝘁𝗮𝗻𝗼, 𝗖𝗵𝗮𝗶𝗿 𝗼𝗳 𝘁𝗵𝗲 𝗦𝗲𝗻𝗮𝘁𝗲 𝗖𝗼𝗺𝗺𝗶𝘁𝘁𝗲𝗲 𝗼𝗻 𝗛𝗶𝗴𝗵𝗲𝗿, 𝗧𝗲𝗰𝗵𝗻𝗶𝗰𝗮𝗹, 𝗮𝗻𝗱 𝗩𝗼𝗰𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗘𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻. His sponsorship of the bill, along with the issuance of Committee Report No. 467, paved the way for its unanimous approval on June 3, 2025, marking a crucial step toward institutional transformation.

The Act, entitled “𝘼𝙣 𝘼𝙘𝙩 𝘾𝙤𝙣𝙫𝙚𝙧𝙩𝙞𝙣𝙜 𝙩𝙝𝙚 𝙎𝙪𝙡𝙪 𝙎𝙩𝙖𝙩𝙚 𝘾𝙤𝙡𝙡𝙚𝙜𝙚 𝙞𝙣 𝙩𝙝𝙚 𝙈𝙪𝙣𝙞𝙘𝙞𝙥𝙖𝙡𝙞𝙩𝙮 𝙤𝙛 𝙅𝙤𝙡𝙤, 𝙋𝙧𝙤𝙫𝙞𝙣𝙘𝙚 𝙤𝙛 𝙎𝙪𝙡𝙪, 𝙞𝙣𝙩𝙤 𝙖 𝙎𝙩𝙖𝙩𝙚 𝙐𝙣𝙞𝙫𝙚𝙧𝙨𝙞𝙩𝙮 𝙩𝙤 𝙗𝙚 𝙆𝙣𝙤𝙬𝙣 𝙖𝙨 𝙩𝙝𝙚 𝙎𝙪𝙡𝙪 𝙎𝙩𝙖𝙩𝙚 𝙐𝙣𝙞𝙫𝙚𝙧𝙨𝙞𝙩𝙮 𝙖𝙣𝙙 𝘼𝙥𝙥𝙧𝙤𝙥𝙧𝙞𝙖𝙩𝙞𝙣𝙜 𝙁𝙪𝙣𝙙𝙨 𝙏𝙝𝙚𝙧𝙚𝙛𝙤𝙧,” was passed by the House of Representatives on 𝗡𝗼𝘃𝗲𝗺𝗯𝗲𝗿 𝟮𝟮, 𝟮𝟬𝟮𝟯, amended by the Senate on 𝗝𝘂𝗻𝗲 𝟯, 𝟮𝟬𝟮𝟱, and concurred in by the House on 𝗝𝘂𝗻𝗲 𝟵, 𝟮𝟬𝟮𝟱.

The measure lapsed into law on 𝗦𝗲𝗽𝘁𝗲𝗺𝗯𝗲𝗿 𝟭𝟱, 𝟮𝟬𝟮𝟱, in accordance with Article VI, Section 27 (1) of the Philippine Constitution, and is now officially recognized as Republic Act No. 12296. This legislative triumph signified not only the formal establishment of Sulu State University but also the fulfillment of decades of aspiration and effort by the Sulu State College community and its stakeholders.

However, the passage of the law marked not the end but the beginning of a more rigorous phase. Following the enactment of Republic Act No. 12296, Sulu State College was required to comply with the standards and requirements set by the Commission on Higher Education (CHED) for universityhood. This process involved a comprehensive evaluation to ensure that the institution met the criteria expected of a state university.

The evaluation covered critical areas such as academic excellence, faculty qualifications, research productivity, governance systems, infrastructure, and community extension services. It required not only compliance on paper but also the demonstration of actual institutional capability, evidence of years of preparation, improvement, and commitment to quality education.

Through the leadership of Charisma Samparani-Ututalum, CESE, the institution successfully aligned its operations and academic systems with CHED standards. Her visionary guidance ensured that Sulu State College not only met but embodied the qualifications necessary for university status, reinforcing its readiness to serve as a center of higher learning and innovation.

A defining moment in this journey came on March 28, 2026, when Dr. Shirley C. Agrupis, Chairperson of the Commission on Higher Education, formally declared the successful conversion of Sulu State College into a state university. This declaration followed the institution’s successful compliance with CHED’s evaluation process, affirming its academic maturity, institutional readiness, and capacity to operate as a full-fledged university.

With this historic declaration, Sulu State College extends its deepest and utmost gratitude to all the champions, leaders, and partners who made the transformation into Sulu State University possible.
This remarkable milestone reflects the power of unity, strong leadership, and a shared commitment to uplifting higher education in the Province of Sulu.

We sincerely thank Hon. Samier Tan, Representative of the First District of Sulu, for authoring House Bill No. 9334 in the 19th Congress, which became the primary vehicle for our long-envisioned universityhood.

We also recognize Hon. Shernee Tan-Tambut, whose steadfast advocacy in previous congresses laid the strong foundation that carried this vision forward.

Our profound appreciation also goes to Office of Senator Alan Peter “Compañero” Cayetano for his leadership in the Senate and for sponsoring the measure that led to its unanimous approval.

We extend our deepest gratitude to the Commission on Higher Education, led by Dr. Shirley C. Agrupis, together with CHED Regional Office IX, for their guidance, thorough evaluation, and invaluable support throughout the universityhood process.

We also thank our valued stakeholders and partner institutions whose continued support strengthened our journey.

Our heartfelt appreciation goes to the Sulu Provincial Government of Sulu, under the leadership of Governor Abdusakur Toto Tan II and Vice Governor Abdusakur Tan, for their unwavering support in advancing education and development in our province.

We are especially grateful for the visionary leadership of Prof. Charisma Samparani Ututalum,CESE, whose leadership and commitment ensured that Sulu State College met and surpassed the standards required for university status.

Finally, we thank the Stalwarts Community, our steadfast backbone throughout this journey, whose collective support, pride, and belief in this institution made this achievement possible.

From Sulu State College to Sulu State University, this is more than a transition. It is a shared triumph, a legacy of perseverance, and a promise of greater opportunities for generations to come.
