We, the undersigned members of the executive council of UPV Elektrons, alongside our advisers, formally clarify our position regarding the Impeachment Complaint Against Governor Negapatan and his subsequent suspension by the UPV CAS Student Council.
We would like to convey, first and foremost, that the aforementioned complaint was initiated through a collective decision undertaken by members of the Executive Council and the organizationโs advisers, particularly through the initiative and participation of the Finance Vice Governors, in the exercise of our constitutional duty to uphold accountability, transparency, and the integrity of the organizationโs operations and finances.
The complaint and subsequent findings stemmed from concerns raised internally regarding financial accountability and instances of misconduct observed during the course of the administration. These concerns were then internally documented, consolidated, and subsequently elevated to the CAS Student Council in accordance with the governing frameworks of the UPV Elektronsโ Constitution, as well as the Constitution of the UPV CAS Student Council.
We wish to assure our constituents and the wider public that these actions were undertaken with the utmost care and due diligence necessary for a measure with the gravity of that of an impeachment complaint. This decision was not taken lightly, and was made in good faith, taking cognizance of our responsibility to protect the welfare, trust, and institutional integrity of UPV Elektrons.
As officers, we are entrusted with safeguarding the organization and the members whom we serve, we believe that these accountability mechanisms exist not to create instability, but to preserve the confidence of the student body and ensure that our leadership remains answerable to the community we serve.
Amid the temporary suspension of Governor Negapatan, the organization likewise assures its constituents that internal restructuring and transitional measures are currently being undertaken to ensure continuity of operations, organizational stability, and continued service to the membership during this period.
In these times, we also call on all members of UPV Elektrons, as well as the general public, to allow due process to take its course with the fairness, maturity, and respect for all parties involved, that a matter of this nature so requires. We discourage any harassment, misinformation, and personal attacks, and instead encourage our community to remain guided by truth and the principles of responsible student leadership.
Above all, we maintain that, as proceedings continue, our foremost focus and responsibility is the protection of UPV Elektrons, the preservation of its integrity, and the welfare of the constituents whom we are sworn to serve and to whom we are ultimately accountable.

As March comes to an end, we, the UPV Elektrons, honor National Womenโs Monthโa celebration that, for decades, has recognized womenโs achievements, labor rights, gender equality, and empowerment, while also reminding us of the injustices and challenges women continue to face. Though the month concludes today, the fight for equality and justice is far from over.
Women globally face inequalities in workspaces, education, reproductive rights, healthcare, and political representation, perpetuated by a discriminatory system historically reared to perceive women as less capable, and a patriarchal society that normalizes prejudice against women.
These realities are intensified in the Philippines with the current state of the government and society. There have been multiple occurrences where influential people in power have made crude and disrespectful comments. These sexist and misogynistic remarks, coming from public servants whose words carry deep weight, normalize and condone sexualization, objectification, and harassment against women. Taking into account that these people are in public office, these comments are not only words but steps backwards from a safe, empowering, and inclusive system that women are continuously advocating for.
Great efforts have been exerted towards legal reforms, women's empowerment, anti-violence against women, grassroots activism, and gender equality. It is important to note that what women fight for and have achieved in this endeavor is not only monumental for themselves, but is also vital in honing a place where women of future generations are given equal opportunities and are not seen as objects who exist for the pleasure of men.
As Elektrons, we stand against any form of gender-based violence and discrimination. UPV Elektrons is an organization composed of science and technologyโfields in which women are a significant part of. Acknowledging their contributions, achievements, and efforts towards an innovative and data-powered society is an advancement towards women's empowerment. In a world where women were once not able to pursue education and academic endeavors, it is essential to recognize the importance of championing an equitable, inclusive, and empowering society, where women do not have to suffer from misogyny and prejudice in their efforts towards leading and shaping society.
As we close this month of celebrating women, we call on the Filipino people to cease any form of gender-based violence, advocate for womenโs rights, and demand accountability from people in power who contribute to structural barriers limiting women from living freely in a society that they donโt have to prove their place in.
Let us be reminded that honoring and respecting the struggles and achievements of Filipino women is not limited to National Womenโs Monthโit is a commitment we must uphold every day.

The UPV Elektrons formally announces the withdrawal of our candidates from the Busalian Kang CAS (BKCAS) 2026. This is a final, collective stance that our candidates have decided upon and that our organization fully supports. We release this statement not as an admission of defeat, but as a necessary act of resistance against a culture of over-extension. We stand firm in valuing our participantsโ welfare and organizational integrity over compliance.
The organization wants to clarify that this withdrawal is not a reflection of a lack of capability or failure on the part of our candidates. We appreciate and respect the immense labor, heart, and intellect they poured into this journey. Both candidates accepted to represent the academic organization with a clear, radical vision: to utilize the platform of the protest pageant to amplify the urgent calls of the Womenโs and LGBTQIA+ sectors.
However, the reality of their preparation was a stark contrast to their advocacies. Our candidates were made to go beyond their roles, even becoming their own logistics coordinators, creative directors, and principal researchers, all tasks that were supposed to have been carried by a strong support system. We publicly recognize their efforts, and we offer our deepest apologies that our candidates were made to carry the burden of an entire organization while being expected to deliver perfection on stage.

We encountered a crisis of unresponsiveness from various committees, leaving our candidates isolated.

This is a direct failure of the organization to provide material conditions to its representatives.
๐ฏ) ๐๐ฎ๐ฐ๐ธ ๐ผ๐ณ ๐๐น๐ฒ๐ฎ๐ฟ ๐๐ถ๐ฟ๐ฒ๐ฐ๐๐ถ๐ผ๐ป: The lack of responsiveness from key committees created a leadership vacuum that the handful of dedicated committees (especially the Culture & Arts Committee)โwho were already juggling multiple responsibilities between the major eventsโhad to take up more tasks than needed.
Despite our candidatesโ willingness to go beyond the scope of their responsibilities, we failed to give them the strong and consistent support and guidance that they deserved. As a leadership body, we acknowledge with full responsibility that we fell short in matching the level of commitment, dedication, and passion of our candidates due to our lapses in coordination and ex*****on.
In this process, we also recognize that there were genuine efforts from the committees within the organization to support our candidates. The Culture and Arts Committee who worked beyond just developing the teamโs creative direction, while the Education and Research (EDRES) Committee facilitated educational discussions to ground our candidatesโ advocacies. These initiatives reflect the commitment of individual members and committees who stepped up despite structural limitations.

In this context, we view this moment not only as a recognition of internal challenges, but also as an opportunity to reflect on broader systemic concerns affecting student leadership. The overlap of Pahampang, CAS Week, and BKCAS with an already demanding academic workload created significant strain, highlighting the need for more balanced and sustainable scheduling practices. While we appreciate the CASSCโs effort to alleviate the situation through a minor schedule adjustment, this experience underscores the importance of clearer coordination, well-defined guidelines, and proactive planning. Moving forward, strengthening these aspects can help ensure that future initiatives are both meaningful and supportive of studentsโ overall well-being, placing their welfare at the forefront of all activities.

We will continue this struggle through grassroots organizing, educational discussions, and true community-building. UPV Elektrons will still be participating in the Busalian Kang CAS 2026. While we are no longer participating as candidates, we have been granted a dedicated segment for a cultural performance and speech. This platform ensures that we can remain steadfast in our commitment to advocating for the Women and LGBTQIA+ sectors.
