​From starting out as a young voice fighting for student representation to holding space in provincial governance, indeed he is living proof that your 𝐚𝐠𝐞 𝐧𝐞𝐯𝐞𝐫 𝐥𝐢𝐦𝐢𝐭𝐬 𝐭𝐡𝐞 𝐫𝐞𝐚𝐜𝐡 𝐨𝐟 𝐲𝐨𝐮𝐫 𝐥𝐞𝐚𝐝𝐞𝐫𝐬𝐡𝐢𝐩.

​As we open the doors to 𝗟𝗲𝗮𝗱𝗲𝗿𝘀’ 𝗖𝗼𝗻𝗴𝗿𝗲𝘀𝘀 𝟮𝟬𝟮𝟲, we are deeply honored to feature a mentor who truly understands the heartbeat of the youth: 𝐇𝐨𝐧. 𝐉𝐨 𝐉𝐚𝐧 𝐏𝐚𝐮𝐥 "𝐉𝐏" 𝐉. 𝐏𝐞ñ𝐨𝐥!

​Long before shaping policy across the province, he was right where we stand today—carrying heavy books, balancing dreams with duties, and holding the quiet courage to step forward. His journey began in the familiar halls of student governance, advocating for youth rights and civic participation at the grassroots level.

​For him, 𝒃𝒆𝒚𝒐𝒏𝒅 𝒕𝒉𝒆 𝒉𝒆𝒂𝒗𝒚 𝒃𝒐𝒐𝒌𝒔 𝒉𝒆 𝒄𝒂𝒓𝒓𝒊𝒆𝒔, 𝒉𝒆 𝒌𝒏𝒐𝒘𝒔 𝒕𝒉𝒂𝒕 𝒍𝒆𝒂𝒓𝒏𝒊𝒏𝒈 𝒎𝒖𝒔𝒕 𝒏𝒐𝒕 𝒃𝒆 𝒄𝒂𝒈𝒆𝒅 𝒃𝒚 𝒆𝒅𝒖𝒄𝒂𝒕𝒊𝒐𝒏. He understood early on that real wisdom isn't just kept in classrooms but it is proven through character and action. True leadership requires the courage to stand firm in what you believe, as he is guided by a simple truth:

​Carrying his spark to the national stage, he served as a 𝘊𝘰𝘮𝘮𝘪𝘴𝘴𝘪𝘰𝘯𝘦𝘳 𝘧𝘰𝘳 𝘝𝘪𝘴𝘢𝘺𝘢𝘴 at the 𝗡𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗬𝗼𝘂𝘁𝗵 𝗖𝗼𝗺𝗺𝗶𝘀𝘀𝗶𝗼𝗻 (𝗡𝗬𝗖). In this role, he represented millions of young Filipinos and championed policies that placed youth empowerment at the center of national development. Rooted in his hometown, he brought that same energy to local governance as an incumbent 𝗠𝘂𝗻𝗶𝗰𝗶𝗽𝗮𝗹 𝗖𝗼𝘂𝗻𝗰𝗶𝗹𝗼𝗿 𝗼𝗳 𝗣𝗮𝘃𝗶𝗮, 𝗜𝗹𝗼𝗶𝗹𝗼, chairing key legislative committees on Appropriations and Education to directly support schools, students, and community growth.

​Today, his dedicated path from youth advocate to local statesman culminates in provincial leadership as the 𝗣𝗿𝗲𝘀𝗶𝗱𝗲𝗻𝘁 of the 𝗣𝗵𝗶𝗹𝗶𝗽𝗽𝗶𝗻𝗲 𝗖𝗼𝘂𝗻𝗰𝗶𝗹𝗼𝗿𝘀 𝗟𝗲𝗮𝗴𝘂𝗲 (𝗣𝗖𝗟) – 𝗜𝗹𝗼𝗶𝗹𝗼 𝗖𝗵𝗮𝗽𝘁𝗲𝗿 and an 𝗘𝘅-𝗢𝗳𝗳𝗶𝗰𝗶𝗼 𝗕𝗼𝗮𝗿𝗱 𝗠𝗲𝗺𝗯𝗲𝗿 𝗼𝗳 𝘁𝗵𝗲 𝟭𝟱𝘁𝗵 𝗦𝗮𝗻𝗴𝗴𝘂𝗻𝗶𝗮𝗻𝗴 𝗣𝗮𝗻𝗹𝗮𝗹𝗮𝘄𝗶𝗴𝗮𝗻 𝗼𝗳 𝗜𝗹𝗼𝗶𝗹𝗼, steering legislative leaders across the region toward transparent and responsive public service.

​His story is far more than a list of titles; it is a living masterclass in what it means to lead with heart. That is the very essence of this year’s Leaders’ Congress. Learning from his path gives us a mirror to see our own potential, showing us how to bridge passion with purpose, turn small steps into lasting impact, and lead with a spirit that lifts everyone around us.
