In the Philippines, literacy is often measured by the ability to read and write simple sentences. In fact, government data shows that over 90% of Filipinos aged 5 and above are considered basically literate. However, literacy goes deeper than decoding words.
According to the Philippine Statistics Authority (2024), only 70.8% of Filipinos aged 10–64 are functionally literate — meaning nearly 3 out of 10 Filipinos struggle to fully understand and apply written information in daily life.
Early education reveals an even more urgent reality: reports show that only a small percentage of learners in Grades 1–3 read at grade level, leaving the majority at risk of falling behind before they even reach higher education.
