As of 8:00 AM today, 07 August 2025, the Low Pressure Area (LPA 08a) being monitored inside the Philippine Area of Responsibility (PAR) has a "MEDIUM" chance of developing into a tropical depression within the next 24 hours.
Meanwhile, the Low Pressure Area (LPA 08b) being monitored outside the Philippine Area of Responsibility (PAR) has now a "HIGH" chance of developing into a tropical depression within the next 24 hours.

READ | Remulla: No Reward System, Drug Recycling Under Marcos Admin

Department of the Interior and Local Government (DILG) Secretary Jonvic Remulla said the administration of Ferdinand R. Marcos, Jr. has successfully abolished the reward system that once encouraged corruption and illegal drug recycling among law enforcement officers.

During the post-SONA discussions on Tuesday, Remulla pointed out that, in the past, a reward system incentivized drug enforcers to aggressively pursue anti-drug operations—sometimes to the extent of killing drug suspects and planting evidence to claim cash rewards. He also mentioned the so-called "ninja cops," who would keep up to 90% of confiscated drugs, turn over only 10% to authorities, and recycle the rest for resale on the streets.

He said this system was dismantled by the President, who ordered a halt to “bodega” operations to prevent hoarding of illegal drugs and the implementation of no-reward policy. "Ngayon po may sistema na within so many days may destruction kaagad, wala na pong recycling ng drugs ngayon sa Pilipinas. Hindi na tayo nagbobodega, diretso sunog na,” he said.

According to Remulla, the current destruction process of seized drugs is also very thorough and scientific, ensuring that there are no remaining narcotics components and preventing any possibility of recycling. “Under 700 degrees of heat for 12 hours, ginigiling po talaga yung drugs na ‘yan, tapos it takes another 12 hours to cool down, tapos titingnan yung abo, ite-test yun sa laboratoryo, kung may drug component pa rin siya.”

Through this reform, the DILG Chief said methamphetamine prices went up by 35%, signaling a significant curtailment of supply and a successful shift from consumption-based to supply-side anti-drug strategies.

Furthermore, he said the administration’s drug war operates without resorting to killings. “The drug war is working without killing anyone.

Severe Winds

The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.

• Moderate to significant impacts from storm-force winds are possible within any of the localities where Wind Signal No. 3 is hoisted.
• Minor to moderate impacts from gale-force winds are possible within any of the localities where Wind Signal No. 2 is hoisted.
• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.

The enhanced Southwest Monsoon will bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):

HAZARDS AFFECTING COASTAL WATERS

A Gale Warning is in effect over the seaboards of Northern Luzon and the western seaboards of Central and Southern Luzon. Refer to Gale Warning No. 5 issued at 5:00 AM today.

Forecast wave heights are not related to storm surge heights.

Up to high seas over the following coastal waters:
• Up to 9.0 m: The western seaboards of Ilocos Sur, La Union, and Pangasinan
• Up to 8.0 m: The western seaboard of Zambales; the remaining seaboard of Pangasinan.
• Up to 6.0 m: The western seaboard of Bataan.
• Up to 4.5 m: The western seaboards of Batangas, Lubang Islands, and Occidental Mindoro; the eastern seaboards of mainland Cagayan and Isabela
• Sea travel is risky all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside.

Up to rough seas over the following coastal waters:
• Up to 3.5 m: The western seaboards of Palawan including Calamian Islands; the northeastern seaboard of Aurora; the eastern seaboards of Babuyan Islands

• Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.

• Up to 2.5 m: The remaining seaboards of mainland Cagayan, Aurora, Calamian Islands, and Cavite; the seaboards of Pampanga, Bulacan, Metro Manila, and Surigao del Sur; the western seaboard of Antique; the eastern seaboards of Catanduanes and Davao Oriental
• Up to 2.0 m: The seaboards of Aklan and Northern Samar; the remaining seaboards of Bicol Region, Batangas, Quezon, Occidental Mindoro, Oriental Mindoro, Palawan, and Romblon; the southwestern seaboard of Negros Occidental and Iloilo; the western seaboard of Guimaras.
• Mariners of motorbancas and similarly-sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.

TRACK AND INTENSITY OUTLOOK
• EMONG has made landfall in the vicinity of Candon City,Ilocos Sur at 5:10 AM today. Based on the forecast track, it will cross the mountainous terrain of Northern Luzon and emerge over the Babuyan Channel before noon. EMONG will then move northeastward and pass close or over Babuyan Islands between this noon and afternoon. It may also pass near Batanes between this afternoon or evening and will continue moving north northeastward until it exits the Philippine Area of Responsibility (PAR) tomorrow (26 July) morning or noon.
• Due to the interaction with terrain, EMONG is forecast to weaken into a tropical storm today and will continue to weaken throughout the forecast period.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.

“Nakikiusap din kami sa publiko, mga magulang, mga estudyante. Huwag natin masyadong i-pressure ang ating local government, chief executives na konting ulan mag-suspend na tayo dahil pag sinumatotal natin ang nawawalang araw, malaki ang dagok o tama sa ating mga estudyante, ‘yung tinatawag na learning loss”

Nanawagan si Education Secretary Juan Edgardo “Sonny” Angara sa mga lokal na pamahalaan na huwag basta-basta magsuspinde ng klase kapag may kaunting ulan. Aniya, may masamang epekto sa pagkatuto ng mga estudyante ang madalas na class suspension.

Dagdag pa ni Angara, inaatasan na ngayon ng Department of Education (DepEd) ang mga paaralan na magsagawa ng make-up classes upang matiyak na makukumpleto pa rin ng mga estudyante ang kinakailangang bilang ng oras sa pag-aaral.
