Guimaras State University and Quirino State University Formalize Partnership through Online MOU Signing

Guimaras State University (GSU) and Quirino State University (QSU) formally strengthened their institutional partnership through the Ceremonial Signing of Memorandum of Understanding (MOU) held on September 22, 2026.

The ceremony marked an important step in formalizing collaboration between the two universities and advancing shared initiatives in internationalization, instruction, research, extension, faculty and student engagement, knowledge exchange, and other areas of mutual interest. The partnership seeks to create meaningful opportunities for academic cooperation and institutional development that will benefit both universities and their respective academic communities.

Representing GSU in the ceremony were Dr. Erly M. Martir, VPAA, OIC Office of the University President, and Dr. Helen R. Vilbar, Director of International Affairs Office, who participated in the formal ceremonial signing of the agreement, together with Dr. Romiro G. Bautista, OIC President of Quirino State University. Their participation in the ceremony contributed to the formalization of the institutional partnership and reflected GSU’s continuing commitment to expanding institutional linkages and fostering collaborative opportunities that support its internationalization agenda.

Through this partnership, GSU and QSU look forward to developing productive collaborations and initiatives that promote academic exchange, strengthen institutional linkages, and contribute to the advancement of students, faculty, and communities.

On August 26, 2026, the Guimaras State University (GSU) International Affairs Office successfully staged the ASEAN Arts, Culture, and Talent Showcase as part of the University’s monthlong celebration of ASEAN Month.

The event brought the vibrant cultures and artistic traditions of Southeast Asia to the GSU community through a dynamic presentation of music, dance, and cultural performances inspired by the diverse heritage of ASEAN member states.

The showcase provided GSU students with a meaningful platform to express their talents while deepening their appreciation of the region’s rich cultural diversity. Through every performance, the activity highlighted the power of the arts in fostering cultural understanding, regional identity, and people-to-people connections.

More than a celebration of talent, the event reflected GSU’s continuing commitment to promoting internationalization, intercultural learning, and ASEAN awareness within the University community.

The International Affairs Office (IA Office) of Guimaras State University (GSU) actively participated in the Opening Ceremony of the ASEAN Month Celebration held on August 24, 2026, at the University Gym, Salvador Campus, with the theme “Navigating Our Future, Together.”

The activity highlighted the significance of ASEAN identity, regional cooperation, cultural understanding, and international friendship in promoting a more inclusive, connected, and forward-looking Southeast Asia.

University President Dr. Lilian Diana B. Parreño delivered a message emphasizing the importance of international engagement and intercultural understanding in strengthening the University’s global outlook. Dr. Helen R. Vilbar, Director of the International Affairs Office, likewise emphasized the importance of regional consciousness, intercultural literacy, and people-to-people diplomacy in fostering meaningful connections and strengthening cooperation among ASEAN communities.

The celebration also featured cultural presentations and activities that showcased the diversity and shared heritage of ASEAN. Faculty and staff participated in the ASEAN-inspired national attire, while the Taga ISLA Dance Group presented a cultural dance highlighting Philippine heritage. Delegates from Universiti Teknologi PETRONAS (UTP), Malaysia, further enriched the program through a cultural song presentation, reflecting the value of international academic and cultural exchange.

The program concluded with the recognition of the winners of the Best in ASEAN Attire, celebrating the participants’ appreciation and representation of ASEAN cultures.

The International Affairs Office remains committed to supporting initiatives that promote internationalization, intercultural understanding, regional engagement, and stronger partnerships within the ASEAN community.

CALL FOR APPLICATIONS | ASEAN–India Fellowship for Higher Education in Agriculture and Allied Sciences (A.Y. 2026–2027)

The Commission on Higher Education (CHED) invites qualified ASEAN nationals to apply for the ASEAN–India Fellowship for Higher Education in Agriculture and Allied Sciences for Academic Year 2026–2027, offered by the Indian Council of Agricultural Research (ICAR) in coordination with the Department of Foreign Affairs (DFA).

The fellowship provides an opportunity for fresh graduates and in-service candidates to pursue a two-year Master's Degree at select Indian Agricultural Universities.
