The Local Government Unit of General Tinio, Nueva Ecija, was among the 13 partner institutions that formally signed a Memorandum of Agreement with Nueva Ecija University of Science and Technology during the Mass MOA Signing held on July 22, 2026, at Nieto Hall, NEUST Sumacab Campus, Cabanatuan City, Philippines.

Representing the municipality, Hon. Sherry Ann D. Bolisay, Municipal Mayor of General Tinio, personally signed the agreement with NEUST through its Papaya Off-Campus Program. She was assisted by the NEUST Papaya Off-Campus Research, Innovation, Extension, and Training Team during the ceremonial signing.

The agreement reaffirms the strong partnership between LGU General Tinio and NEUST and reflects Mayor Bolisayโ€™s unwavering support for the campus and its continuing endeavors in education, research, innovation, extension, training, and community development.

The NEUST Papaya Off-Campus RIET Unit extends its profound gratitude to Mayor Bolisay for her consistent presence, encouragement, and commitment to initiatives that benefit students, faculty members, stakeholders, and the wider community. Her steadfast support remains instrumental in advancing responsive and sustainable programs for the people of General Tinio.

๐‚๐จ๐ง๐œ๐ž๐ฉ๐œ๐ข๐จ๐ง, ๐†๐ž๐ง๐ž๐ซ๐š๐ฅ ๐“๐ข๐ง๐ข๐จ - Students from the College of Information and Communications Technology (CICT) of NEUST Papaya Off-Campus, in collaboration with the Research, Extension, and Training (RET) Unit, presented a prototype digital system to Barangay Concepcion, General Tinio as part of the universityโ€™s extension initiatives.

The initial meeting was attended by Barangay Chairman Eugenio T. Pajarillaga Sr., barangay councilors, the Barangay Secretary, Treasurer, and SK Chairman, together with the NEUST Papaya RET Team.

The prototype, demonstrated by Mr. Homer A. Vitriolo, a CICT student, is designed to digitalize the processing of barangay-issued certificates such as clearances, residency, and indigency certifications. The system aims to enhance efficiency, reduce manual errors, and provide faster, more transparent service to the community.

Chairman Pajarillaga welcomed the collaboration, highlighting the value of NEUSTโ€™s extension services in strengthening grassroots governance through technology-driven solutions.

Barangay Captain Resty Salonga expressed his support for the collaboration, emphasizing that the project will help modernize their services and provide better public service to constituents. The Nueva Ecija University of Science and Technology (NEUST) marked another milestone in its commitment to community development with the successful signing of Memoranda of Agreement (MOA) and Memoranda of Understanding (MOU) for Extension Activities on September 11, 2025.

The event was attended by representatives from various Local Government Units (LGUs), government agencies, and private sector partners, signifying a strong collaborative effort to advance the universityโ€™s extension agenda and community engagement initiatives.

One of the highlights of the event was the signing of the MOA with the Retirees Primary Multi-Purpose Cooperative (RPMPC), represented by Mrs. Luz P. Zuniga, in behalf of the cooperative. The partnership was further strengthened with the assistance of the Papaya Campus Research, Extension, and Training (RET) Team, reflecting the cooperativeโ€™s active role in supporting local capacity-building and sustainable livelihood programs.

In her message, University President Dr. Rhodora R. Jugo expressed her full commitment to these partnerships, emphasizing that such collaborations will further solidify NEUSTโ€™s role as a university โ€œin service of the people.โ€ She likewise recognized the unwavering support of the partner beneficiaries, who affirmed their dedication to work hand-in-hand with the university in implementing sustainable and impactful extension programs.

The Office of the Vice President for Research, Extension, and Training (OVPRET) has reaffirmed its support to NEUST Papaya Off-Campus as it gears up for accreditation, ensuring that both Area V (Research) and Area VI (Extension) are well-prepared and aligned with university standards.

During the visit, Dr. Marilene C. Hipolito, Director of Research, and Dr. Marivic N. Villegas, Director of Extension, evaluated the campusโ€™s accomplishments and extended valuable guidance. Area V, headed by Ms. Andres, received commendation from Dr. Hipolito for its comprehensive documentation, while Area VI, presented by Mr. Jerome Mangulabnan and Ms. Jenina Clarisse A. Bote, was praised for its clear and organized records showcasing responsive and sustainable extension initiatives.

Both areas earned positive feedback with only a few suggestions for enhancement, signaling that Papaya Off-Campus is ready for the upcoming accreditation. This evaluation also emphasized the continued support of the mother university through OVPRET, ensuring that off-campus programs remain committed to excellence in research, extension, and community service.

The Vice President for Academic Affairs (VPAA), Engr. Feliciana P. Jacoba, visited NEUST PAPAYA OFF - CAMPUS to ensure the readiness of the Bachelor of Science in Information Technology (BSIT) and Bachelor of Elementary Education (BEED) programs for their upcoming Level I accreditation.

Joining the VPAA in the visit were Atty. Eric G. Claudio, Southern Off-Campuses Director; Dr. Arnold Dela Cruz, Dean of the College of Information and Communications Technology; Dr. Mary Jane Tomas, Chairperson of the College of Education; Dr. Analyn Gamit, Quality Assurance Director; Professor Angelo Santos; Dr. Joy N. Savellano, Internal Auditor; and Mr. Prince Mert Nicolas.

The event was further graced by the presence of Hon. Sherry Ann D. Bolisay, Municipal Mayor of General Tinio, who expressed her full support for NEUST Papayaโ€™s initiatives and activities. Representing the College Administrator, Dr. Gerarda R. Rivera extended a warm welcome to the visiting officials and partners.

During the assessment, the team carefully reviewed each accreditation area, raised questions for clarification, and listed the necessary documents to be secured from the mother university. The Accreditation Task Force of NEUST Papaya Off-Campus was commended for its proactiveness and dedication, with the evaluators expressing confidence that through the collective efforts of the entire campus community, the Level I accreditation for BSIT and BEED will be successfully attained.
