𝐇𝐈𝐆𝐇𝐋𝐈𝐆𝐇𝐓𝐒 || 𝐔𝐒𝐞𝐏-𝐍𝐒𝐓𝐏 𝐜𝐨𝐧𝐝𝐮𝐜𝐭𝐬 𝐆𝐞𝐧𝐞𝐫𝐚𝐥 𝐎𝐫𝐢𝐞𝐧𝐭𝐚𝐭𝐢𝐨𝐧 & 𝐒𝐞𝐜𝐮𝐫𝐢𝐭𝐲 𝐅𝐨𝐫𝐮𝐦 𝐟𝐨𝐫 𝐁𝐚𝐭𝐜𝐡 𝟐𝟎𝟐𝟔-𝟐𝟎𝟐𝟕

Serving the community with a purpose starts by exercising our civic responsibility.

To better understand their roles and responsibilities as aspiring community leaders, students under the Civic Welfare Training Service (𝐂𝐖𝐓𝐒) and Literacy Training Service (𝐋𝐓𝐒), along with 𝐑𝐎𝐓𝐂 cadets, gathered together for their first face-to-face meeting during the 𝑮𝒆𝒏𝒆𝒓𝒂𝒍 𝑶𝒓𝒊𝒆𝒏𝒕𝒂𝒕𝒊𝒐𝒏 & 𝑺𝒆𝒄𝒖𝒓𝒊𝒕𝒚 𝑭𝒐𝒓𝒖𝒎 on August 22, 2026, held at the University Gym and Cultural Center.

The National Service Training Program (𝐍𝐒𝐓𝐏) course is a mandatory requirement for all college students to comply as it is pursuant to the 𝑹𝒆𝒑𝒖𝒃𝒍𝒊𝒄 𝑨𝒄𝒕 9163 or the 𝑵𝒂𝒕𝒊𝒐𝒏𝒂𝒍 𝑺𝒆𝒓𝒗𝒊𝒄𝒆 𝑻𝒓𝒂𝒊𝒏𝒊𝒏𝒈 𝑷𝒓𝒐𝒈𝒓𝒂𝒎 𝑨𝒄𝒕 𝒐𝒇 2001. However, its objective goes beyond graduating from the course as it encompasses shared commitment to civic responsibility. For CWTS and LTS students, this gives them a chance to realize their leadership potential and become Filipino citizens who will contribute greatly to the country.

Vice President for Academic Affairs Dr. Jeneifer C. Nueva warmly welcomed the learners by sharing with them the importance of NSTP in the context of recent school violence incidents happening around the country. She challenged them to reflect on their own attitudes and work together towards building safe communities.

"𝑨𝒕𝒕𝒊𝒕𝒖𝒅𝒆 𝒊𝒔 𝒂𝒍𝒕𝒊𝒕𝒖𝒅𝒆. 𝑨𝒕𝒕𝒊𝒕𝒖𝒅𝒆 𝒎𝒆𝒏𝒕𝒐𝒓𝒔 𝒘𝒉𝒐 𝒚𝒐𝒖 𝒂𝒓𝒆 𝒊𝒏 𝒕𝒉𝒆 𝒇𝒖𝒕𝒖𝒓𝒆," she said.

The event also formally signaled the beginning of their NSTP journey as NSTP Head Dir. Virnalisi C. Mindaña briefed students about their attendance and all other necessary requirements for completion. Afterwards, the 1105th Community Defense Center (1105CDC) conducted the Security Forum to raise students' awareness about the culture of security and their responsibilities to safeguard the school, the community, and the nation.

𝐇 𝐈 𝐆 𝐇 𝐋 𝐈 𝐆 𝐇 𝐓 𝐒 ¦¦ 𝐒𝐀𝐋𝐈𝐍𝐃𝐔𝐍𝐎𝐍𝐆 2026: USeP-NSTP conducts first joint graduation between CWTS and LTS components

251 graduates from the Civic Welfare Training Service and 246 graduates from Literacy Training Service marched together in celebration of the 26th CWTS Graduation Ceremony and 1st LTS Graduation Ceremony on May 16, 2026 at the University Gym and Cultural Center (UGCC), University of Southeastern Philippines, Davao City.

The event, themed as 𝐒𝐀𝐋𝐈𝐍𝐃𝐔𝐍𝐎𝐍𝐆: 𝐄𝐝𝐮𝐤𝐚𝐬𝐲𝐨𝐧 𝐚𝐭 𝐒𝐞𝐫𝐛𝐢𝐬𝐲𝐨 𝐏𝐚𝐫𝐚 𝐬𝐚 𝐁𝐚𝐲𝐚𝐧, is a culmination of all the hardwork and efforts made by the students as they have officially completed their 𝑵𝒂𝒕𝒊𝒐𝒏𝒂𝒍 𝑺𝒆𝒓𝒗𝒊𝒄𝒆 𝑻𝒓𝒂𝒊𝒏𝒊𝒏𝒈 𝑷𝒓𝒐𝒈𝒓𝒂𝒎 (𝑵𝑺𝑻𝑷) course, a mandatory requirement pursuant to the 𝑹𝒆𝒑𝒖𝒃𝒍𝒊𝒄 𝑨𝒄𝒕 9163 or the 𝑵𝒂𝒕𝒊𝒐𝒏𝒂𝒍 𝑺𝒆𝒓𝒗𝒊𝒄𝒆 𝑻𝒓𝒂𝒊𝒏𝒊𝒏𝒈 𝑷𝒓𝒐𝒈𝒓𝒂𝒎 𝑨𝒄𝒕 𝒐𝒇 2001. Throughout these students' journey in CWTS and LTS, they have demonstrated the 𝒅𝒖𝒏𝒐𝒏𝒈 that they have learned from every class discussion despite the challenges that they have faced, passing it to the citizens of the barangays that they have served with during their respective community immersion activities. With constant improvement and exemplary leadership shown by the batch officers and the guidance of their mentors, the finale became even more impactful and memorable to everyone who were present during the event.

Among those who were also there during the event are Vice President for Academic Affairs Dr. Jeneifer C. Nueva; NSTP Head Dir. Virnalisi C. Mindaña; NSTP Coordinator Mr. Warlot Abobo; CWTS/LTS instructor Mx. Dheby Bon A. Delicano; sign language interpreter and LTS 2 instructor Mr. Jenny L. Abasto; and officials Brgy. Captain Jose L. Gamolo and Kagawad Edgar Pile of Brgy. 17-B. However, none from Brgy. Agdao Proper, Brgy. 12-B, Brgy. 20-B, and Brgy. 21-C were present in the ceremony due to prior commitments.

Certificates and awards were given to this year's batch officers from CWTS and LTS for their outstanding performance in fulfilling their role as leaders during the entire NSTP period. On the other hand, certificates of completion were already given to all students, along with a customized pin dedicated to each LTS student.

Then, in her heartfelt message to the graduates, VPAA Nueva encouraged everyone to carry the values that they have learned from their NSTP journey by continuing to show kindness and compassion towards the community, as public service and leadership do not end after graduation.

"𝑼𝒏𝒕𝒂 [𝑰 𝒉𝒐𝒑𝒆] 𝒕𝒉𝒊𝒔 𝒘𝒊𝒍𝒍 𝒏𝒐𝒕 𝒔𝒕𝒐𝒑 𝒕𝒉𝒆𝒓𝒆 𝒂𝒇𝒕𝒆𝒓 𝒚𝒐𝒖 𝒉𝒂𝒗𝒆 𝒆𝒂𝒓𝒏𝒆𝒅 𝒚𝒐𝒖𝒓 𝒄𝒆𝒓𝒕𝒊𝒇𝒊𝒄𝒂𝒕𝒆𝒔 𝒐𝒇 𝒄𝒐𝒎𝒑𝒍𝒆𝒕𝒊𝒐𝒏 𝒔𝒂 𝑵𝑺𝑻𝑷, 𝒃𝒖𝒕 𝒘𝒊𝒍𝒍 𝒄𝒐𝒏𝒕𝒊𝒏𝒖𝒆 𝒕𝒐 𝒍𝒊𝒗𝒆 𝒘𝒊𝒕𝒉 𝒚𝒐𝒖," Dr. Nueva said.

Afterwards, everyone had their chance to look on their journey as video presentations were shown on screen for the last time, which filled the venue with laughter, emotion, and empowerment for the success of their projects.

Furthermore, sharing from her experience as the pioneering LTS Batch President, Ms. Angel Kim B. Racho defined leadership not as hypocrisy nor dishonesty, but rather as humans trying their best to be strong for others despite having to carry their own weight.

"𝑾𝒆 𝒎𝒂𝒚 𝒉𝒂𝒗𝒆 𝒔𝒆𝒓𝒗𝒆𝒅 𝒅𝒊𝒇𝒇𝒆𝒓𝒆𝒏𝒕 𝒘𝒂𝒚𝒔, 𝒃𝒖𝒕 𝒘𝒆 𝒂𝒓𝒆 𝒖𝒏𝒊𝒕𝒆𝒅 𝒃𝒚 𝒐𝒏𝒆 𝒕𝒉𝒊𝒏𝒈: 𝒕𝒉𝒆 𝒄𝒐𝒖𝒓𝒂𝒈𝒆 𝒕𝒐 𝒔𝒆𝒓𝒗𝒆 𝒃𝒆𝒚𝒐𝒏𝒅 𝒐𝒖𝒓𝒔𝒆𝒍𝒗𝒆𝒔," Ms. Racho said.

To formally and officially mark their membership as part of the 𝑵𝒂𝒕𝒊𝒐𝒏𝒂𝒍 𝑺𝒆𝒓𝒗𝒊𝒄𝒆 𝑹𝒆𝒔𝒆𝒓𝒗𝒆 𝑪𝒐𝒓𝒑𝒔 (𝑵𝑺𝑹𝑪), the graduates took their Pledge of Commitment, which was led by CWTS Batch President Ms. Glyza Jea D. Indiola, while the officers took their oath as the newly appointed NSRC officers.

Following this, everyone stood together as they sang and danced to "Hiraya" by SPC Souls for the batch's community song.

Moreover, NSTP instructor Mx. Dheby Delicano thanked everyone, including the organizers and partners, for the support that they have given and for contributing to the success of this year's NSTP batch. She also reminded everyone to embody the values of volunteerism and patriotism in serving the people.

As the ceremony came to an end, the students, school administrators, and esteemed guests took photos as a remembrance to the fruition of all the hardwork that was finally paid off through this event.
