B-LESSED Concludes with a Prayer

The Executive Course on Barangay Leadership for Strategic and Sustainable Development (B-LESSED) concluded today with sessions on Lasallian Servant Leadership and Recollection.

Dr. Henry L. Bernardo of DLSU-D's Religious Education Department discussed the principles of servant leadership, highlighting how St. John Baptist de La Salle, founder of the Lasallian educational mission, embodied these principles and made them the cornerstone of his vision of leadership rooted in faith, service, and communion.

Jimi Paolo V. Valeza, a Lasallian Brother Postulant, facilitated the recollection session, providing barangay officials with an opportunity to reflect on and share their experiences. Through prayer and reflection, participants were inspired to view leadership not merely as a position of authority but as a vocation of service dedicated to uplifting their communities.

The program concluded with a prayer service, during which participants were invited to offer their intentions for themselves, their families, and the communities entrusted to their care.

The Barangay Upscaling through Innovation, Leadership, and Entrepreneurial Development (BUILD) Program continues this afternoon with a Coaching and Mentoring Session led by our BS Entrepreneurship alumni and faculty mentors, Mr. Joseph Tanael and Mr. Kim Oliver Macasaet.

Our barangay officials are receiving personalized coaching and constructive feedback as they refine their proposed community enterprise initiatives. Through one-on-one mentoring, participants are strengthening their business concepts, improving operational feasibility, and developing sustainable enterprise models that can create lasting economic and social impact in their respective communities.

BALAG Expands: Three Courses Held Simultaneously Across Two Universities

The Barangay Leadership and Governance (BALAG) Program conducted three executive courses simultaneously today across two universities, marking another milestone in its mission to develop ethical, strategic, innovative, and entrepreneurial barangay leaders.

At the Ayuntamiento de Gonzalez Building of De La Salle University-Dasmariñas (DLSU-D), barangay officials participated in the Executive Course on Barangay Leadership for Strategic and Sustainable Development (B-LESSED) and the Executive Course on Barangay Upscaling through Leadership, Innovation, and Entrepreneurial Development (BUILD).

Under B-LESSED, Dr. Momer N. Suringa, Chief Human Resource Specialist of the Civil Service Commission Regional Office IV, facilitated a session on Human Resource Management and Capacity Building, while Assistant Secretary Allan C. Francisco of the Presidential Communications Office discussed Effective Communication and Public Speaking. Under BUILD, Prof. Vea Kristine Vallo-Magsaysay of DLSU-D's Allied Business Department conducted a session on Branding, Digital Marketing, and Community Promotion.

Meanwhile, the College of Economics, Management, and Development Studies, led by its Dean, Dr. Maria Soledad M. Lising, officially launched the Executive Course on Barangay Leadership: Ethics, Accountability, and Development (B-LEAD) at Cavite State University, Indang, Cavite.

The conduct of these executive courses underscores the growing collaboration among academic institutions, government agencies, and volunteer experts in advancing local governance.

HAPPENING NOW | BUILD Program – Week 3

The Allied Business Department (ABD), in collaboration with the School of Governance, Public Service, and Corporate Leadership (SGPSCL), DILG Region IV-A, and the Livelihood Enterprise Development Center, continues its mission of empowering barangay leaders through the BUILD Program.

During Module 3: Branding, Digital Marketing, and Community Promotion, participants explored strategies for building a strong barangay identity, leveraging digital platforms for effective communication and engagement, and promoting community initiatives that foster local enterprise and development. The session equipped barangay officials with practical tools to enhance their branding efforts, maximize digital outreach, and strengthen community participation in support of sustainable and inclusive growth.

As the BUILD journey continues, participants are developing the competencies needed to become innovative, adaptive, and forward-thinking leaders, empowering their barangays to thrive in an increasingly connected and dynamic environment.

BUILDing Communities as a Precondition for Genuine Local Autonomy

The Philippine Constitution provides that the barangay enjoys local autonomy. To exercise local autonomy means that the barangay cannot be dictated by the national, regional, provincial, city, or municipal government on how it should govern within its own sphere of jurisdiction, subject only to national laws and local ordinances.

However, one may ask whether local autonomy truly means anything without economic empowerment. Without economic empowerment—which reflects the present condition of many barangays that remain heavily dependent on the National Tax Allotment—how can barangays genuinely determine their own affairs and exercise meaningful self-governance? In many ways, economic empowerment is a necessary condition for local autonomy to be genuinely exercised.

This is the idea behind the Barangay Upscaling through Innovation, Leadership, and Entrepreneurial Development (BUILD) Program. BUILD recognizes the barangay not merely as the primary implementing unit of government, but also as a potential engine of economic development that serves as the foundation for social, cultural, and political empowerment. The program primarily aims to capacitate barangay officials in business and entrepreneurial development so that they can effectively address the needs and challenges of their communities.

More importantly, BUILD does not simply end with the training and graduation of participants. Beyond capacity-building, the program extends support to barangays in the conceptualization, development, and design of their chosen enterprises, ensuring that learning is translated into sustainable and practical outcomes.

The School of Governance deeply appreciates this initiative of the De La Salle University–Dasmariñas Allied Business Department, in collaboration with the Livelihood and Enterprise Development Center and the Department of the Interior and Local Government Region IV-A, in advancing innovative and sustainable pathways toward barangay development and economic empowerment.

BUILD Program runs every Saturday from June 20 to July 18, 2026 at Ayuntameinto de Gonzalez, De La Salle University-Dasmariñas.
