A collaborative initiative between De La Salle University–Dasmariñas and the Department of the Interior and Local Government Region IV-A, B-LESSED (Executive Course on Barangay Leadership for Strategic and Sustainable Development) marks the inaugural offering under the La Salle Balangay initiative.

Anchored on the vision of grassroots transformation and nation-building, this executive course empowers barangay leaders and Sangguniang Kabataang Chairpersons to lead strategically, govern sustainably, and serve their communities with excellence and purpose.

To be admitted into the course, applicants must:
• Be an incumbent elected barangay official or Sangguniang Kabataan member within Region IV-A where the program is being implemented;
• Be endorsed by the City/Municipal Local Government Operations Officer (C/MLGOO);
• Be available to attend onsite classes; and
• Demonstrate commitment to completing the program.

The official offering of the program will commence every Saturday from June 13 to July 11, 2026. Stay tuned for the official call for participation from DILG Region IV-A and the list of qualified participants.

The School of Governance, Public Service, and Corporate Leadership (SGPSCL) recently launched the La Salle Barangay Leadership and Governance Academy (LS BALANGAY) at De La Salle University-Dasmariñas.

With the theme "Paglalakbay Tungo sa Pinalakas na Barangay,” the launch of the first of its kind program underscores the university's commitment to fostering sustainable community development by equipping local leaders with the necessary tools for effective governance.

In his message, Br. Iñigo Riola FSC cited the program’s goal to bridge academic knowledge with the realities of public service on the ground.

“As we formally launch this initiative today, may LS BALANGAY continue to strengthen the mission of DLSU-D as a university that not only educates minds, but also transforms lives and communities,” he said.

Among those who welcomed key partners to the university with SGPSCL Director Dr. Rommel Mazo and project proponent Latrell Andre C. Manguera.

Atty. Maria Liavel C. Badillo-Crisostomo, Assistant Secretary for Communications and External Affairs of the DILG served as the keynote speaker while messages of support were given by DLSU-D Provost Dr. Christian George C. Francisco, DILG IV-A Regional Director Engr. Ariel O. Iglesia, Local Government Academy Executive Director Thelma T. Vecina, City Mayor of Dasmariñas Jenny Barzaga, General Trias Mayor Luis A. Ferrer IV.

Dasmariñas City Vice Mayor Elpidio A. Barzaga III also led the participants in sigining the pledge of commitment.

LS BALANGAY rises as a response grounded in service and nation-building. More than an initiative, it is a movement dedicated to empowering grassroots leaders through formation, collaboration, and sustainable development. By bringing together learning, leadership, and community engagement, it creates pathways for stronger governance and more connected communities.

At its heart, LS BALANGAY believes that transformation begins where leadership is closest to the people. When communities are equipped, united, and guided with purpose, they become capable of creating lasting impact — not only for today, but for generations to come.

The Cavite State University (CavSU), through its College of Economics, Management, and Development Studies (CEMDS), is joining De La Salle University-Dasmariñas (DLSU-D) in the implementation of the Barangay Leadership and Governance (BALAG) Program.

With the signing of the Memorandum of Agreement among DLSU-D, CavSU, and Department of the Interior and Local Government-Cavite (DILG Cavite), executive courses under the BALAG Program may now be offered at the CavSU Main Campus. This is a welcome development for barangay officials in Cavite, especially those in nearby areas.

We extend our heartfelt appreciation to CavSU for partnering with us in advancing grassroots leadership and governance.

CavSU is the first university to partner with DLSU-D for the BALAG Program. La Salle Balangay, DLSU-D's academy dedicated to the advancement of barangay leadership and governance, welcomes collaborations and partnerships.

Last Saturday, May 9, the La Salle Barangay Leadership and Governance Academy (LS BALANGAY) was formally launched at the Ayuntamiento de Gonzalez, De La Salle University-Dasmariñas. The launch marks a significant milestone in advancing grassroots governance through Lasallian leadership, transformative public service, and sustainable community development.

LS BALANGAY is a university-based academy under the School of Governance, Public Service, and Corporate Leadership dedicated to forming barangay leaders, strengthening local governance, and empowering communities through accessible and transformative free certificate courses. More than an initiative, it is a commitment — a response to the growing need for ethical, competent, and people-centered leadership at the grassroots level.

Anchored on the strategic framework known as BALAG or the Barangay Leadership and Governance Program, the academy provides structured certification pathways designed to equip barangay leaders with practical competencies in governance, environmental resilience, peacebuilding, justice systems, cultural preservation, and community transformation. Through these programs, LS BALANGAY seeks to create leadership that is not only informed, but transformative, responsive, and deeply rooted in service.

Inspired by the ancient Filipino balangay — the vessel that carried communities across seas toward shared destinations — LS BALANGAY embodies the spirit of unity, collaboration, and collective responsibility. Just as every journey of the balangay depended on both leadership and cooperation, the academy envisions governance not as a solitary task, but as a shared mission toward national transformation.

The launching gathered distinguished leaders and partners from the Department of the Interior and Local Government (DILG), the Local Government Academy, the City Government of Dasmariñas, and the University administration, affirming a shared commitment toward responsive and transformative governance.

The event was graced by Atty. Maria Liavel C. Badillo-Crisostomo, Assistant Secretary for Communications and External Affairs of the DILG; Ms. Charmaine R. Lopez, Local Government Operations Officer VI of DILG Cavite; Ms. Esmeralda Daphne N. Purnell, Assistant Director of the Local Government Academy; Hon. Elpidio A. Barzaga III, Vice Mayor of the City of Dasmariñas; Br. Inigo Riola, FSC, University President; Dr. Christian George Francisco, University Provost; and Dr. Rommel Mazo, Director of the School of Governance, Public Service, and Corporate Leadership.

Beginning in Cavite, then in Laguna, and envisioned to expand throughout Region IV-A and across the country, LS BALANGAY carries the mission of forming servant leaders and building resilient communities — one barangay at a time.
