Ayon kay Redelyn Rodrigo, isang residente mula sa Bulacan, may mga pagkakataon na tumataas hanggang P1,000 ang sinisingil sa kanila ng private water service provider na PrimeWater na pinamumunuan ng mga Villar.

Bagamat minsan ay tumataas ang singil sa kanila ng naturang provider, madalas umanong walang tubig sa kanilang lugar.

Batay sa ulat noong Abril 14, pumasok ang PrimeWater sa isang joint venture sa local water district ng San Jose Del Monte noong 2018, sa ilalim ng administrasyon ni dating Pangulong Rodrigo Duterte, noong si Sen. Mark Villar pa ang kalihim ng Department of Public Works and Highways (DPWH).

Pumirma ang PrimeWater ng halos isang daang joint venture agreements sa mga water districts sa buong bansa, kabilang na ang San Jose Del Monte at ibang mga venture sa Bulacan ang Marilao, Malolos, Meycauayan, San Ildefonso, at San Rafael.
