The POLICE REGIONAL OFFICE (PRO) 11 stands united in expressing our support and solidarity in the leadership of PGEN NICOLAS D TORRE III as the Chief, Philippine National Police in exercising his power and authority under the law.

Section 26 of RA 6975 is instructive. It states that the command and direction of the PNP shall be vested in the Chief of the PNP who shall have the power to direct and control tactical as well as strategic movements, deployment, placement, utilization of the PNP or any of its units and personnel, including its equipment, facilities and other resources.

PRO11 firmly believes in his capacity to lead the PNP as he has already introduced institutional reforms and policies for the betterment of the PNP as an organization and its members as well. The launching of the 5-Minute Response Policy is just one of them which raises the bar of police response.

We are committed to carry out our mandate to serve and to protect the community in accordance with the rule of law.

CNP MARBIL, NIRELIEVE SA PWESTO ANG EPD DIRECTOR AT BUONG PERSONNEL NG DSOU DAHIL SA ALLEGED EXTORTION

Inutusan ni Philippine National Police (PNP) Chief, Police General Rommel Francisco D. Marbil, ang agarang pag-relieve sa Eastern Police District (EPD) Director at buong District Special Operations Unit (DSOU) dahil sa mga mabigat na alegasyon ng extortion at grave misconduct na kinasasangkutan ng pagkaka-aresto sa dalawang Chinese nationals sa Las Piñas City.

Walong personnel mula sa DSOU ang kasalukuyang nasa restrictive custody matapos masangkot sa malalang paglabag sa proseso at extortion. Nagsampa na ng mga kasong kriminal bilang bahagi ng hindi matitinag na determinasyon ng PNP na managot ang lahat ng mga nagkasala—walang exemption.

"Hindi na ito tungkol lamang sa mga pasaway na opisyal—ito ay isang kabiguan ng pamunuan,” pahayag ni Gen. Marbil. “Kapag bumagsak ang disiplina, nagsisimula ito sa itaas. Ang mga lider ay kailangang panagutin sa pinakamataas na pamantayan ng accountability.”

Tiniyak ni Gen. Marbil na walang second chances sa mga involved.

“Ang mga kasangkot dito ay dapat tanggalin agad sa serbisyo at permanente nang ma-disqualify sa anumang posisyon sa gobyerno. Kung mapapatunayan na may pananagutan ang director sa ilalim ng prinsipyo ng command responsibility, hindi na siya pagkakatiwalaan sa anumang posisyon ng pamumuno,” giit niya.

Nagbigay ng matinding babala si Gen. Marbil sa lahat ng police commanders sa buong bansa:

“Ang mga ito ay isang malinaw at panghuling paalala. Kung hindi niyo kayang panatilihin ang disiplina at magturo ng integridad sa inyong mga hanay, wala kayong lugar sa organisasyong ito. Ang command responsibility ay hindi isang slogan—ito ay isang mandato.”

Binigyang-diin pa ni Gen. Marbil na ang bawat opisyal, anuman ang ranggo, ay may tungkuling panatilihin ang pinakamataas na pamantayan ng pampublikong serbisyo.

“Ang badge na isinusuot niyo ay hindi proteksyon para sa abuso—ito ay simbolo ng tiwala ng publiko. Kung sisirain niyo ang tiwalang ito, kayo ay tatanggalin, ipakukulong, at parurusahan ng buong bigat ng batas,” aniya.

Inutusan ng PNP Chief ang Internal Affairs Service (IAS) at National Capital Region Police Office (NCRPO) na magsagawa ng masusing imbestigasyon. Ang mga administratibong at kriminal na kaso ay ipagpapatuloy laban sa mga sangkot.

Binigyang-diin ni Gen. Marbil ang walang humpay na pagsisikap ng PNP na linisin ang hanay nito at itaguyod ang propesyonalismo.

“Nililinis natin ang ating mga hanay—walang takot, walang pabor. Karapat-dapat ang mga Filipino sa isang kapulisan na kanilang mapagkakatiwalaan,” aniya.

COMELEC Gun BAN

During the election period, no person shall bear, carry or transport fi****ms or other deadly weapons in public places, including any building, street, park, private vehicle or public conveyance, even if licensed to possess or carry the same, unless authorized in writing by the Commission.

The Commission, through the Committee on the Ban on Fi****ms and Security Concerns (CBFSC), has the sole and exclusive authority issue Certificates of Authority authorizing the:

1. bearing, carrying or transporting of fi****ms or other deadly weapons; or

2. employment, availment or engagement of the services of security personnel or bodyguards; or

3. transport or delivery of fi****ms and/or its parts, ammunition and/or its components, and, explosives and/or its components.

Gun Ban Basic Information
1. PERIOD OF THE BAN
▪️January 12, 2025 to June 11, 2025

2. PROHIBITED ACTS

Unless authorized by the CBFSC, the following are the prohibited acts during the election period:

▪️To carry fi****ms and deadly weapons outside residence or place of business, and in all public places.

▪️To engage the services of security personnel

▪️To transport fi****ms and/or their parts, ammunitions and/or their components, and explosives and/or their components and/or controlled chemicals.

3. PENALTIES

▪️Imprisonment from one (1) to six (6) years.

▪️Permanent disqualification from public office and loss of right to vote.

▪️Deportation for foreigners, but only after prison term is served.
