COTABATO CITY โ The Ministry of Basic, Higher, and Technical Education (MBHTE), through its Education Facilities Section (EFS), reached a new milestone in its regional tour by conducting the final 'Daโwah On-Site' orientation at the Alnor Convention Hall on December 5, 2025. This culminating event marks a significant step toward integrating moral governance into physical development, ensuring that every school built in the Bangsamoro Region is a product of both technical expertise and spiritual integrity.
Under the leadership of Minister Mohagher Iqbal, the MBHTE has operationalized the BARMMโs Moral Governance framework by integrating character development and ethical discipline directly into educational policy. Building on the foundations laid by former Chief Minister Ahod B. Ebrahim and expanded by Chief Minister Abdulraof Macacua, this initiative ensures that public service transcends mere efficiency to embrace spiritual accountability and principled leadership.
During the session, Engr. Zubair A. Guiaman steered the orientation with a powerful reminder: Daโwah is a call to action for every professional to practice honesty and discipline, regardless of their title. He emphasized that for infrastructure projects to succeed truly, technical skills must be paired with the spiritual accountability required to uplift the community.
This statement was echoed by Sh. Montasser Lumna, Daโwah Director of the Alhuffaz Charity Foundation, emphasized that the duty of Daโwah is a universal responsibility for every Muslim, reaching across all faiths.
To turn these values into action, the EFS has institutionalized Moral Governance in construction through two primary mechanisms, such as embedding Islamic guidelines directly into Detailed Engineering Designs and requiring the deployment of Moral Values Project Officers (MVPO) to work alongside technical teams.
These measures ensure that infrastructure projects are executed with high technical precision, ethical discipline, and professional character.
The programโs significance was underscored by solidarity messages from key ministry leaders Alim Abdulgafur Abdulhamid, Director I (Directorate General for Madaris Education, Yusuf Thong A. Amino, Director I (MBHTE Basic Education), and Jonaib M. Usman, Director II (MBHTE TESD). Marawi City โ The Ministry of Basic, Higher, and Technical Education (MBHTE) reaffirmed its commitment to Moral Governance through the successful conduct of the General Orientation on Daโwah On-Site on December 4 at Hilltop, Heaven Ave., Marawi City. The activity forms part of MBHTEโs continuing efforts to integrate Islamic values, moral accountability, and professionalism within on-site operations and public service delivery.
The orientation was led by Engr. Zubair A. Guiaman and Engr. Nurhashim T. Abdula Construction Unit Head, EFS-ESD, MBHTE, who emphasized that daโwah goes beyond place and position, serving as a unifying call to uphold integrity, discipline, and ethical conduct in all aspects of work. They highlighted that true service to the Bangsamoro people is achieved when technical competence is guided by strong moral foundations.
Spiritual insights were shared by Ustaz Abdulmalik Amintao together with PE Rayhan Rangiris, who reminded participants that daโwah is a shared responsibilityโencouraging what is right and preventing what is wrong, both in the workplace and in the wider community. As outlined in earlier reports, this program is rooted in the ideological foundation of the M**Fโs Islamization Agendaโone of the guiding pillars of the peace process that gave birth to the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Moral Governance, championed by former Chief Minister Ahod B. Ebrahim, and now further expanded by the current Chief Minister Abdulraof Macacua, calls for a governance culture where public service aligns not only with administrative efficiency but also with spiritual accountability and upright moral conduct. Under the leadership of Minister Mohagher Iqbal, MBHTE has transformed this principle into tangible interventions across the education sector, ensuring that values formation becomes integral to both policy and practice.
Through its Education Facilities Section (EFS), MBHTE institutionalized Islamic protocols in the technical aspects of infrastructure development by embedding moral guidelines in Detailed Engineering Designs and requiring contractors to employ Moral Values Project Officers (MVPO). These officers work alongside engineers and field personnel to ensure that construction activities uphold both technical standards and moral teachings. The launch of the Daโwah On-Site initiative further strengthened this commitment, offering structured Islamic guidance and values-based reminders directly at MBHTE-related construction sites to cultivate professionalism, discipline, and character among workers.
With successful rollouts across the region, the EFS brought the second round of the General Orientation on Daโwah On-Site to Jolo, Sulu on 26 November 2025, held at the Hadji Butu School of Arts and Trades (HBSAT). In his message, Engr. Zubair A. Guiaman highlighted that the bond between the Bangsamoro and the Tausug people transcends geography, rooted instead in a shared sense of brotherhood. He emphasized that the true essence of daโwah is to promote good and prevent wrongdoing across all sectors of society, regardless of territorial boundaries.
Sh. Montasser Lumna, Daโwah Director of Alhuffaz Charity Foundation in Southern Philippines, Inc., reminded participants that engaging in daโwah is a responsibility of every Muslim, extending not only to fellow Muslims but also to individuals of other beliefs. Us. Yahya N. Titong, Madaris Division Head of Sulu, expressed gratitude for the opportunity for the ulama to strengthen their contribution to community development through this initiative.
HBSAT-Jolo Vocational School Superintendent II, Rosema G. Lukman, conveyed heartfelt appreciation to MBHTE-BARMM for continuing to include Sulu among its beneficiaries even after the provinceโs separation from the core BARMM territories. Likewise, TESD-Sulu representative Glenn A. Abubakar expressed her gratitude that MBHTEโs interventions extend beyond skills development, highlighting the importance of the Values Transformation Trainings (VTT) provided to the provinceโs human resource sector.

MBHTE Launches Daโwah On-Site to Elevate Work Ethics in Construction Sites
Bongao, Tawi-Tawi โ In a groundbreaking step that brings the Bangsamoro governmentโs moral governance agenda directly to the grassroots level, the Ministry of Basic, Higher, and Technical Education (MBHTE), through its Education Facilities Section (EFS), launched the General Orientation on Daโwah On-Site for infrastructure projects across Tawi-Tawi.
This pioneering mechanism reflects MBHTEโs steadfast commitment to embedding moral governance not only in policies and classrooms, but even in the very foundations of the structures it builds. Under this initiative, contractors are now required to hire a Moral Values Project Officer (MVPO)โa dedicated personnel who will work hand-in-hand with engineers, technical teams, skilled laborers, and site workers to ensure that every project upholds both technical excellence and moral integrity. This requirement is formally integrated into each projectโs Program of Works, making moral governance an essential aspect of implementation rather than an afterthought.
This bold initiative echoes the visionary guidance of Bangsamoro leaders. The BARMM itself is a product of a long and meaningful peace negotiation between the Government of the Philippines and the Moro Islamic Liberation Front (M**F), pursued in the spirit of genuine peace, development, and respect for the traditions, culture, and beliefs of the Bangsamoro people. One of the core agenda of the M**F has always been its Islamization Program, which provides the philosophical foundation for the moral governance policy embraced by the present M**F-led BARMM government.
Former Chief Minister Ahod B. Ebrahim has repeatedly underscored that the true success of moral governance depends on the success of daโwah throughout the region. MBHTE Minister Mohagher Iqbal further reinforced this principle, explaining that moral governance is the simple yet profound practice of ensuring that every program, project, and activity remains connected not only to administrative goals but also to the hereafter. Interim Chief Minister Abdulraof Macacua likewise emphasized that the most strategic path to achieving moral governance is by nurturing upright conduct and cultivating the highest forms of morality among the people.

On the technical side, the Detailed Engineering Designs (DEDs) of each project explicitly incorporate basic Islamic protocols related to construction, such as the proper orientation of toilet bowls to ensure they are positioned perpendicular to the Qibla.
More recently, the EFS launched the Daโwah On-Site initiative, which provides continuous Islamic guidance to workers in all MBHTE-related construction sites through regular and structured daโwah sessions facilitated by EFS personnel and partner organizations. The program aims to strengthen Islamic values, discipline, and awareness among workers while simultaneously enhancing the quality of their service. By nurturing both skills and character, the ministry ensures that the workforce embodies the true essence of Moral Governanceโreflected in their conduct, decisions, and day-to-day performance.
The orientation gathered strong support from contractors, end-users, and other stakeholders. Leading the activity from the MBHTE Regional Office was Engr. Zubair A. Guiaman, Chief of EFS, together with Sh. Jan Areef G. Mascud, EFS Moral Values Officer, and EFS Project Supervisors - Engr. Sadik A. Guiaman and Ivan I. Dela Torre. The program was held in close collaboration with Sh. Montasser A. Lumna, Daโwah Director of the Alhuffaz Charity Foundation in Southern Philippines, Inc.
Notable participants included Alhasin Muhajil, ISAL Head Coordinator for Tawi-Tawi; Elmin H. Arsad, Administrative Officer of TESD Tawi-Tawi; and Nur Tidal, Division Physical Facilities Coordinator for Basic Education, MBHTEโTawi-Tawi.
As the event concluded, organizers expressed confidence that the Daโwah On-Site program will significantly uplift the work ethics, professionalism, and overall conduct of construction workersโultimately improving human capital development in the region. The program is envisioned to benefit not only workers, but also contractors, end-users, schools, and the wider community, as it strengthens the delivery of high-quality infrastructure aligned with Islamic principles and BARMMโs moral governance ideals.
Most importantly, the MBHTE hopes that this initiative will spark a wider cultural shift: A call for all Bangsamoro institutions and workplaces to integrate moral and ethical guidance into their day-to-day operations.
By demonstrating that moral governance can be practiced anywhereโfrom classrooms to construction sitesโthe Ministry sets an inspiring example. It invites other agencies, offices, and organizations to adopt similar approaches that nurture character, integrity, and a sense of higher purpose in their workforce.
In the spirit of unity and service, the Daโwah On-Site program stands as a reminder that good governance begins at the ground levelโone workplace, one team, and one transformed heart at a time.

Last 23 November 2021, Minister Mohagher Iqbal of the Ministry of Basic, Higher, and Technical Education (MBHTE) signed the Regional Memorandum No. 1515 s. 2021 which effected the institutionalization of the Moral Enhancement and Recovery Program of the Ministryโs Education Facilities Section (EFS).
This activity primarily involves face-to-face lectures on inclusive moral values and principles that boost the personnelโs confidence towards embodying Moral Governance which positively results to the improvement in their dealings with different stakeholders and even in their managing their personal lives.
