Sign language is a fundamental human right of Deaf people. Access to their respective sign language enables Deaf people to communicate, learn, access information and public services, participate in society, and make decisions about their own lives. In the Philippines, Filipino Sign Language (FSL) is the recognized sign language of the Filipino Deaf Community recognized under the Filipino Sign Language Act of 2018. It is an important part of Deaf people's language, identity, culture, and participation.
Currently, there are initiatives in spreading awareness and propagating the usage of FSL in varied sectors; However, Deaf-inclusivity remains far fetched. Despite the recognition of Filipino Sign Language as the official language of Filipino Deaf Community through RA 11106, the deaf community and FSL remain underserved and understudied.
The Department of Humanities through the UPLB FSL Studies, supports the Filipino Deaf community through the project titled โStrengthening Filipino Sign Language Policy in Laguna: A preliminary Documentation and Preservation Initiatives as Basis towards Southern Tagalog Language Policy Developmentโ. The study aims to produce a policy brief that guides the basic education institutions and cultural agencies in Laguna in developing empirical and community-grounded policies which support the preliminary documentation, preservation, and educational integration of Filipino Sign Language varieties in Southern Tagalog.
Through continued advocacy and education, we can build greater understanding that Deaf people are not defined by disability alone. Deaf people are a linguistic and cultural community with the right to use their language, express their identity, participate equally, and make decisions about their own lives.
