Explanation:

The answer lies in the review of physiology: Action potential, by definition, refers to a brief all-or-nothing event where there is a rapid change in the electrical potential across the cell membrane. This is driven by the movement of ions (Sodium, Potassium, Chloride, etc.) across the membrane.

An Action Potential consists of: Depolarization (sodium ions enter the cell via the Na-K pump, thus stimulating the cell), Repolarization (potassium moves out from the cell via the Na-K Pump ang chloride ions enter the cell via the chloride ion channels, thus causing the cell to relax), and Hyperpolarization (membrane potential temporarily overshoots the resting membrane potential making it more negative).

The focus should be on REPOLARIZATION. In respiratory acidosis, there will be excessive potassium efflux during repolarization. This causes potassium ions to build up in the blood (extracellular fluid), leading to HYPERKALEMIA. This electrolyte imbalance can lead to other complications such as cardiovascular changes, which clearly links the occurrence of right-sided heart failure in Chronic Bronchitis.
