Why did the Philippines get hit with 19% tariffs while other ASEAN countries enjoy zero?

Malacañang clarified that the Philippines was intentionally excluded from the U.S. zero-tariff list to protect local industries like rice, corn, sugar, and poultry.

Countries such as Thailand, Cambodia, and Malaysia agreed to fully open their markets to U.S. goods — but the Philippines chose to shield its farmers and producers.

While the U.S. remains the country’s biggest export market ($12.14B in 2024), Philippine exports still face a 19% tariff after a previous rate cut negotiated under President Marcos Jr.

Simply put: PH chose protection over profit — at least for now.
