Historic Signing Seals Future of Sta. Cruz Integrated School in Cavite
March 19, 2026 — A historic milestone was achieved today in the Division of Cavite City with the official signing of the USUFRUCT CONTRACT for Sta. Cruz Integrated School, marking a significant step forward in the city’s educational development.
The event highlights the establishment of Sta. Cruz Integrated School as the first-ever integrated school in Cavite City, a pioneering initiative aimed at providing a seamless and comprehensive learning experience for students across multiple grade levels within a single institution.
Present at the signing were Cavite Schools Division Superintendent Mr. Gregorio Co, Assistant Schools Division Superintendent Mr. Lito Palomar, and Curriculum Implementation Division Chief Regin Rex Tosco, alongside city officials led by Mayor Denver Christopher Reyes Chua and Vice Mayor Benzen Raleigh Grepo Rusit. City Councilors Mark Anthony Aguilar Amparo and Daryl Rosal Solis also attended the event in support of the initiative.
Representing the school community, Sta. Cruz Elementary School Principal Mrs. Rowena Santos Caraos, PTA President Regina Nazareno, SELG President Leona Cymar Ronquillo Bartolome, and YES-O President Aomine Daiki Arellano joined faculty and staff in witnessing the milestone.
The USUFRUCT agreement ensures the 50-year proper use of land and resources dedicated to the school, paving the way for its continuous growth and sustainability.
Mayor Denver Christopher Reyes Chua underscored the significance of the project, stating, “The establishment of this integrated school supports the city’s vision to make education accessible to our youth.” He emphasized that expanding educational opportunities remains a top priority of the local government.
Sta. Cruz Integrated School is expected to serve as a model for future educational initiatives in the division, offering enhanced opportunities for holistic development and streamlined educational pathways for Grade 7 students starting school year 2026-2027.
The plan is to introduce another grade level in the succeeding school years.
This to be the first in the city to offer a complete Kindergarten to Grade 12 (K–12) program. As Cavite City celebrates this milestone, stakeholders remain optimistic that the establishment of the integrated school will contribute significantly to shaping a brighter future for the next generation.

Cavite City ranks among divisions with ‘lowest’ Struggling Readers; Places 6th Nationwide
The Schools Division Office of Cavite City has been recognized among the top 10 divisions with the lowest percentage of struggling readers in the Philippines, placing 6th nationwide with 29.58% based on the Beginning of School Year (BOSY) Comprehensive Rapid Literacy Assessment (CRLA) results for School Year 2025–2026.
The data, released through the monitoring initiatives of Second Congressional Commission on Education (EDCOM II), highlights divisions that have significantly reduced the proportion of learners struggling with reading.
“For Cavite City, the result reflects a steady improvement in literacy performance, with the division reducing its struggling readers rate from 31.53% last year to 29.58% this year, marking an improvement of nearly two percentage points,” said the Asst. Schools Division Superintendent Lito Palomar in his Facebook post
Palomar attributed part of the progress to the division’s looping classes initiative, which supports struggling readers through sustained instruction and intervention. Aside from looping classes, rigorous reading interventions such as ARAL and the Summer Reading Programs (SRP) also contribute to such an achievement. Additionally, notable school-based reading initiatives aligned with the SDO's UNLAD Framework can also be considered factors reducing strugglung readers in the SDO.
“Data show that learners who previously comprised 6.3% of the struggling readers cohort at the end of last school year now represent only 4% of the BOSY data as they advanced to Grade 2, indicating continued gains in reading proficiency through looping classes,” Palomar added.
The division official expressed optimism that further improvements will be reflected in the End of School Year (EOSY) assessment, as schools continue to implement literacy-focused programs and interventions.
“Support from partners and stakeholders also played a key role in strengthening literacy programs, including initiatives funded through the School Innovation and Improvement Fund (SIIF), Tutor House, LGU, CSWD-PDAO, and partnerships with organizations such as the Gokongwei Brothers Foundation,” Palomar said.
"While making it in the Top 10 SDOs with lowest percentage of struggling readers is a great feat, lowering the percentage even more by sustaining all literacy programs that are already in place is a must", said Dr. Gregorio Jr Co, Schools Division Superintendent, who has also set seamless and systemic strategic directions, through the UNLAD framework, which ultimate goal is the improvement of learning outcomes.

SDO Cavite City bags awards in RRSPC 2026
The Schools Division Office of Cavite City proudly celebrates the remarkable achievements of its campus journalists in the Reconfigured Regional Schools Press Conference (RRSPC) 2026.
Leading the winners is R4A Champion Juliana Ysabella B. Dampitan of Cavite National High School–SHS, who topped Editorial Cartooning (Secondary–Filipino). The division also secured other major honors: Dwayne Leander DP. Calpo (3rd Place, Science and Technology Writing – Elementary English), Vriana Mae B. Cobacha (6th Place, Sports Writing – Elementary Filipino), and Daniella Franchezka A. De Castro (7th Place, Photojournalism – Secondary Filipino).
In addition, 44 campus journalists earned finalist spots with Top 40 citations, highlighting the division’s strong regional presence.
Division officials expressed gratitude to school leaders, coaches, parents, and partners, as well as to the local government of Cavite City, for their unwavering support.
The delegation also thanked Evangelista Elementary School in Baras, Rizal, and San Isidro Elementary School in Antipolo City for their warm accommodation.
