IMPLEMENTATION OF DRRMS INCIDENT MANAGEMENT REPORTING SYSTEM (IMRS) FOR REPORTING OF THE EFFECTS OF HAZARDS AND INCIDENTS AND REQUESTING RESPONSE INTERVENTIONS
1. In view of DRRMS Advisory dated January 8, 2026, and in line with the Department of Educationβs Disaster Risk Reduction and Management (DRRM) policies and to ensure timely, accurate, and systematic reporting of hazard- and incident-related impacts, this Memorandum hereby directs the strict implementation of the Disaster Risk Reduction and Management Service (DRRMS) Incident Management Reporting System (IMRS) in all schools.
2. The IMRS shall serve as the official platform for:
β’ Reporting the effects of hazards and incidents on learners, personnel, school infrastructure, and learning resources; and;
β’ Requesting immediate response and recovery interventions from appropriate offices.
3. All School Heads and concerned personnel are directed to:
β’ Submit initial, progress, and terminal reports through the IMRS within the prescribed timelines during and after hazard events or incidents.
β’ Ensure the accuracy, completeness, and timeliness of submitted data; and,
β’ Coordinate closely with the Schools Division DRRM Office for validation and response actions.
4. All incident management details on affected schools must be encoded in the IMRS within eight hours (8hrs) of incident occurrence, refer to the link provided: https://tinyurl.com/DRRMIRMS.
5. In addition, all School Heads (or the Officer-in-Charge) or the designated School DRRM Coordinators shall be the only DepEd personnel to access and utilize the reporting form using either the schoolβs official email address or their individual DepEd email account.
6. All reports submitted through the IMRS shall be reviewed and approved by the School Head before endorsement to the Schools Division Office. For the final IMRS data entry, use the following DRRM emails: [email protected] (Division DRRM Coordinator email address) and [email protected] (Regional Office DRRM Coordinator Email Address).
7. Schools without internet access or experiencing connectivity issues may use the usual DRRM RADAR form, refer to the link provided: https://tinyurl.com/DRRMRADARNEW.
8. Failure to comply with this directive may result in delays in response interventions and shall be subject to existing rules and regulations.
9. Immediate dissemination of and compliance with this Memorandum are desired.

ADVISORY
POSTPONEMENT OF 2ND QUARTER PORTFOLIO DAY AND PRECAUTIONARY MEASURES FOR SUPER TYPHOON UWAN
Due to the expected heavy rainfall and possible adverse weather conditions brought by Super Typhoon UWAN beginning tomorrow and in the coming days, all district heads are hereby advised to postpone the 2nd Quarter Portfolio Day until further notice.
Please ensure that all schools are properly prepared for any eventualities resulting from the typhoon, ELLNA test materials must be securely stored in plastic packs or sealed boxes to prevent damage or soiling.
Furthermore, any training activities scheduled on Monday and/or Tuesday that may be affected by the typhoon should be temporarily postponed and rescheduled once the weather conditions improve. Program owners are directed to coordinate with their respective service providers regarding any changes to the schedule.
Your immediate action and strict compliance with these directives are expected.

REITERATION OF PREPAREDNESS MEASURES OF SCHOOLS AND OFFICES DUE TO UPCOMING SUPER TYPHOON βUWANβ
Per recent PAG-ASA DOST Tropical Cyclone Advisory #3 dated November 05, 2025, issued at 11:00 A.M, valid until 11:00 PM, The Tropical Depression Outside the Philippine Area of Responsibility (PAR) maintains its strength while looping over the pacific waters south of Guam.
This tropical cyclone (TC) is forecast to move erratically in the next 12 or 24 hours. Afterwards, it will begin moving northwestward tomorrow (06 November) then turn west northwestward for the remainder of the forecast period. On the track forecast, this TC is forecast to enter the PAR on Friday (07 November) late evening or Saturday (08 November) morning. Once inside the PAR, the domestic name βUWANβ will be assigned to this TC.
Although the uncertainty in track and intensity forecast is typically high for day-4 and day-5 forecasts, there is an increasing chance of landfall on Monday (10 November) over Northern or Central Luzon. In terms of intensity, this TC is forecast to rapidly intensify and may reach typhoon category on Friday and super typhoon category on Saturday. It may also make landfall at or near its peak lifetime intensity.
For land hazards: Wind Signals may be hoisted over the eastern portion of Luzon and portions of Samar Provinces as early as Friday evening or Saturday morning in anticipation of strong winds or higher associated with the upcoming TC. The highest possible Wind Signal for the current forecast scenario is Wind Signal No. 5. Deterioration of weather conditions may begin on Sunday (09 November). Potentially life-threatening stormy conditions may occur over Northern Luzon and portions of Central Luzon on Monday (10 November) and Tuesday (11 November). There is also a potential for high storm surge risk and related coastal flooding, especially in Northern Luzon and the east coast of Central Luzon. Storm surge warnings may be issued as early as Saturday.
For marine hazards: Moderate to rough seas may begin over the northern and eastern seaboard of Luzon and the eastern seaboards of Visayas and Mindanao on late Friday or on Saturday, western and southern seaboards of Luzon may reach moderate to rough sea condition by mid Saturday or on Sunday. Hazardous sea conditions (reaching very rough, high, very high, or phenomenal seas) may affect most of Luzon and the eastern seaboards of Southern Luzon and Visayas from Sunday onwards. Gale Warning for very rough seas in coastal waters will likely be issued on Saturday.
Considering these developments, the public and disaster risk reduction and management offices concerned are advised to continue monitoring for updates related to this tropical cyclone. Unless there is an intermediate issuance, the next tropical cyclone advisory will be issued at 11:00 PM today.

In accordance to DepEd Order 33 s. 2021, which states the School-Based Disaster Preparedness and Response Measures for Tropical Cyclones, Flooding, and other Weather-Related Disturbances and Calamities, everyone is advised to strictly follow preparedness, measures, and safety protocols, to wit:
1. The School Head shall be primarily responsible for the planning, implementation, and monitoring of school-based disaster preparedness measures; as such, accountability for impacts and damages to school facilities and resources due to negligence and/or non-compliance to disaster preparedness measures shall rest upon the School head. Performance reports on DRRM shall be included in the School Headβs permanent records;
2. School heads, with the support of their SDRRM Coordinators and Teams, shall undertake minimum measures for disaster preparedness;
3. Take necessary steps to secure weak parts of School Buildings against heavy rains, floodings, and strong winds including school signs, elevated water tanks, and flagpoles. Single level schools or makeshift buildings built at ground level may be anchored by guy wires to strengthen the stability of the structure.
4. Prune/ trim trees that may cause harm to people or damage structures or properties in the event of any weather disturbances;
5. Switch off electrical lines; and
6. Safeguard (e.g., place inside containers to protect against water) and transfer education resources and vital records to a pre-identified storage area.
7. In case of damages, schools must submit a RADAR report within 72 hours to the DepEd Division Office (Social Mobilization & Networking Unit) or via email at [email protected], see attached enclosure.

All offices are advised to take precautionary measures to secure DepEd investments such as computers or other electronic devices, furnitures, documents and records, as well as the lives of all personnel and learners.
Further, the field is advised to shift to modular instructions per D.O. 22, s. 2024, if classes are suspended, teaching and non-teaching personnel are required to secure all DepEd properties and related documents in preparation for the coming storm.

DIVISION DISASTER RISK REDUCTION MANAGEMENT (DRRM) MID-YEAR & PLANNING CONFERENCE
1. This Office, through the School Governance and Operations Division and Disaster Risk Reduction Management, will conduct a two (2) day DRRM Mid-Year & Planning Conference on June 04-05, 2025, 8:00 AM at Costa Conchita, Victoria, Northern Samar.
2. This activity aims to review and assess the implementation of DRRM programs at the school level, and discuss concerns relative to DRRM programs.
3. Participants of this activity are the 46 District DRRM Coordinators, 12 Project Development Officers 1 and 12 Division Personnel.
4. With this, all District DRRM Coordinators are to prepare a 5-minute DRRM district consolidated accomplishment report through a power point presentation.
5. Expenses relative to the conduct of this activity such as meals and accommodation shall be charged against DRRM 2024 continuing funds while travelling and incidental expenses of the participants shall be charged to Local Funds/ School MOOE subject to the usual accounting and auditing rules and regulations.
6. Immediate dissemination of and compliance with this Memorandum are desired.
