The Administrative and HR Section Head of Catarman Water District (CWD) conducted a presentation for all regular and casual employees regarding the issued DBM Budget Circular 2024-6. This circular provides each qualified government worker with a P7,000.00 healthcare allowance to support their medical expenses. Technical personnel from Chemical Research company visited the Catarman Water District (CWD) on February 10, 2025 to conduct Iron and Manganese trail and testing. This activity underscores the importance of maintaining water quality standards. The testing aimed to evaluate the concentrations of Iron (Fe) and Manganese (Mn) as well as other critical water quality parameters, to ensure the water supplied to consumers is safe and compliant with health standards.
The results of the testing will guide the CWD in implementing any necessary corrective actions, such as adjusting treatment processes or upgrading infrastructure, to maintain optimal water quality.
Continuous monitoring and periodic testing will remain a priority to ensure long-term water safety and quality.
This collaborative effort between Chemical Research and Catarman Water District highlights the commitment to providing clean, safe, and reliable water to all its Concessionaires.

Empower, Engage, Excel : CWD Employees In-House Training Initiative.
Last January 31, 2025 the Catarman Water District through the Administrative and HR Section organized an in-house training session focused on Basic Repair and Maintenance for its maintenance personnel, Meter Readers as well as some personnel from San Jose and San Roque Water Districts.
This training aimed to enhance the technical skills and knowledge of participants in effectively maintaining and repairing the pipelines, proper installation of service connection, etc.
The training covered different topics. Participants gained practical skills and knowledge to enhance the efficiency and reliability of their respective water systems.The hands-on approach, coupled with interactive discussions, enabled attendees to engage actively and share their experiences.
The training received positive feedback from participants, who expressed appreciation for the practical examples and the opportunity to share insights with peers from other districts. Participants from other water districts suggested for an additional training sessions focusing on advanced repair techniques, customer service, etc.
The in-house training on Basic Repair and Maintenance is part of the learning and development program of the Administrative & HR Section and fortunately the 1st in house training was a success. The Catarman Water District looks forward to continuing collaboration with the attending districts and organizing future training sessions to further enhance skills and knowledge in water supply management.

OPENING OF BIDS FOR THE PROJECT: Construction of 15LPS Iron and Manganese Filtration System at Libjo Pumping Station.
Earlier today, the Catarman Water District Bids and Awards Committee (CWD-BAC) conducted an opening of bids for the aforestated project.
Three (3) bidders from different companies attended the Opening of Bids at the Catarman Water District's office. The following bidders attented the Bid Opening, to wit:
1. Summa Waters Resources, Inc.
2. FP Alonto Construction Services
3. JLine Industries, Inc.
The session began with a brief introduction by the CWD-BAC Chairman, Engr. Edgar Valenciano, who welcomed the bidders and outlined the project's objectives, house rules and the importance in improving the water quality of the district. The filtration system is expected to address the challenges posed by high levels of iron and manganese in the water supply, thereby enhancing public health and environmental standards.
A total of three (3) bids were received from interested contractors/companies. The Bidding was conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations of RA 9184.
The BAC will now proceed with a thorough assessment in order to verify, validate and ascertain all the statements made and documents submitted by the bidder with the LCB. The result is expected to be released within the next few days, with the contract anticipated to be awarded shortly thereafter.

A pre-bidding conference was held on January 20, 2025 at Catarman Water District Office led by the CWD Bids and Awards Committee (CWD-BAC) for the project: Construction of 15LPS Iron and Manganese Filtration System. The conference aimed to provide prospective bidders with crucial information regarding project requirements, clarify specifications and outline the bidding process.
The conference was attended by representatives from various construction and engineering firms interested in the project, observants from different local organizations are also present, as well as the members of the CWD BAC.

Engr. Edgar Valenciano, the Chairperson of the BAC welcomed the attendees and emphasized the importance of the project in enhancing water quality for the Catarmananon. A brief explanation was made highlighting the project scope, objectives and expected outcomes. The filtration system is designed to effectively remove iron and manganese from the water supply.
Representatives and attendees from different suppliers were encouraged to asked questions regarding the project and the bidding process to clarify the presented specifications and requirements for the filtration system.
Clarifications were provided on various aspects, including compliance requirements and site visit opportunities.
This pre-bidding conference served as an essential platform for information exchange and collaboration between CWD BAC and prospective bidders. By clarifying project expectations and fostering open communication, the conference laid the groundwork for a successful bidding process for the construction of the 15LPS Iron and Manganese Filtration System. The CWD BAC looks forward to receiving competitive bids that align with project goals of ensuring improved water quality for Catarman.
