Our paper, “Development of a Research Agenda of a Teacher Education Institution in Central Luzon, Philippines,” was cited in the Teacher Education Council’s Discussion Paper No. 2026-01 on institutionalizing the National Teacher Education Research Agenda (NTERA) 2026–2030.

This citation affirms the relevance of institution-based research agenda development in strengthening a responsive, collaborative, and impactful teacher education research ecosystem in the Philippines.

Question: This is my first time applying for reclassification under the Enhanced JC3, and I earned my doctoral degree in 2022. Am I still eligible to claim the automatic sub-rank for my doctorate in the current cycle?

Answer:

No, you are not eligible for the automatic one (1) sub-rank reclassification for a doctoral degree earned in 2022, as it was obtained outside the current evaluation period.

However, because you are a first-time applicant, you may still be eligible to claim 40 points for the degree under KRA IV (Professional Development).

𝟭. 𝗘𝗹𝗶𝗴𝗶𝗯𝗶𝗹𝗶𝘁𝘆 𝗳𝗼𝗿 𝘁𝗵𝗲 𝗔𝘂𝘁𝗼𝗺𝗮𝘁𝗶𝗰 𝗦𝘂𝗯-𝗥𝗮𝗻𝗸

The Enhanced JC3 guidelines specify that the automatic one sub-rank incentive is strictly for faculty members who successfully complete their first doctoral degree within the designated evaluation period.

Evaluation Period: For the current cycle, the evaluation period covers accomplishments from August 1, 2023, to July 31, 2026.

Exclusion: Because your degree was earned in 2022, it does not fall within this three-year window, making you ineligible for the automatic advancement.

𝟮. 𝗘𝗹𝗶𝗴𝗶𝗯𝗶𝗹𝗶𝘁𝘆 𝗳𝗼𝗿 𝗣𝗼𝗶𝗻𝘁𝘀 𝗮𝘀 𝗮 𝗙𝗶𝗿𝘀𝘁-𝗧𝗶𝗺𝗲 𝗔𝗽𝗽𝗹𝗶𝗰𝗮𝗻𝘁

While you cannot get the automatic sub-rank, the guidelines provide a special consideration for those applying for the first time or those who did not apply in the immediately preceding cycle.

Crediting for Points: You can claim your 2022 doctorate for 40 points under Section 40 (Educational Qualifications), provided that the degree was not used as a credential for your initial appointment or promotion through the institutional merit and promotion system.

Alignment Requirement: To be credited for points, the degree should ideally be vertically aligned with your field of specialization.

𝟯. 𝗠𝗮𝗻𝗱𝗮𝘁𝗼𝗿𝘆 𝗗𝗼𝗰𝘂𝗺𝗲𝗻𝘁𝗮𝗿𝘆 𝗘𝘃𝗶𝗱𝗲𝗻𝗰𝗲

To claim the 40 points for your doctorate degree, you must provide the following to the Institutional Evaluation Committee (IEC):

For Local Degrees: A duly certified, authenticated, and verified (CAV) copy of your Transcript of Records (TOR) from the issuing institution.

For International Degrees: A copy of your diploma and, if the program nomenclature differs from those offered locally, a Certificate of Equivalency issued by CHED.

You should encode your doctoral degree under KRA IV, Criterion B to receive the 40 points, but you cannot claim the automatic one sub-rank reclassification since the degree was completed prior to August 1, 2023.

𝗝𝗖𝟯 𝗙𝗔𝗤𝘀

Question: I have been officially designated as a member of a university- or institution-level committee. Can this designation earn points under the Enhanced JC3? If so, under which indicator may it be claimed?

Answer: Yes, your official designation as a member of a university- or institution-level committee can earn points under the Enhanced JC3 guidelines.

𝟭. 𝗔𝗽𝗽𝗹𝗶𝗰𝗮𝗯𝗹𝗲 𝗜𝗻𝗱𝗶𝗰𝗮𝘁𝗼𝗿 𝗮𝗻𝗱 𝗣𝗼𝗶𝗻𝘁 𝗩𝗮𝗹𝘂𝗲

This accomplishment is claimed under KRA III (Extension Services), Criterion D (Bonus Criterion) for Administrative Designations.

The points are awarded as follows:

Committee Chair: 3 points per year

Committee Member: 2 points per year

These points are considered a "bonus" and are added on top of your total accumulated points, although the final total score cannot exceed 100 points.

𝟮. 𝗠𝗮𝗻𝗱𝗮𝘁𝗼𝗿𝘆 𝗖𝗼𝗻𝗱𝗶𝘁𝗶𝗼𝗻𝘀 𝗳𝗼𝗿 𝗖𝗿𝗲𝗱𝗶𝘁

To earn these points, your service must satisfy several strict requirements:

Per-Year Basis: Designations are credited for each year of service.

Minimum Duration: You must have served in the designation for a minimum continuous period of one (1) year within the evaluation period.

Governing Board Approval: The creation of the committee and your designation as a chair or member must be 𝙙𝙪𝙡𝙮 𝙖𝙥𝙥𝙧𝙤𝙫𝙚𝙙 𝙗𝙮 𝙩𝙝𝙚 𝙎𝙐𝘾 𝙂𝙤𝙫𝙚𝙧𝙣𝙞𝙣𝙜 𝘽𝙤𝙖𝙧𝙙.

No Double Counting: If you are claiming points for a specific accomplishment (such as developing a new academic program) that was the primary task of that committee, you cannot simultaneously claim points for the administrative designation itself.

𝟯. 𝗥𝗲𝗾𝘂𝗶𝗿𝗲𝗱 𝗗𝗼𝗰𝘂𝗺𝗲𝗻𝘁𝗮𝗿𝘆 𝗘𝘃𝗶𝗱𝗲𝗻𝗰𝗲

To validate this claim, you must submit the following to the Institutional Evaluation Committee (IEC):

Official Appointment/Designation: A copy of the formal document showing your name, the specific committee, and the effectivity period.

Evidence of Accomplishment: A copy of your accomplishment report that has been duly submitted to your authorized immediate supervisor.

Provided your designation is board-approved and you serve for at least one continuous year, you can claim 2 points per year as a committee member (or 3 points as a chair) under the Administrative Designation bonus criterion.

𝗝𝗖𝟯 𝗙𝗔𝗤𝘀

Question: When uploading documentary evidence to the JC3 System (SFPRS), should I merge all four required supporting documents into a single file, or may I upload them as separate files under the same indicator?

Answer: Either option is acceptable when uploading documentary evidence to the SUC Faculty Position Reclassification System (SFPRS). You may choose to merge all required documents into one organized file or upload them individually under the corresponding indicator

However, you should keep the following system limitations and recommendations in mind to ensure a successful submission:

𝟭. 𝗦𝗙𝗣𝗥𝗦 𝗨𝗽𝗹𝗼𝗮𝗱 𝗟𝗶𝗺𝗶𝘁𝗮𝘁𝗶𝗼𝗻𝘀

File Quantity: A maximum of five (5) active files may be uploaded per indicator

File Size: The combined size of all files for a single indicator must not exceed 10 MB

𝟮. 𝗥𝗲𝗰𝗼𝗺𝗺𝗲𝗻𝗱𝗮𝘁𝗶𝗼𝗻𝘀 𝗳𝗼𝗿 𝗘𝗮𝘀𝗶𝗲𝗿 𝗘𝘃𝗮𝗹𝘂𝗮𝘁𝗶𝗼𝗻

Consolidation: For accomplishments supported by multiple pieces of evidence, it is recommended to consolidate them into one properly organized PDF file. This allows evaluators to verify your accomplishments more quickly and accurately.

Organization: If you merge documents, arrange them logically and use labels, captions, or headings to clearly identify each required piece of evidence.

Handling Large Files: If a document—such as a complete book, module, or research output—exceeds the 10 MB limit, you should upload a PDF that contains a direct, clickable link to the full file. Ensure that this link is set to be accessible to anyone with the link without requiring permission

Ultimately, whether you submit one merged file or several individual files, your goal should be to make your evidence as organized, accessible, and evaluator-friendly as possible.
