The (SC) 𝘌𝘯 𝘉𝘢𝘯𝘤 has approved the 𝘙𝘶𝘭𝘦𝘴 𝘰𝘯 𝘍𝘪𝘭𝘪𝘱𝘪𝘯𝘰 𝘚𝘪𝘨𝘯 𝘓𝘢𝘯𝘨𝘶𝘢𝘨𝘦 (𝘍𝘚𝘓) 𝘐𝘯𝘵𝘦𝘳𝘱𝘳𝘦𝘵𝘪𝘯𝘨 𝘪𝘯 𝘵𝘩𝘦 𝘑𝘶𝘥𝘪𝘤𝘪𝘢𝘳𝘺 (𝘍𝘚𝘓 𝘙𝘶𝘭𝘦𝘴) implementing Republic Act No. 11106, or 𝘛𝘩𝘦 𝘍𝘪𝘭𝘪𝘱𝘪𝘯𝘰 𝘚𝘪𝘨𝘯 𝘓𝘢𝘯𝘨𝘶𝘢𝘨𝘦 𝘈𝘤𝘵.
The 𝘍𝘚𝘓 𝘙𝘶𝘭𝘦𝘴, formulated to guarantee d/Deaf Filipinos equal, relevant, and effective access to justice, shall apply in all courts proceedings and cases involving d/Deaf Filipinos to ensure their participation at any litigation stage and to grant them right to choose their preferred mode of communication.
The 𝘍𝘚𝘓 𝘙𝘶𝘭𝘦𝘴 provide, among others, the procedure in appointing FSL Interpreter and/or Deaf Relay Interpreter, the guidelines in FSL Interpreting in court proceedings, and the ethical standards and professionalism that FSL Interpreter and/or Deaf Relay Interpreter must observe in courts.
Prior to their appointment as FSL Interpreter and/or Deaf Relay Interpreter, he or she must meet the qualifications set in the 𝘍𝘚𝘓 𝘙𝘶𝘭𝘦𝘴 and must be accredited by the Office of the Court Administrator.
The 𝘍𝘚𝘓 𝘙𝘶𝘭𝘦𝘴 were drafted by the Technical Working Group headed by SC Associate Justice Japar B. Dimaampao as Chairperson and Associate Justice Jose Midas P. Marquez as Vice Chairperson. It shall take effect on December 15, 2025 following its publication in two newspapers of general circulation on November 29, 2025, and on the SC website.
