Despite continuous lobbying for the release of a standardized fare matrix for tricycle transportation, the City Government of Cabanatuan has been hesitant to engage with the forum organized by the Cabanatuan City Student Congress. Meanwhile, the petition has been delayed as the Mayor's Office and the Community Affairs Office pass it back and forth without resolution.
As we recall, the Araullo University Central Student Council (AUCSC) facilitated the Cabanatuan City Student Congress on February 5, 2025, during which a collective petition addressing the issue was formulated. The petition was formally filed on February 6, 2025โnearly two months ago as of this writing. Since its submission, the AUCSC Executive Committee has been diligently monitoring its progress. However, the City Government of Cabanatuan has yet to issue a concrete response, opting instead to circulate the correspondence between agencies without reaching the council.
On February 19, two weeks after filing the petition, AUCSC reached out to the Mayorโs Office via calls and text messages. The office responded by redirecting the inquiry to the Community Affairs Office, which stated that the petition was in process. They also requested the control number for tracking and assured AUCSC that they could follow up again by March for updates.
On March 7, a month after the petition was filed, AUCSC followed up again. Further attempts were made on March 19 via calls and text messages, but no replies were received.
On March 20, AUCSC finally received a response from the Community Affairs Office, which again inquired about the receiving copy of the petition. They advised AUCSC to coordinate with the Sangguniang Panlungsod, asserting that it was the appropriate body to handle the fare matrix. They also mentioned that the existing fare matrix dated back to 2018, which had already been discussed with us during our first attempt at the petition three years ago. However, we were not given an official copy at that time, as they stated it would undergo revision. Yet, as of writing, no updated version has been issued.
On March 24, AUCSC texted the Community Affairs Office again, requesting that they facilitate forwarding the petition to the Sangguniang Panlungsod. However, no response was received. That same day, a representative from AUCSC personally visited the Mayorโs Office and was able to speak with the Secretary of the Mayor. She stated that the Mayorโs Office would coordinate with the head of the Community Affairs Office regarding the legalization of the fare matrix.
Following this, AUCSC was advised that a dialogue with the Mayor or the designated official in charge would be arranged. Upon notifying the Community Affairs Office of this development and requesting a schedule or session, no further response has been received to date.
AUCSC, together with the participating schools of the Cabanatuan City Student Congress, stands firm in our call for immediate action from the City Government. We cannot afford further delays in addressing the urgent need for a standardized fare matrix for tricycle transportation, which directly impacts both commuters and drivers in Cabanatuan. The lack of response from the local government undermines the voices of the students, the petitioners, and the general public who rely on this essential service.
Moreover, we urge the City Government to prioritize this issue and engage in dialogue with the people involved, including AUCSC, the Cabanatuan City Student Congress, and the broader community. After all, we will continue to stand unitedโexploring all possible avenues to push for a resolution that benefits the people of Cabanatuan.
We believe that the Local Government of Cabanatuanโs continuous delay in further dialogue is intentional and deliberate. There is no urgency or prioritization of the cause. Instead, the petition has been met with nothing but excusesโperhaps to prolong the wait indefinitely.
