Anchored on the theme “Next-Gen Extension: Driving Socioeconomic Change for Inclusive Community Development,” the event became a dynamic platform for sharing knowledge, innovations, and best practices in extension services.

During the plenary session, Dr. Alonzo delivered an insightful presentation titled:

Bulacan Agricultural State College (BASC) proudly marks the successful conduct of its Exit Conference with the Commission on Audit (COA) on March 31, 2026, held at the BASC Function Hall.

The Exit Conference signifies the culmination of the audit process, serving as an essential platform for the presentation and discussion of audit findings, observations, and recommendations. It underscores BASC’s unwavering commitment to upholding the principles of transparency, accountability, and sound financial management in all its operations.

During the conference, the COA Audit Team formally communicated their assessment of the College’s financial and administrative processes. Key areas of strength were acknowledged, while constructive recommendations were provided to further enhance internal controls, compliance mechanisms, and operational efficiency. The exchange of insights fostered a collaborative environment, allowing BASC officials and personnel to seek clarifications and align on actionable steps moving forward.

The BASC officials, led by SUC President III, Dr. Jameson H. Tan, together with other top officials, administrators, and unit heads, actively engaged in the discussions—demonstrating the institution’s openness to evaluation and its proactive approach in addressing audit observations. This strong participation reflects BASC’s steadfast commitment to continuous improvement and its determination to uphold the highest standards of public service.

📢 BASC BAC and Secretariat Strengthen Procurement Excellence through GPPB-TSO Accredited Training 📢

The Bids and Awards Committee (BAC) together with the BAC Secretariat of Bulacan Agricultural State College (BASC) actively participated in the GPPB-TSO Accredited training titled “R.A. No. 12009: The New Government Procurement Act and its Implementing Rules and Regulations (IRR)”, organized by the Leadership Engagement on Development, Governance, and Ethics, Inc. (LEDGE Inc.), held on March 25–27, 2026 at the Citystate Asturias Hotel in Puerto Princesa, Palawan.

Conducted through an in-person modality, the three-day training served as a vital platform for updating procurement practitioners on the significant reforms introduced under R.A. No. 12009. It provided comprehensive discussions on procurement planning, bidding procedures, contract implementation, and the latest compliance requirements, equipping participants with the knowledge and tools necessary to effectively navigate the evolving landscape of public procurement.

The BASC delegation was headed by Dr. Ronald Reagan T. Alonzo, Vice-President for Administration and Finance and BAC Chairperson. Joining him were Dr. Billy Joe V. Villena, BAC Vice-Chairperson and Director of the Auxiliary Services Office; BAC members Dr. Maria Krisvie Abigale F. Mendoza, Dean of the College of Education, and Dr. Alfredo L. Taluban, Dean of the College of Engineering and Technology. The delegation also included Dr. Marivic A. Capalad, President of the Bulacan Agricultural State College Faculty and Employee Association (BASCFEA). Also in attendance were Ms. Rona Angela O. Clarin, BAC Secretariat Head, and BAC Secretariat members Mr. Ronald Allan Z. Bautista, Ms. Marilyn P. Alvarez, and Ms. Sheryl L. Gregorio.

Through this engagement, the BAC and its Secretariat reaffirm their strong commitment to upholding the principles of transparency, accountability, efficiency, and integrity in all procurement activities of the College. The Bulacan Agricultural State College (BASC) Bids and Awards Committee (BAC) successfully conducted a benchmarking activity on 📅 March 24, 2026, at Western Philippines University (WPU) Main Campus in Aborlan, Palawan, aimed at strengthening procurement practices and promoting transparency, efficiency, and accountability in public service.

👥 The BASC delegation was headed by Dr. Ronald Reagan T. Alonzo, Vice-President for Administration and Finance and BAC Chairperson. Joining him were Dr. Billy Joe V. Villena, BAC Vice-Chairperson and Director of the Auxiliary Services Office; BAC members Dr. Maria Krisvie Abigale F. Mendoza, Dean of the College of Education, and Dr. Alfredo L. Taluban, Dean of the College of Engineering and Technology. The delegation also included Dr. Marivic A. Denosta, OIC of the Procurement Office, presented the university’s best practices in procurement. This was followed by an engaging exchange of ideas and sharing of best practices between the two institutions.

🏛️ After the discussion, the delegation was received by Mr. Joseph Dominic S. Liao, Executive Assistant to the University President, Dr. Amabel S. Liao. In the afternoon, the group visited the College of Education and was welcomed by Dr. Mary Jane D. Gamozo, Dean of the College of Education.

🚐 The benchmarking activity continued at the WPU Puerto Princesa Campus, where the delegation was warmly welcomed by Dr. Ria S. Sariego, Vice-President for Administration and Finance, who further shared the university’s procurement best practices. The group also visited the office of the WPU Faculty Union and was welcomed by Mr. Rodulf Anthony T. Balisco.

The Bulacan Agricultural State College (BASC) successfully conducted a benchmarking and benchlearning activity at Palawan State University (PSU) on March 23, 2026, with a primary focus on procurement best practices.

The BASC delegation was headed by Dr. Ronald Reagan T. Alonzo, Vice-President for Administration and Finance and Chairperson of the Bids and Awards Committee (BAC). Joining him were Dr. Billy Joe V. Villena, BAC Vice-Chairperson and Director of the Auxiliary Services Office, along with BAC members Dr. Maria Krisvie Abigale F. Mendoza, Dean of the College of Education, and Dr. Alfredo L. Taluban, Dean of the College of Engineering and Technology.

Also part of the delegation were Dr. Marivic A. Capalad, President of the Bulacan Agricultural State College Faculty and Employee Association (BASCFEA); Dr. Robert A. Capalad, Director of the General Services, Security, and Transportation Office (GSSTO); and Dr. Regulus A. Caibigan, Artistic Director of the BASC Folkloric Group.

The BASC delegation also engaged in meaningful discussions with PSU officials, gaining deeper understanding of their systems, strategies, and innovations in procurement management. In addition, the team visited several offices under PSU’s Administration and Finance Services Division, further enriching the learning experience through exposure to their operational workflows and support mechanisms.
