As Development Communication students, this is one thing we cannot simply look past.
The discussion on PAX Silica and mining is not just about whether we are pro-development or anti-development. Student leaders were invited into the conversation. Then questions were raised. Some participants left feeling that their concerns were not really answered.
That deserves a conversation of its own.

Development Communication is not about making a message more convincing. It is about making development more ๐ฝ๐ฎ๐ฟ๐๐ถ๐ฐ๐ถ๐ฝ๐ฎ๐๐ผ๐ฟ๐, ๐ฝ๐ฒ๐ผ๐ฝ๐น๐ฒ-๐ฐ๐ฒ๐ป๐๐ฒ๐ฟ๐ฒ๐ฑ, ๐ฎ๐ป๐ฑ ๐ฎ๐ฐ๐ฐ๐ผ๐๐ป๐๐ฎ๐ฏ๐น๐ฒ.
So this is not a call to blindly reject every development proposal. It is a call to ๐น๐ผ๐ผ๐ธ ๐ฐ๐น๐ผ๐๐ฒ๐ฟ, ๐ฎ๐๐ธ ๐ต๐ฎ๐ฟ๐ฑ๐ฒ๐ฟ, ๐ฎ๐ป๐ฑ ๐ฟ๐ฒ๐ณ๐๐๐ฒ ๐๐ผ ๐น๐ฒ๐ โ๐ฑ๐ฒ๐๐ฒ๐น๐ผ๐ฝ๐บ๐ฒ๐ป๐โ ๐ฏ๐ฒ๐ฐ๐ผ๐บ๐ฒ ๐ฎ ๐๐ผ๐ฟ๐ฑ ๐๐ต๐ฎ๐ ๐ฒ๐ป๐ฑ๐ ๐๐ต๐ฒ ๐ฐ๐ผ๐ป๐๐ฒ๐ฟ๐๐ฎ๐๐ถ๐ผ๐ป.

There is something deeply unsettling about hearing โ๐๐๐๐๐๐ ๐๐ ๐๐๐-๐๐๐๐๐๐ ๐ผ๐๐ฟ ๐๐๐-๐๐๐๐๐๐๐๐๐๐๐โ inside a gathering presented as โ๐๐ข๐ณ๐ข ๐ด๐ข ๐๐ข๐ญ๐ช๐ฌ๐ข๐ด๐ข๐ฏ, ๐๐ข๐ฃ๐ข๐ฏ ๐ด๐ข ๐๐ข๐ต๐ช๐ธ๐ข๐ญ๐ช๐ข๐ฏ, ๐๐ข๐ณ๐ข ๐ด๐ข ๐๐ข๐จ๐ข๐ฏ๐ฅ๐ข๐ฏ๐จ ๐๐ช๐ฏ๐ข๐ฃ๐ถ๐ฌ๐ข๐ด๐ข๐ฏ.โ Not because mining or development should never be discussed, nor because the government has no right to defend its policies, but because putting a green ribbon around an agenda does not make it environmentally or socially harmless.
๐ผ๐ฃ๐ ๐๐ฉ ๐๐๐ฅ๐ฅ๐๐ฃ๐๐ ๐๐ฉ ๐พ๐๐ฃ๐ฉ๐ง๐๐ก ๐๐๐ฃ๐๐๐ฃ๐๐ค ๐๐ฃ๐๐ซ๐๐ง๐จ๐๐ฉ๐ฎ (๐พ๐๐).
On August 14, 2026, the Office of the Presidential Adviser for Mindanao Concerns (OPAMC), under the Office of the President, brought SIGAW MindaNOW to CMU in coordination with the DILG, DENR, and the City Government of Valencia. Presented as a youth-oriented initiative for environmental advocacy, civic participation, and a better future, the gathering placed student leaders directly before a government-led narrative. What began under the language of environmental protection eventually opened into discussions surrounding mining and PAX Silica.
That shift raises an uncomfortable question:
๐๐๐๐ผ๐ ๐ฝ๐ผ ๐๐ผ๐๐ผ๐๐ผ ๐๐ ๐๐๐๐ฟ๐ผ๐๐ผ๐โ๐ ๐๐๐๐ผ๐ ๐๐ ๐๐ผ๐๐ผ๐พ๐ผร๐ผ๐๐?
Student leaders are not simply another audience. They lead organizations, influence their peers, and carry conversations beyond the campus. Bringing a government narrative directly into that space therefore matters, especially amid growing criticism surrounding PAX Silica. Why bring this message to student leaders now? Why place mining and PAX Silica inside a gathering framed around environmental protection and a better future? These are not claims about anyoneโs private intentions, but legitimate questions about the effect of the strategy and the audience it chose.
President Ferdinand Marcos Jr. has promoted PAX Silica as part of the Philippinesโ push toward critical minerals, semiconductors, artificial intelligence, advanced manufacturing, and global supply chains. The Philippinesโ participation in the US-led Pax Silica initiative places the project within a much larger economic and geopolitical framework. The promises are attractive: jobs, investment, innovation, industrialization. But development does not erase the questions that come with it. Critical minerals still have to be extracted, industrial expansion still consumes resources, and communities can still bear environmental and social costs. Foreign participation also demands scrutiny over control and whose interests ultimately benefit.
According to participants, these concerns were raised during the open forum, but some responses did not directly address the questions being asked, with โ๐ต๐ณ๐ถ๐ด๐ต ๐ต๐ฉ๐ฆ ๐ฑ๐ณ๐ฐ๐ค๐ฆ๐ด๐ดโ offered instead. An open forum should be more than an opportunity to speak; it should create an opportunity to be heard.
๐๐ช๐ฃ๐ ๐ข๐๐ฎ ๐จ๐๐๐๐๐ช๐๐ง๐๐จ, ๐๐ฅ๐๐ ๐๐ฉ๐. ๐๐ช๐ฃ๐ ๐ข๐๐ฎ ๐ฅ๐๐ฃ๐๐๐ฃ๐๐, ๐ฅ๐๐-๐ช๐จ๐๐ฅ๐๐ฃ. ๐๐ช๐ฃ๐ ๐ข๐๐ฎ ๐๐๐ฃ๐๐ฅ๐๐จ๐ฎ๐ค, ๐ฅ๐๐ฉ๐ช๐ฃ๐๐ฎ๐๐ฃ.
Trust cannot be demanded from the people expected to live with the consequences of decisions made above them.
This is why โ๐๐ข๐ณ๐ข ๐ด๐ข ๐๐ข๐ญ๐ช๐ฌ๐ข๐ด๐ข๐ฏโ cannot be allowed to settle the conversation. Environmental language does not automatically answer environmental questions.
A slogan is not an environmental impact assessment.
If the event was genuinely intended to encourage civic participation, then students must have the freedom and information necessary to challenge the agenda presented to them.
And this is where CMU deserves scrutiny, too. The university may not endorse every position expressed within its walls, but providing a platform for a powerful government narrative carries a responsibility to preserve the space where that narrative can be challenged. A university that teaches critical thinking should not merely create audiences for power; it should create citizens capable of questioning it.
For the student leaders who attended, one distinction must remain clear:

Being in the room does not mean agreeing with everything presented there, just as listening does not require surrendering judgment. Student leaders have every right to attend, question, disagree, and leave unconvinced. Hindi dekorasyon ang kabataan sa agenda ng pamahalaan.
The larger issue is the power behind PAX Silica itself. The United States seeks secure access to critical-mineral supply chains. The Philippine government seeks investment and industrialization. Businesses seek resources and markets. These interests may intersect, but they are not necessarily equal. The questions therefore remain: Whose resources? Whose supply chains? Whose interests? And when promised prosperity comes with a cost, who carries it?
That is where imperialism must be examined beyond its traditional image of occupation. In a global economy where powerful countries compete for critical resources, technology, and strategic supply chains, the Philippines must ask whether it is shaping the terms of its own development or simply positioning itself to serve priorities established elsewhere.

Then came the statement: โ๐๐ถ๐ณ ๐๐ณ๐ฆ๐ด๐ช๐ฅ๐ฆ๐ฏ๐ต ๐ญ๐ฐ๐ท๐ฆ๐ด ๐๐ถ๐ฌ๐ช๐ฅ๐ฏ๐ฐ๐ฏ.โ
If President Ferdinand Marcos Jr. loves Bukidnon, then Bukidnon deserves more than a line in a presentation. It deserves young people who are informed enough to question what is being presented to themโnot persuaded into agreement simply because the message arrives wrapped in environmentalism, development, and presidential praise.
Perhaps the government genuinely came to inform students. Perhaps it genuinely wanted dialogue. We cannot claim to know what Marcos Jr. privately intended. But we can question the strategy: after the criticism surrounding PAX Silica, why bring the message directly to student leaders, and why place it within an initiative carrying the language of environmental protection and civic participation?
Maybe the administration is simply making its case.
Then let CMUans make theirs.
Let students examine the promises, question the assumptions, demand evidence, and decide for themselves what kind of development they are willing to support. Because political agendas do not always arrive announcing themselves as political agendas. Sometimes they come wrapped in the language of jobs, investment, innovation, environmentalism, and a โbetter future.โ
And sometimes, ๐ฉ๐๐๐ฎ ๐๐ง๐๐ฌ๐ก ๐๐ฃ๐ฉ๐ค ๐ ๐ช๐ฃ๐๐ซ๐๐ง๐จ๐๐ฉ๐ฎ ๐๐ฃ๐ ๐๐จ๐ ๐ฉ๐๐ ๐จ๐ฉ๐ช๐๐๐ฃ๐ฉ๐จ ๐ฉ๐ค ๐ก๐๐จ๐ฉ๐๐ฃ.
If ๐๐๐๐๐ ๐๐ช๐ฏ๐ฅ๐ข๐๐๐ is truly meant to amplify the voice of Mindanao, then that voice must be free to disagree with whoever holds power.
