As we reach the final day of National Women’s Month, I want to take a moment to celebrate the powerhouse team I am lucky enough to work with every day.

In our office—the IPOU-ITSO-KTTO—innovation isn't just about machines and codes; it’s about the brilliance, grit, and "Girl Power" of the women behind the scenes. From navigating complex patents to driving technology transfer and protecting the creative legacies of our university, these modern-day Babaylans are the heartbeat of our innovation ecosystem.

To the IPOU-ITSO-KTTO team: Thank you for your tireless dedication. You prove every day that when Filipinas lead, progress follows.

We’re closing this month with gratitude, but we’re carrying this empowerment straight into National IP Month this April. Watch out, because this team is just getting started!

Eastern Samar State University (ESSU) successfully conducted its 1st Quarter Institutional In-House Review of Proposed and Completed Research on March 25–26, 2026 at the AVR, Graduate School, ESSU Main Campus.

The two-day activity gathered faculty researchers and evaluators in a collaborative platform aimed at strengthening the quality, relevance, and impact of research outputs across the University. The event featured the presentation and evaluation of both proposed and completed research projects, ensuring alignment with institutional priorities and research standards.

The program formally opened with an inspirational message delivered by Dr. Aris A. Lapada, Vice President for Research, Innovation, and Extension Services, on behalf of University President Dr. Andres C. Pagatpatan Jr. He also presented the rationale of the activity, highlighting the University’s commitment to advancing a strong research culture.

The review sessions provided a venue for constructive feedback, scholarly exchange, and continuous improvement of research undertakings.

The activity concluded with closing remarks from Dr. Delbert A. Dala, R&D Director, emphasizing the importance of sustained research excellence and innovation in advancing the University’s mission.

Through initiatives like this, ESSU continues to foster a strong research culture, empowering its academic community to generate impactful knowledge and solutions for local and global challenges.

Eastern Samar State University proudly celebrates a remarkable milestone as it was conferred the 2025 Platinum Cluster Award during the ITSO Presidents’ Summit and General Assembly 2026 held on March 25–26, 2026 in Iloilo City. This prestigious recognition highlights ESSU’s outstanding performance and sustained excellence in innovation, intellectual property generation, and technology transfer initiatives under the Intellectual Property Office of the Philippines.

Representing the University and its President, Dr. Andres C. Pagatpatan, Jr., were Dr. Kimberly Michelle Q. Operario, Director of the Intellectual Property Office of the University and General Manager of ITSO-KTTO, and Ms. Melicil L. Palada, Head of the Technology Commercialization and Marketing Unit.

The award affirms the strong and dynamic efforts of ESSU’s Intellectual Property Office of the University, Innovation and Technology Support Office, and Knowledge and Technology Transfer Office, all supervised by the Office of the Vice President for Research, Innovation and Extension Services.

This achievement reflects ESSU’s unwavering commitment to excellence, research productivity, and impactful innovation for regional and national development.

March 10, 2026 — The Department of Science and Technology (DOST) convened a status meeting at the DOST Eastern Samar Provincial Office with partners from Eastern Samar State University (ESSU), the 4Ps Partylist and the Eastern Samar Congressional District Office to discuss the progress of the project titled “Innovation and Technology Support for the Development of the Community-Based Enterprise Under Circular Economy on Solid Waste Products in Northern Municipalities of Eastern Samar.”

The project has a total cost of Php 2,073,660.00, funded through DOST–GIA amounting to Php 1,300,000.00 with ESSU counterpart funding of Php 773,660.00.

Representing Eastern Samar State University and its President, Dr. Andres Pagatpatan Jr., the meeting was attended by Dr. Aris Lapada, Vice President for Research, Innovation and Extension Services, together with TESO Director Dr. Ma. Natalia Ciasico and TESO personnel Mr. Hilario Domingo Chicano and Mr. Dexter Orgasan.

From the Department of Science and Technology, the meeting was attended by Dr. Rufino Mengote, Assistant Regional Director for Finance and Administrative Services; Dr. Arnaldo Amosco, Provincial Director; and Dr. Melvin Joel Sacmar, Assistant Provincial Director, along with other DOST personnel.

Also present during the meeting was Mr. Margarito Guasis, representing the 4Ps Partylist and the Eastern Samar Congressional District Office.

The meeting focused on the status and progress of the project implementation, strengthening coordination among partner institutions, and ensuring the effective delivery of innovation and technology support for community-based enterprises under the circular economy framework, particularly in the northern municipalities of Eastern Samar.

This collaboration highlights the continued commitment of DOST, ESSU, the 4Ps Partylist and Eastern Samar Congressional District Office to advance sustainable technologies, waste management innovation, and inclusive community development in Eastern Samar.

The Office of the Vice President for Research, Innovation and Extension Services conducted an online strategic meeting on March 10, 2026 with the participation of personnel from the main campus and external campuses.

Prior to this activity, a preliminary meeting was conducted on March 6, 2026 at the main campus to initially discuss the key agenda and institutional priorities of the Office.

The meeting focused on several key institutional priorities, including the completion and finalization of the Eastern Samar State University Research, Development, Innovation and Extension Agenda (ERDIEA), the initial planning and preparatory activities for the 2026 International Conference on Innovation, Disaster Risk Reduction, and Management (2026 ICIDRRM), and the preparation for the upcoming ISO External Audit.

During the meeting, participants engaged in discussions and collaborative planning to ensure the alignment of research, development, innovation, and extension initiatives across all campuses of the University. The activity also emphasized strengthening institutional readiness for quality assurance processes and enhancing the strategic direction of ESSU’s research, Innovation and extension programs.

Through this collaborative effort, OVPRIES continues to reinforce ESSU’s commitment to excellence in research, innovation, and extension services in support of the University’s mission and institutional development goals.

The Office of the Vice President for Research, Innovation, and Extension Services (OVPRIES) of Eastern Samar State University conducted a meeting on March 6, 2026 to discuss important institutional initiatives and upcoming activities.

The meeting focused on the initial planning for the 2026 International Conference on Disaster Risk Reduction and Management (ICIDRRM), preparations of OVPRIES for the upcoming ISO External Audit, and the harmonization of Research and Development (R&D) and Extension priorities in line with the development of the Eastern Samar State University Research, Development, Innovation and Extension Agenda (ERDIEA).

The session concluded with a workshop on the Mapping of Research, Development, and Extension (RDE) programs and projects per academic program, which will serve as a key input for the completion of the ERDIEA

The meeting was presided over by the Vice President for Research, Innovation, and Extension Services, Dr. Aris Lapada, and was attended by the OVPRIES Directors and personnel, including Dr. Ma. Natalia Ciasico (TESO Director), Dr. Delbert Dala (RDSO Director), Dr. Kimberly Michelle Operario (IPOU Director), and Dr. Riomar Obliopas (Assistant Director RDSO), along with other designated staff from the concerned offices.

This activity reflects ESSU’s continuing commitment to strengthening its research, innovation, and extension programs in support of institutional development and community engagement.
