𝐏𝐚𝐧𝐠𝐚𝐬𝐢𝐧𝐚𝐧 𝐒𝐭𝐚𝐭𝐞 𝐔𝐧𝐢𝐯𝐞𝐫𝐬𝐢𝐭𝐲 (𝐏𝐒𝐔) conducted a 𝐖𝐨𝐫𝐤𝐬𝐡𝐨𝐩 𝐨𝐧 𝐂𝐚𝐦𝐩𝐮𝐬 𝐂𝐒𝐌 𝐆𝐅𝐨𝐫𝐦 𝐂𝐮𝐬𝐭𝐨𝐦𝐢𝐳𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐂𝐚𝐬𝐜𝐚𝐝𝐢𝐧𝐠 𝐨𝐟 𝟐𝟎𝟐𝟔 𝐌𝐨𝐧𝐢𝐭𝐨𝐫𝐢𝐧𝐠 𝐚𝐧𝐝 𝐄𝐯𝐚𝐥𝐮𝐚𝐭𝐢𝐨𝐧 (𝐌&𝐄) 𝐀𝐧𝐧𝐮𝐚𝐥 𝐎𝐩𝐞𝐫𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐏𝐥𝐚𝐧 (𝐀𝐎𝐏) Targets on January 20, 2026, held at the Director’s Office, PSU Main, Lingayen, Pangasinan.

The workshop was attended by all Quality Assurance (QA) Coordinators of PSU, with the aim of strengthening institutional mechanisms for customer satisfaction measurement, performance monitoring, and risk management across all campuses.

The activity formally commenced with an in-depth discussion on Customer Satisfaction Measurement (CSM) and Annual Operational Planning (AOP) led by 𝐃𝐫. 𝐃𝐚𝐯𝐢𝐝 𝐋𝐢𝐯𝐢𝐧𝐠𝐬𝐭𝐨𝐧𝐞 𝐑𝐚𝐦𝐨𝐬, Director of the Monitoring and Evaluation Unit, Office of the Vice President for Quality Assurance (OVPQA). Dr. Ramos emphasized the importance of data-driven decision-making and the alignment of campus-level targets with the university’s strategic goals for 2026.

This was followed by a session on the new Risk Management Plan (RMP), highlighting the updated Key Performance Indicators (KPIs) and the new Risk Register Template, facilitated by 𝐏𝐫𝐨𝐟. 𝐂𝐡𝐫𝐢𝐬𝐭𝐢𝐚𝐧 𝐏𝐚𝐮𝐥 𝐒𝐨𝐫𝐢𝐚𝐧𝐨, University Head of the Risk Management Unit. The discussion focused on strengthening institutional preparedness, proactive risk identification, and mitigation strategies at the campus and unit levels.

In the afternoon, the workshop concluded with the presentation of the new campus-specific CSM tool, led by 𝐃𝐫. 𝐂𝐞𝐥𝐞𝐬𝐭𝐞 𝐌𝐞𝐫𝐜𝐚𝐝𝐨, Vice President for Quality Assurance. The session allowed for an open discussion and exchange of insights among the QA Coordinators to further refine and contextualize the tool per campus.

𝐃𝐫. 𝐌𝐞𝐫𝐜𝐚𝐝𝐨 also commended 𝐏𝐒𝐔–𝐁𝐢𝐧𝐦𝐚𝐥𝐞𝐲, particularly the 𝐁𝐚𝐜𝐡𝐞𝐥𝐨𝐫 𝐨𝐟 𝐒𝐜𝐢𝐞𝐧𝐜𝐞 𝐢𝐧 𝐅𝐢𝐬𝐡𝐞𝐫𝐢𝐞𝐬 program, for its 𝐂𝐞𝐧𝐭𝐞𝐫 𝐨𝐟 𝐄𝐱𝐜𝐞𝐥𝐥𝐞𝐧𝐜𝐞 (𝐂𝐎𝐄) application and 𝐀𝐔𝐍-𝐐𝐀 𝐜𝐞𝐫𝐭𝐢𝐟𝐢𝐜𝐚𝐭𝐢𝐨𝐧 within the year. In addition, she recognized the 𝐏𝐒𝐔–𝐁𝐢𝐧𝐦𝐚𝐥𝐞𝐲 𝐂𝐚𝐦𝐩𝐮𝐬 for being scheduled for an 𝐈𝐧𝐬𝐭𝐢𝐭𝐮𝐭𝐢𝐨𝐧𝐚𝐥 𝐀𝐜𝐜𝐫𝐞𝐝𝐢𝐭𝐚𝐭𝐢𝐨𝐧 (𝐈𝐀) 𝐛𝐲 𝐀𝐀𝐂𝐂𝐔𝐏 this year, highlighting the campus’s strong commitment to quality assurance and continuous improvement.

In a significant academic achievement, the Pangasinan State University – Binmaley Campus proudly announces that the Bachelor of Science in Environmental Science (BSES) and Bachelor of Science in Criminology (BSCrim) programs have successfully earned Level III Accreditation from the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP) following the rigorous survey visit last August. This recognition underscores the campus’s sustained commitment to delivering excellent higher education programs that meet national quality standards.

The AACCUP accreditation process — the country’s premier quality assurance system for state universities and colleges — evaluates academic programs across multiple areas such as instruction, faculty competencies, research output, extension services, student support, and infrastructure. Achieving Level III signifies that both programs have demonstrated outstanding performance and quality compliance beyond minimum requirements, indicating maturity in best practices and teaching excellence.

University officials, faculty, and staff have expressed profound pride in this achievement, noting that it reflects the collective efforts of the entire PSU-Binmaley academic community. The milestone is expected to enhance institutional reputation, provide greater academic opportunities for students, and strengthen stakeholder confidence in these degree programs.

“Level III accreditation from AACCUP is not merely a title,” Dr. Joseph Campit, Campus Executive Director of PSU-Binmaley said. “It is proof of our dedication to continuous improvement, academic rigor, and the holistic development of our students who are future professionals in environmental science and criminal justice.”

The Quality Assurance Office highlighted that this success would not be possible without the hard work of faculty members, the support of administrative units, and the cooperation of students throughout the accreditation cycle. The Pangasinan State University–Binmaley Campus conducted its Mock Audit and Preparatory Meeting today in preparation for the upcoming Educational Organization Management System (EOMS) External Audit.

The activity formally opened with a prayer, setting a reflective and focused atmosphere for the entire session. This was followed by the Recitation of the PSU EO Policy, led by Campus PRIO Dr. Syrenzo Sicuan.

Guided by the leadership of the Campus Executive Director, Dr. Joseph B. Campit, the meeting gathered all Process Owners, Unit Heads, and Internal Auditors to revisit roles, responsibilities, and audit requirements as aligned with the adjusted Campus Management System Internal Audit schedule indicated in the Office Advisory issued by the Campus QA Office.

During the program, Dr. David Livingstone T. Ramos, Director for Monitoring & Evaluation, who also serve as the Audit Team Leader provided the Opening Message, emphasizing the importance of preparedness, documentation accuracy, and compliance with the standards of the University’s management systems.

The session was further strengthened by the practical and highly useful insights of Campus Internal Auditors, who offered reminders and best practices essential for audit readiness.

As part of the documentation strengthening efforts, the Campus Quality Assurance Office, in collaboration with the Document Control Center (DCC), facilitated manual checking and document updates. Mrs. Euniclaine Dela Peña, Campus Document Control Custodian and Records Officer, also assisted in reviewing controlled documents to ensure their completeness and alignment with campus processes.

This preparatory activity underscores the campus’ proactive approach in ensuring that PSU–Binmaley is fully equipped and compliant ahead of the EOMS External Audit. The collective effort of all units and auditors reflects a shared commitment to quality and continuous improvement.

The Campus QA Office extends its appreciation to all Process Owners, Internal Auditors, and support staff who actively participated and recognizes the leadership and direction of CED Dr. Joseph B. Campit, whose commitment continues to strengthen the campus quality culture.

Pangasinan State University President, Dr. Elbert M. Galas, gathered university officials for a management review held on June 20, 2025.

Dr. Galas shared that through the said meeting, the scrutiny of processes and concerns from the campuses and the main office would be raised to provide concrete solutions and establish refined mechanisms.

"With all the certifications that the university has undergone, we can say that addressing and fine-tuning issues has become easier for us because we already have a strong grounding in understanding what best suits the processes," President Galas added.

In stipulation, the conduct of management review is still anchored with the University's continual commitment to quality improvement under its Educational Organizations Management System (EOMS).

"The University Management Review will take into consideration the results and recommendations arising from the recently concluded Campus Management Reviews. These campus-level findings will be consolidated and presented for discussion and decision-making during the university-wide session," VP for QA Dr. Celeste T. Mercado, the spearheading division, said.

Dr. Galas was joined by the Vice Presidents – Dr. Manolito C. Manuel for Academic and Student Services (OVPASS), Dr. Rosario DL. Valencerina for Administrative and Finance Management (OVPAFM), Dr. Razeale G. Resultay for Research, Extension and Innovation (REI), Dr. Ian D. Evangelista for Local and International Affairs (OVPLIA) and Dr. Celeste T. Mercado for Quality Assurance (OVPQA).

The Campus Executive Directors from the nine PSU campuses together with Dir. Gregorio Delos Angeles for Planning Office, Faculty Regent Mr. Ace John Mark P. Liwanag, campus quality assurance and planning coordinators were also present at the Kalachuchi Hall of PSU GLH. Other officials joined online via Zoom platform.

In a dynamic convergence of two academic giants, the College of Criminal Justice from Cavite State University (CvSU) Indang Campus made a powerful visit to Pangasinan State University – Binmaley Campus for a one-day benchmarking activity that spotlighted research innovation, quality assurance excellence, and criminology education at its finest.

Led by Dean Dr. Marissa Ikan, the CvSU delegation engaged in a collaborative exchange with PSU’s College of Criminal Justice Education headed by Dean Dr. Romeo Caloza and QA Unit, anchored on the theme: “Meeting of Minds: Bridging Excellence through Shared Academic Practices.”

The day kicked off with a fun and energizing Zumba session, setting the mood for a dynamic exchange. This was followed by the formal program hosted by QA Coordinator Kier Collado. In her welcome remarks, Campus Executive Director Dr. Marie Claire B. Briones warmly welcomed the CvSU team and emphasized PSU’s commitment to academic integrity and institutional partnerships.

Among the highlights of the program was a comprehensive talk by Prof. Francis Albert T. Argente, Research Development Coordinator, who shared PSU Binmaley’s research processes, extension initiatives, and the strong role of its Quality Assurance mechanism in sustaining a research-driven culture. He proudly highlighted PSU’s distinction as the first SUC in the country certified for both QMS (ISO 9001:2015) and EOMS (ISO 14001:2015)—a testament to the university’s systemic approach to quality and environmental responsibility.

The CvSU delegates engaged actively during the session, raising insightful questions on topics such as proposal vetting, student research engagement, ethical reviews, and practical field applications—fostering a meaningful exchange of ideas that enriched both institutions.

Best practices in research and extension were also shared by Ms. Danschiel Genre Dean B. Ramos, faculty researcher of CCJE, while Sir Jan Michael Fernandez, Dean of Student Services and Alumni Affairs, gave valuable input on student development, internship linkages, and campus-wide support systems that contribute to the success of PSU Binmaley’s BS Criminology program.

In her Closing Remarks, Prof. Saylee M. Hondrado, Chairperson of the College of Criminal Justice Education, expressed deep gratitude to the CvSU delegation for their interest and engagement, highlighting the value of shared learning in uplifting the standard of criminology education in the country.

The QA Unit extends its heartfelt appreciation to the CvSU College of Criminal Justice, headed by Dean Dr. Marissa Ikan, for choosing PSU Binmaley as a benchmarking partner. This visit not only reinforced academic excellence but also strengthened the spirit of collaboration between SUCs.

Pangasinan State University – Binmaley Campus welcomed Atty. Dessa U. Estrada and Dr. Myrelle Faith D. Mina, Education Supervisors II from CHED Regional Office I, for an ocular and inspection visit held at the Employees’ Lounge. The activity focused on assessing the institution’s compliance with CHED standards and its preparedness for future academic advancements.

CHED R1 commended the campus for its organized facilities, presence of qualified faculty, and well-documented processes. The Bachelor of Science in Environmental Science program received special recognition for its relevance and potential, being the only program of its kind in the province, with promising career opportunities especially in LGUs and environmental planning.

Also highlighted was the upcoming Level III AACCUP accreditation of the BS Criminology program this August. CHED noted that once Level III status is achieved, the campus may already initiate a feasibility study and begin the process of applying to offer the Master of Science in Criminology (MS Crim) — a strategic step toward expanding PSU Binmaley’s academic offerings at the graduate level.

This milestone activity was conducted under the leadership of Dr. Marie Claire B. Briones, Campus Executive Director, whose guidance continues to steer the campus toward quality and development.
