. In view of the directive of the Malacaรฑang, through Memorandum Circular No. 128, and with the continuous inclement weather, Governor Dr. Melchor Daguines Diclas said face to face classes in all levels (private and public) are hereby suspended on Tuesday, August 18.

Schools are encouraged to implement appropriate alternative learning modalities and other learning continuity measures, as may be feasible, to ensure that learning activities continue while face-to-face classes are suspended.

Aquisan, suspendido ang lahat ng face-to-face classes sa lahat ng antas (Preschool to Senior High School) sa mga pampubliko at pribadong paaralan sa buong Munisipyo ng Kabayan sa araw ng Huwebes, Agosto 13, 2026, dulot ng kasalukuyang habagat (Southwest Monsoon).

Ang kautusang ito ay ipinatutupad upang matiyak ang kaligtasan ng mga mag-aaral, g**o, at kawani ng paaralan. Upang matiyak ang tuloy-tuloy na edukasyon ng mga mag-aaral, mahigpit na ipinapayo sa mga g**o at magulang na gumamit ng alternatibong paraan ng pagkatuto gaya ng modular learning, online learning, at home-based activities.

Pinapayuhan ang lahat na manatiling ligtas, umiwas sa mga aktibidad sa labas, at patuloy na subaybayan ang mga opisyal na abiso mula sa LGU Kabayan at kaukulang ahensya.

Diclas, through Executive Order No. 2026-60, has ordered the suspension of face-to-face classes from PRESCHOOL TO SENIOR HIGHSCHOOL (both public and private institutions) throughout the Province of Benguet on Wednesday, AUGUST 12, 2026.

The suspension will provide educational institutions with sufficient time to assess the condition of their respective areas, recover from the impacts of the week-long rainfall, clean and restore school facilities, and ensure a safe environment for the resumption of classes. This is also in consideration of the Southwest Monsoon (Habagat), which may still bring cloudy skies, scattered rains, and thunderstorms across the province.

The suspension is being implemented due to the continuous heavy rainfall brought about by the enhanced Southwest Monsoon (Habagat), further intensified by Typhoon โ€œDolphin.โ€ The situation has also resulted in numerous landslides and other weather-related hazards in various areas of the province.

According to DOST-PAGASA, Benguet may receive 100 to 200 millimeters of rainfall on Monday, August 10, while 50 to 100 millimeters of rainfall is expected on Tuesday, August 11.

Governor Diclas urged all residents to exercise extreme caution and remain vigilant amid the prevailing weather conditions. The public is advised to follow the instructions and advisories issued by their respective local government units (LGUs),evacuate immediately when necessary or when instructed by authorities, avoid unnecessary travel, especially in areas prone to flooding and landslides; and
Stay updated on the latest weather bulletins and safety advisories from local authorities and DOST-PAGASA.

The provincial government continues to call on everyone to prioritize safety and preparedness as adverse weather conditions persist across Benguet.

As of the 2:00 PM PAGASA Weather Bulletin, Benguet remains under Tropical Cyclone Wind Signal (TCWS) No. 1 due to the prevailing weather conditions.

In view of these conditions, the extension of the suspension of face-to-face classes is intended to ensure the safety and well-being of students, school personnel, and the general public by reducing exposure to these weather-related risks.

The public is advised to remain vigilant, avoid non-essential travel, and continue monitoring official weather advisories for updates.

Partnership forged for Hollow Block Making Training for ALS learners

BALLAY, KABAYAN, BENGUET โ€” Ballay Integrated School has formalized a partnership with the Gusaran HBM Association and the Rural Improvement Club to launch a specialized Hollow Block Making Skills Training Program, designed exclusively for its Alternative Learning System (ALS) learners.

Representing the Gusaran HBM Association are President Jenifer T. Buyagan, Julie Ann C. Mendoza, Rio B. Colongey, Hariet C. Basta, Yolanda T. Belting, Liza M. Mangurnong, Andre W. Abad, and Bobby A. Abad Jr.

The landmark agreement was signed in a simple ceremony witnessed by key education and community officials: Barangay Officials Representatives Mr. Santiago Ballagan and Mr. Saturnino Minas, PTA Officers led by Mr. Christopher Cariรฑio, School Head Mrs. Melin W. Abad and ALS Teacher Mrs. Deborah T. Bugnay

โ€œThese are skills for future use โ€” for employment, for starting a small business, or for personal purposes,โ€ said Mrs. Abad.

Generous donations for the training were also secured: sand was donated by Mr. Julius Belao, while cement was donated by Mr. Domingo Bugnay.

This initiative aims to equip ALS learners with practical, hands-on skills to help them build sustainable income and self-reliance. Technical expertise and other resources are provided by the Gusaran HBM Association and Rural Improvement Club, while the school handles participant preparation and coordination. The training officially begins on the same day the agreement was signed.
