[NEWS] 𝗙𝗡𝗛𝗦 𝗶𝗻𝗱𝘂𝗰𝘁𝘀 𝗦𝗦𝗟𝗚, 𝗦𝗚𝗖, 𝗛𝗣𝗧𝗔, 𝗦𝗣𝗧𝗔 𝗢𝗳𝗳𝗶𝗰𝗲𝗿𝘀

A fresh batch of SSLG, SGC, HPTA, and SPTA officers took their oath of responsibility as FNHS conducted the 1st School Parents and Teachers Association (SPTA) General Assembly cm Induction Program.

The officers were inducted by Hon. Allan Cogollodo and Hon. Teresso C. Abastilla, City Councilors of Bayugan City; Wendel C. Federicos, Assistant Principal of Fili National High School; and Anjet O. Calaque, Teacher VI and incoming Assistant Principal of FNHS.

Meanwhile, Ms. Calaque discussed the school inspection, safety measures, and the intensified implementation of DO 6, s. 2026, or the Guidelines on Ensuring a Safe and Motivated Learning Environment (ESMLE) with the SPTA body.

"...Ug nisalig kanamo mga Fili National High School teachers nga mahimong ikaduhang ginikanan sa inyong mga anak, and we assure nga safe ang tanan dinhi," said Mr. Federicos after the ESMLE discussion.

"...tungod kay among paningkamutan nga mahatag namo ang among responsibilidad isip ikaduhang ginikanan sa atuang mga anak," he added.

Further, the re-elected SPTA President, Mr. Arnold Labrado, delivered the Financial Status Report of the previous school year's SPTA, citing the valuable contributions and projects the association has provided to the school.

The select parents and the SSLG then showcased their talents during an intermission in the program.

On the other hand, Mr. Federicos also congratulated Mr. Rey Julius Ranoco on his incoming installation as School Head of Mt. Bulawan Integrated School.

He then congratulated Ms. Calaque on her incoming installment as Assistant Principal for FNHS.

The event concluded with a hearty and nutritious lunch, courtesy of the parents' food preparation for the Nutrition Month Celebration.

𝐌𝐠𝐚 𝐛𝐚𝐠𝐚𝐲 𝐧𝐚 𝐝𝐚𝐩𝐚𝐭 𝐠𝐚𝐰𝐢𝐧 𝐤𝐮𝐧𝐠 𝐦𝐚𝐲 𝐚𝐜𝐭𝐢𝐯𝐞 𝐬𝐡𝐨𝐨𝐭𝐢𝐧𝐠

Usap-usapan ngayon ang nangyari sa isang paaralan sa Tacloban kung saan dalawang mag-aaral ng high school ang walang habas na namaril sa loob ng kanilang paaralan. Bagama’t bago sa pandinig ng mga Pilipino, ang “active shooting” o ang “walang habas na pamamaril” sa loob ng paaralan ay tila karaniwan na sa mga dayuhang bansa. Ano nga ba ang dapat gawin bago, habang, at pagkatapos ng “active shooting”?

𝗕𝗮𝗴𝗼 𝗮𝗻𝗴 𝗽𝗮𝗺𝗮𝗺𝗮𝗿𝗶𝗹
Kadalasan ay may mga ipinapakitang senyales ilang araw bago pa man maganap ang pamamaril. Mas maiging maudlot ang mga plano bago pa man maganap ang sakuna. Narito ang ilang mga “warning signs” o senyales na maaaring ang isang tao ay maging sangkot sa active shooting ayon sa Bayugan City Police Station (BCPS):
• Sudden Social withdrawal o ang biglaang pag-iwas sa mga tao
• Bullying
• Labis na pagkamayamutin o labis na pagiging iritable
• Madalas na mapag-isa o malungkot
• Self-harm o ang pananakit sa sarili
• Mga pagbabanta
• Pagyayabang tungkol sa pagkakaroon ng armas
• Paghahanap ng “accomplice” o kasama sa krimen
• Labis na pagkahumaling sa mga mararahas na “content”
• Pagmamalupit sa mga hayop

Kung nakikitaan ng mga nasabing senyales ang isang tao, mabuting ito ay ipagbigay-alam sa g**o o sa otoridad upang masubaybayan at magabayan ang mag-aaral.

𝗛𝗮𝗯𝗮𝗻𝗴 𝗴𝗶𝗻𝗮𝗴𝗮𝗻𝗮𝗽 𝗮𝗻𝗴 𝗽𝗮𝗺𝗮𝗺𝗮𝗿𝗶𝗹
Ayon sa BCPS, kadalasan sa mga active shooting ay tumatagal ng 10-19 minuto lamang. Ang unang 10 minuto naman ay ang pinakamapanganib sapagkat sa mga panahong ito pinakamatindi ang damdamin ng suspek. Nagbigay ng tatlong pamamaraan ang BCPS upang masig**ong mailigtas ang sarili mula sa pamamaril: “RUN-HIDE-FIGHT”.

𝑹𝑼𝑵
Ang pinakauna at pinakamainam na gawin ay alisin ang sarili sa lugar ng pinangyarihan. Tumakbo papalayo sa suspek upang mailigtas mula sa kapahamakan. Maging mapagmatyag kung saan nanggagaling ang putok ng baril, at tumakbo papunta sa kabilang direksyon ng pinanggagalingan ng putok. Magtakda ng lugar kung saan magkikita pagkatapos ng mga kaganapan upang makita ang sitwasyon ng bawat isa.

𝑯𝑰𝑫𝑬
Kung hindi maaari ang pagtakbo gaya na lamang kung ang suspek ay nasa unang palapag, at ikaw ay nasa ikatlong palapag ng gusali, magtago nang maigi. Ikalawa sa pinakamabisang paraan para makaligtas ay ang pag-alis ng sarili sa pananaw ng suspek. Siguraduhing nakakandado ang pinto at mga bintana upang mahirapan sa pagpasok ang suspek. Agad-agad na ibarikada ang mga silya sa pintuan upang maging karagdagang hadlang sa pagpasok ng suspek. Maaari ring magtago sa pader malapit sa bintana upang kung sakali mang ipasok ng suspek ang kanyang kamay ay maaari mo itong hablutin at mapigilan ang suspek.

𝑭𝑰𝑮𝑯𝑻
Ang huling pamamaraan at ang pinakamapanganib na paraan ay ang panlalaban. Maghanap ng mga bagay na maaaring maihagis at makapagpapatumba sa suspek gaya na lamang ng mga “arm chairs” at gamitin ito upang mapigilan ang suspek. Ngunit gawin lamang ito kung wala nang ibang paraan. Trabaho ng pulis na pigilin ang suspek; ang sa iyo ay ang mabuhay.

Ang mga pamamaraang ito ay HINDI MAAARING IPAGPALIT. Priyoridad ang pagtakbo bago magtago at manlaban.

𝗣𝗮𝗴𝗸𝗮𝘁𝗮𝗽𝗼𝘀 𝗻𝗴 𝗽𝗮𝗺𝗮𝗺𝗮𝗿𝗶𝗹
Agad magpunta sa nakatakdang lugar na pagtatagpuan upang matiyak ang kalagayan ng bawat isa. Dito magaganap ang mga “head count” at “briefing” ng mga otoridad. Kung sakali mang nakauwi na, mabuting magbigay-alam sa sariling kalagayan gamit ang social media at mga “group chats”.

Sa panahon ngayon, ang kaligtasan ay hindi swerte-swerte lang. Ang kahandaan ang ating unang kalasag laban sa kapahamakan. Laging isaisip at isabuhay ang RUN-HIDE-FIGHT.

Teachers and staff of Fili National High School (FNHS) participated in an orientation on school safety and emergency response procedures on July 10, 2026, aimed at strengthening their preparedness in responding to active shooting and stabbing incidents within the school.

The orientation, attended exclusively by the school’s teaching and non-teaching personnel, was facilitated by PMAJ. Kristopher Niel M. Nono, Deputy Chief of Police of the Bayugan City Police Station. The session equipped participants with the essential knowledge, practical skills, and appropriate response strategies needed to enhance campus safety during critical emergencies.

During the lecture, PMAJ. Nono emphasized that teachers often become the first line of defense during school emergencies. As the adults immediately present with students, they play a vital role in making quick decisions, maintaining order, and guiding learners to safe locations while waiting for law enforcement responders to arrive.

He also underscored the urgency of immediate action by citing that the average duration of active shooting and stabbing incidents is only 19 minutes, with the first ten minutes being the deadliest. This reality, he explained, highlights the importance of preparedness, situational awareness, and coordinated response among school personnel.

A major focus of the orientation was the internationally recognized “Run – Hide – Fight” response system. PMAJ. Nono explained that individuals should first evacuate if a safe escape route is available, hide if evacuation is impossible, and fight only as a last resort when faced with an imminent threat. Alongside these response strategies, he stressed that many violent incidents can be prevented through close monitoring of students’ behavior, early identification of warning signs, and timely intervention to address concerns affecting their well-being.

Concluding the session, PMAJ. Nono assured the FNHS faculty and staff of the Bayugan City Police Station’s commitment to providing a swift response during emergencies. He also reaffirmed the Philippine National Police’s continued partnership with schools in promoting safety, security, and the maintenance of peace and order within the learning environment.

The orientation reinforced the shared responsibility of educators and law enforcement in creating a safe school community, ensuring that teachers and staff are better prepared to protect learners should an emergency arise.

The orientation aimed not only to scout possible PMA aspirants but also to further instill patriotism among the students.

Admission requirements, benefits, and employment opportunities such as joining the ranks of the Scout Rangers, Air Force, and other branches were discussed with the students as part of the orientation.

PMA also encouraged students to apply for the PMA Admission Examination, which will be held on July 10–11, 2026, at the Lope A. Asis Memorial Gymnasium.

Following the tragic incidents in Tacloban and Zamboanga, the Bayugan City Police Station (BCPS), represented by PMaj. Kristopher Niel M. Nono, conducted an information drive at Fili National High School (FNHS) today.

The initiative aims to strengthen security, especially for students and faculty, against possible crime-related incidents in school.

As part of the drive, police conducted a quick security inspection, checking for the presence of safety measures such as CCTVs and ensuring the school had BCPS contact numbers readily available.

"Let's face the reality, na parang technology, ang crime ay nag-eevolve na din. So si PNP nag-eevolve, and I think that our teachers must evolve sa pag handle ng ganoon [sitwasyon]," PMaj. Nono.

PMaj. Nono then expressed his willingness to speak about what to do during crime-related incidents inside the classroom.
