2026 National Women's Month Celebration👸
TESDA Region I Superwoman in Service – DC Crescencia “Tina” B. Boac
This National Women’s Month, with this year's Sub-theme “Lead Like Babaylan: Filipinas!”, we honor women who embody wisdom, resilience, and leadership. One shining example is DC Crescencia B. Boac, a true superwoman who currently serves simultaneously as Chief Technical Education and Skills Development Specialist of the Regional Operations Division and Acting Chief Administrative Officer of the Regional Finance and Administrative Division of TESDA Regional Office I.
Her ability to balance these dual roles with competence and integrity reflects the spirit of the Babaylan— a guide, a servant-leader, and a source of empowerment.
Her journey in public service began in 1992 at the National Manpower and Youth Council (NMYC), the forerunner of TESDA. In the transition from NMYC to the newly established Technical Education and Skills Development Authority, she initially served as TESD Specialist I, which laid her the foundation for a lifelong career with the agency.
Throughout more than three decades in government service, Ms. Boac is honed by experiences from performance of various functions of TESDA. She successively rose from the ranks to TESD Specialist II, Senior TESD Specialist, Supervising TESD Specialist, taking on key focal roles in regional operations- planning, research, monitoring and evaluation, management information systems (MIS) operations, scholarship programs, UTPRAS, including the conduct of compliance audits, customer satisfaction and efficiently processing of the National TVET Trainers Certificate (NTTC), among others. Her role as the Regional GAD focal person inspires and advocates for gender equality and women's empowerment.
Her leadership experience extends beyond her previous post as Supervising TESD Specialist and current post as Chief TESD Specialist, having been designated as Acting Provincial Director in TESDA Ilocos Norte, TESDA Pangasinan, and TESDA La Union. She also served as the Center Administrator of the TESDA Provincial Training Center in Lingayen, Pangasinan. In all these assignments, she exudes and stay committed with competence, integrity, and commitment to public service and TESDA’s mission. Her commitment ensures that her subordinates shares the responsibility of leadership and exemplify commitment and integrity in public service.
Ms. Boac holds a Bachelor’s Degree in Psychology from Saint Louis University and earned her post-graduate degree in Masters in Management from the University of the Philippines. She is also a holder of Bread and Pastry Production NC II and Trainers Methodology Level I, reflecting her appreciation for lifelong learning and technical proficiency.
Beyond her professional duties, she joined the Lions Club, La Union Chapter, where she hopes to serve the community through projects that promote education, livelihood, and social welfare. Through her engagement with the organization, she extends her advocacy for skills empowerment and volunteerism beyond the workplace—embodying the true spirit of “service through leadership.”
As we celebrate women like Chief Tina Boac, let us embrace the call to “Lead Like Babaylan: Filipinas!”—to lead with courage, compassion, and vision. Her journey reminds us that every superwoman can rise to the challenge of multiple responsibilities while inspiring others to serve with integrity and heart.
