Forecast rainfall may be higher in mountainous and elevated areas. Moreover, impacts in some areas may be worsened by significant antecedent rainfall.

The public disaster risk reduction and management offices concerned are advised to take all necessary measure to protect life and property. PAGASA Regional Services Divisions may issue Heavy Rainfall Warnings/Thunderstorms Advisories, and other severe weather information specific to their areas of responsibility as appropriate.

Unless significant changes occur, the next Weather Advisory will be issued at 5:00 PM today.

𝐅𝐨𝐫 𝐀𝐝𝐝𝐢𝐭𝐢𝐨𝐧𝐚𝐥 𝐈𝐧𝐟𝐨𝐫𝐦𝐚𝐭𝐢𝐨𝐧: The key difference between a 𝐇𝐞𝐚𝐯𝐲 𝐑𝐚𝐢𝐧𝐟𝐚𝐥𝐥 𝐖𝐚𝐫𝐧𝐢𝐧𝐠 and a 𝐖𝐞𝐚𝐭𝐡𝐞𝐫 𝐀𝐝𝐯𝐢𝐬𝐨𝐫𝐲 lies in their forecast period, coverage areas, and accuracy. A 𝐇𝐞𝐚𝐯𝐲 𝐑𝐚𝐢𝐧𝐟𝐚𝐥𝐥 𝐖𝐚𝐫𝐧𝐢𝐧𝐠 provides forecasts for the next three hours and applies up to the municipal level. It is more precise as it utilizes Doppler radar technology to track real-time rainfall intensity, making it highly effective for immediate decision-making in flood-prone areas. A 𝐖𝐞𝐚𝐭𝐡𝐞𝐫 𝐀𝐝𝐯𝐢𝐬𝐨𝐫𝐲, on the other hand, covers a 24-hour period but is issued only at the provincial level. It provides a broader outlook on potential weather disturbances but lacks the short-term accuracy of 𝐇𝐞𝐚𝐯𝐲 𝐑𝐚𝐢𝐧𝐟𝐚𝐥𝐥 𝐖𝐚𝐫𝐧𝐢𝐧𝐠𝐬. As of 8:00 PM today, 03 August 2026, Tropical Depression "LUIS" (formerly LPA 07f) has weakened into a Low Pressure Area and is being monitored inside the Philippine Area of Responsibility (PAR).

Another Low Pressure Area (LPA 08a) is being monitored inside the Philippine Area of Responsibility (PAR).

Meanwhile, Typhoon "DOLPHIN" is being monitored within the Tropical Cyclone Information Domain (TCID) of PAGASA.

All are advised to monitor updates from DOST-PAGASA.

As of 8:00 PM today, 03 August 2026, Tropical Depression "LUIS" (formerly LPA 07f) has weakened into a Low Pressure Area and is being monitored inside the Philippine Area of Responsibility (PAR).

Another Low Pressure Area (LPA 08a) is being monitored inside the Philippine Area of Responsibility (PAR) and is "UNLIKELY" to develop into a tropical depression within the next 24 hours.

Meanwhile, Typhoon "DOLPHIN" is being monitored within the Tropical Cyclone Information Domain (TCID) of PAGASA.

All are advised to monitor updates from DOST-PAGASA.

📢 SDO BALIWAG JOINS CITY EL NIÑO TASK FORCE MEETING

Nakiisa ang Schools Division Office of Baliwag sa pagpupulong na pinatawag ng ating City of Baliwag para sa paghahanda sa kasalukuyang nararanasang El Niño phenomenon at pagkakaroon ng El Nino Task Force.

Tinalakay ang mga hakbang upang matiyak ang kaligtasan at kahandaan ng bawat Baliwagenyo.

Patuloy ang paalala ng Office of Civil Defense (OCD) sa publiko na mag-ingat, maghanda, at tumutok sa lagay ng panahon at sa mga abiso ng awtoridad ngayong panahon ng tag-ulan dulot ng Bagyong LUIS at Habagat (Southwest Monsoon).

LUIS MAINTAINS ITS STRENGTH AS IT REMAINS STATIONARY OVER THE SEA EAST OF AURORA.

➣ Location of Center (4:00 AM):
The center of Tropical Depression LUIS was estimated based on all available data at 130 km East Southeast of Casiguran, Aurora (15.9°N, 123.3°E).
➣ Intensity:
Maximum sustained winds of 55 km/h near the center, gustiness of up to 70 km/h, and central pressure of 1002 hPa.
➣ Present Movement:
Almost Stationary
➣ Extent of Tropical Cyclone Winds:
Strong winds extend outwards up to 240 km from the center

TROPICAL CYCLONE WIND SIGNALS (TCWS) IN EFFECT

The central and eastern portions of Cagayan (Enrile, Tuguegarao City, Peñablanca, Piat, Santo Niño, Camalaniugan, Tuao, Lal-Lo, Gonzaga, Alcala, Amulung, Santa Teresita, Baggao, Buguey, Solana, Rizal, Santa Ana, Gattaran, Iguig, Lasam, Aparri, Ballesteros, Abulug, Allacapan, Pamplona), Isabela, Quirino, the eastern and southern portions of Apayao (Flora, Santa Marcela, Conner, Pudtol, Luna), the eastern portion of Kalinga (City of Tabuk, Tanudan, Pinukpuk, Rizal), the eastern portion of Mountain Province (Paracelis, Natonin), the eastern portion of Ifugao (Aguinaldo, Alfonso Lista), the northern portion of Aurora (Dinalungan, Casiguran, Dilasag, Dipaculao, Baler), Polillo Islands, and the northern portion of Camarines Norte (Daet, Talisay, Paracale, Jose Panganiban, Capalonga, Vinzons)

OTHER HAZARDS AFFECTING LAND AREAS

➣ Severe Winds

The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.

• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.

The Southwest Monsoon and the periphery of LUIS will bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):

• Today and Tomorrow (04 August): Most of Luzon and Visayas, Lanao del Norte, Misamis Occidental, Camiguin, Surigao del Norte, Dinagat Islands, Sarangani, Davao Occidental, and Davao Oriental.
• Wednesday (05 August): Most of Luzon and Visayas, Zamboanga Peninsula, Northern Mindanao, Dinagat Islands, Surigao del Norte, Agusan del Norte, Davao Occidental, and Davao Oriental

HAZARDS AFFECTING COASTAL WATERS

➣ 24-Hour Sea Condition Outlook

Up to moderate to rough seas over the following coastal waters:
• Up to 2.5 m: The eastern seaboard of Isabela and Davao Oriental; the northeastern seaboard of Aurora.
• Up to 2.0 m: The seaboards of Batanes; the northern and eastern seaboards of Babuyan Islands; the eastern seaboards of mainland Cagayan, Pangasinan, Dinagat Islands, Surigao del Sur, and Davao Occidental; the northern and eastern seaboards of Polillo Islands, Catanduanes, and Northern Samar; the northern seaboards of Camarines Norte and Camarines Sur; the southern seaboard of Davao Oriental.
• Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.

Other coastal waters have forecast wave heights of less than 2.0 m.

TRACK AND INTENSITY OUTLOOK
• It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
• LUIS will move generally northwestward and may make landfall or pass close to Northern Luzon tonight or tomorrow (04 August) early morning. Afterwards, it will sharply turn east northeastward while moving away from the Philippine landmass. The forecast track is highly uncertain and may change in the succeeding bulletins.
• LUIS is forecast to remain as a tropical depression over majority of the forecast period and may be downgraded into a remnant low by Wednesday (05 August) before becoming fully assimilated into the circulation of Tropical Cyclone DOLPHIN.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.
