In this session, 𝐒𝐲𝐬𝐭𝐞𝐦𝐚𝐭𝐢𝐜 𝐑𝐞𝐯𝐢𝐞𝐰 𝐌𝐞𝐭𝐡𝐨𝐝𝐨𝐥𝐨𝐠𝐲: 𝐀 𝐑𝐢𝐠𝐨𝐫𝐨𝐮𝐬 𝐀𝐩𝐩𝐫𝐨𝐚𝐜𝐡 𝐭𝐨 𝐄𝐯𝐢𝐝𝐞𝐧𝐜𝐞 𝐒𝐲𝐧𝐭𝐡𝐞𝐬𝐢𝐬, participants will explore the essential characteristics of systematic reviews, learn to sharpen research questions using the PICO framework, and refine their analysis with the PRISMA checklist. The presentation includes a practical demonstration of advanced search strategies across major databases—including ERIC—and effective use of search filters. This session is designed to equip attendees with the foundational skills to design, execute, and report systematic reviews with scholarly confidence and precision. The Aurora State College of Technology (ASCOT), through the Center for Education Research and Resources Development Services (CERRDS), successfully hosted the International Webinar, “Paradigm Shift in Education at the Onset of the 21st Century” on February 19, 2025, at the Bulwagang Senator Edgardo J. Angara, ASCOT-Baler, Aurora, Philippines.

The event served as a vital platform for educators, researchers, students and academic leaders to discuss transformative approaches in education, focusing on technological advancements, interdisciplinary collaboration, and policy innovations that shape the future of learning.

The event featured two distinguished international speakers. Dr. Mark Norman Maca, Visiting Research Fellow at Kyushu University, Japan, and Guest Lecturer at the Institute of Education-UCL, UK, presented “Beyond Teacher Training: Transforming the Field/Discipline of Education in Philippine Academia.” His lecture emphasized the need to redefine teacher training by incorporating interdisciplinary approaches, research-driven teaching, and institutional reforms to strengthen the education discipline in the Philippines.

Meanwhile, Dr. Amirul Mukminin, Director of Research and Community Services at Universitas Jambi, Indonesia, tackled the critical topic “Does AI Benefit or Hurt Research and Innovation in Higher Education? The Risks for Human, Cultural, and Social Capitals.” He explored the ethical, cultural, and institutional implications of artificial intelligence (AI) in higher education, urging academic institutions to balance technological advancements with human-centered learning and research ethics.

Strengthening global and local academic partnerships, the webinar was made possible through ASCOT’s collaboration with the Japan Society for the Promotion of Science (JSPS), the JSPS Alumni Association of the Philippines (JAAP), Bulacan Agricultural State College, Occidental Mindoro State College, and Pampanga State Agricultural University. These partnerships underscored the importance of knowledge exchange, interdisciplinary research, and sustainable education development.

𝐀𝐒𝐂𝐎𝐓 𝐇𝐨𝐬𝐭𝐬 𝐒𝐞𝐦𝐢𝐧𝐚𝐫-𝐖𝐨𝐫𝐤𝐬𝐡𝐨𝐩 𝐨𝐧 𝐎𝐮𝐭𝐜𝐨𝐦𝐞-𝐁𝐚𝐬𝐞𝐝 𝐄𝐝𝐮𝐜𝐚𝐭𝐢𝐨𝐧 (𝐎𝐁𝐄) 𝐒𝐲𝐥𝐥𝐚𝐛𝐮𝐬 𝐖𝐫𝐢𝐭𝐢𝐧𝐠

Baler, Aurora –The Aurora State College of Technology (ASCOT) successfully conducted a Seminar-Workshop on Outcome-Based Education (OBE) Syllabus Writing at Bulwagang Senator Edgardo J. Angara on February 8, 2025. Organized by the Center for Education Research and Resources Development Services (CERRDS), the event aimed to enhance faculty competencies in crafting OBE-compliant syllabi aligned with national education policies.

The workshop featured Dr. Jonathan V. Macayan, a distinguished educator and OBE expert currently serving as Dean of the Institute for Digital Learning at Mapua University. Introduced by Dr. Rowel G. Olila, Dean of the School of Education, Dr. Macayan’s extensive background in educational psychology and OBE, along with his affiliations with global institutions such as Arizona State University, established his authority on the topic.

Dr. Macayan began his session by discussing CHED Memorandum Order No. 46, s. 2012, which mandates the adoption of OBE in higher education institutions. He highlighted that despite the 2017 full implementation target, many institutions still struggle to integrate OBE effectively. He addressed common misconceptions about OBE, including its misinterpretation as merely an accreditation requirement rather than a transformative educational framework.

Dr. Macayan elaborated on the philosophical foundations of OBE, emphasizing that all stakeholders—administrators, faculty, and non-teaching personnel—must be actively involved in its implementation. He suggested conducting institutional awareness and readiness surveys, aligning OBE with policies, and forming a dedicated OBE committee to facilitate continuous professional development.

Furthermore, he underscored the necessity of structuring the OBE syllabus based on clearly defined program, course, and learning outcomes, ensuring that instructional content, assessment methods, and teaching strategies are cohesively aligned with OBE principles. This approach guarantees that students acquire the necessary competencies and skills required in their respective fields.

He also offered to mentor ASCOT faculty in the long-term implementation of OBE.
