On March 26โ27, 2026, the Commission on Human Rights โ Cordillera Administrative Region (CHR-CAR) conducted a two-day capacity-building training on Human Rights and the Center for Human Rights Education (CHRE) Program for the University of the Cordilleras. The activity convened members of the Rights2LIFE Project, faculty members from the College of Criminal Justice Education and the College of Arts and Sciences, UC non-teaching personnel, and officers of the UC-CCJE Student Council.
The training featured a series of structured modules delivered by CHR-CAR resource speakers. On the first day, ๐๐ฌ. ๐๐ก๐๐ซ๐ฆ๐๐ข๐ง๐ ๐๐จ๐ฒ ๐. ๐๐๐ญ๐จ๐ง๐ -๐๐ฆ๐๐ซ๐จ๐ฌ (Information Officer III) presented an overview of the CHRE Program. This was followed by ๐๐ฌ. ๐๐ข๐ณ๐๐ฅ ๐. ๐๐ข๐ฅ๐ฅ๐๐ง๐ฎ๐๐ฏ๐ (Information Officer II), who discussed the fundamental concepts and principles of human rights, including state obligations. The day concluded with a session by ๐๐ญ๐ญ๐ฒ. ๐๐ฒ๐ง๐๐จ๐ง ๐. ๐๐จ๐ซ๐๐ฅ๐๐ฌ (Chief, Legal Division, CHR-CAR), who discussed sectoral rights, with emphasis on the UN Convention on the Rights of the Child and other related legal frameworks.
On the second day, ๐๐ญ๐ญ๐ฒ. ๐๐๐จ๐ซ๐ ๐ ๐๐๐ง๐ซ๐ฒ ๐. ๐๐๐ง๐ข๐ฉ๐จ๐ง (Attorney IV, CHR-CAR) delivered lectures on the salient provisions of Republic Act No. 11930 (OSAEC-CSAEM), as well as the Safe Spaces Act and the role of the Commission on Human Rights in gender protection. Atty. Lyndon T. Morales also facilitated a session on the rights of Indigenous Peoples, highlighting key legal protections and contemporary issues affecting indigenous communities. Notably, ๐๐๐-๐๐๐ ๐๐๐ ๐ข๐จ๐ง๐๐ฅ ๐๐ข๐ซ๐๐๐ญ๐จ๐ซ ๐๐ญ๐ญ๐ฒ. ๐๐จ๐ฆ๐๐ฅ ๐๐๐ ๐ฎ๐ข๐ฆ๐จ๐ฅ participated in the activity and actively engaged in the discussions, contributing valuable insights throughout the sessions.
The activity concluded with a reflective synthesis session, wherein participants articulated their key insights and learning outcomes. Overall, the training strengthened institutional capacity and reinforced the Universityโs commitment to advancing human rights education across its academic and extension initiatives.

In celebration of Womenโs Month 2026, the Rights2LIFE Project, in collaboration with the College of Criminal Justice Education, conducted a lecture on March 28, 2026, centered on the theme โStronger Voices: Promoting Rights and Responsibilities Through Research.โ The activity provided a platform for presenting research that highlights critical issues on gender, justice, and human rights.
The session featured two research presentations: ๐๐ซ. ๐๐๐ฏ๐ข๐ฅ๐ฒ๐ง ๐. ๐๐๐๐๐ฅ๐๐ง๐ examined factors contributing to case attrition among r**e victims, while ๐๐ฌ. ๐๐๐ฌ๐ฌ๐ ๐. ๐๐ฎ๐ฅ๐ง๐ฎ๐๐ง explored r**e myth acceptance and its implications on police officersโ judgments. Both studies provided critical insights into challenges within the criminal justice system and highlighted the need for informed and responsive approaches.
This academic exchange reinforced the value of research in fostering informed perspectives and promoting greater awareness of human rights and gender-related issues.

The University of the Cordilleras has been officially recognized as the Center of Human Rights Education (CHRE) by the Commission on Human Rights, making it the first private higher education institution in the Cordillera Administrative Region to earn this distinction. The CHRE will operate under the College of Criminal Justice Education through the Peace and Justice Innovation Center, further strengthening the Universityโs commitment to human rights instruction and advocacy.
On March 26, 2026, a ceremonial signing took place between the Commission on Human Rights, represented by Atty. Romel P. Daguimol, Regional Director and University of the Cordilleras, represented by Dr. Ariel Nimo B. Pumecha, Vice President for Academic Affairs. This achievement was realized through the collective efforts of the Rights2LIFE Project Team, whose strong collaboration paved the way for the successful establishment of the initiative.
Through this partnership, UC strengthens its role in promoting a culture of human rights. Academic programs will further integrate rights-based perspectives, research initiatives will support evidence-based contributions to human rights discourse, and extension activities will foster meaningful engagement with communities, institutions, and partner organizations.
This development reinforces UCโs position as a leader in values-driven educationโcommitted not only to academic excellence but also to cultivating a society grounded in dignity, justice, and inclusivity.

On February 27, 2026, members of the Rights2LIFE Project and UC-CCJE faculty members, led by ๐๐ซ. ๐๐จ๐๐ข๐ง๐จ ๐. ๐๐๐ฐ๐ข, joined a consultation meeting with the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) for the establishment of the CSPP Hub, continuing discussions from the previous meeting on June 26, 2025. The session was opened with an introduction by ๐๐ข๐ซ๐๐๐ญ๐จ๐ซ ๐๐ฌ๐ก๐ฆ๐๐๐ฅ ๐๐๐ก๐ฃ๐ข๐ง of the Social Healing and Peacebuilding Office of their officeโs programs, initiatives, and mandates, followed by ๐๐ฌ. ๐๐ซ๐ข๐ฌ ๐๐๐ซ๐๐จ๐ง๐, who discussed the Memorandum of Understanding for the proposed partnership between the University of the Cordilleras and OPAPRU to create the CSPP Resource Hub. The meeting was also joined by members of the OPAPRU Field Office- CAR.

The visit allowed the delegation to observe firsthand the Centerโs programs and facilities, and to engage with its operational context in supporting youth rehabilitation. Discussions during the visit focused on strengthening collaboration in advancing human rightsโbased approaches to youth rehabilitation, as well as in developing research and capacity-building initiatives aligned with the projectโs objectives.

The Research Proposal Pitching and Mentorship Session, conducted through the Rights2LIFE Project, brought together faculty members from the College of Criminal Justice Education and the College of Arts and Sciences to present and refine their research initiatives. The session was guided by evaluator-mentors ๐๐ซ๐จ๐. ๐๐ซ. ๐๐ก๐ซ๐ข๐ฌ๐ญ๐จ๐ฉ๐ก๐ ๐๐๐ง๐๐๐ฏ๐ข๐ฏ๐๐ซ and ๐๐ซ๐จ๐. ๐๐ซ. ๐๐จ๐ฆ ๐๐๐ง๐๐๐ซ ๐๐๐ค๐๐ง of Ghent University, whose expert feedback enriched the scholarly rigor and relevance of the proposed studies.

The activity was likewise attended by other faculty members from the same colleges, who benefited from the evaluatorsโ insights, recommendations, and best practices in research design and implementation.
This initiative opens pathways for sustained academic collaboration, with selected presenters potentially engaging in further mentoring through research internships, thereby advancing research anchored on justice, human rights, and social impact.

Organized by the UCโRights2LIFE Team, the International Knowledge Exchange on Criminology convened professors from Ghent University, Belgium, together with criminology students and faculty members from higher education institutions across Northern and Central Luzon on January 22, 2026, at the Theater, University of the Cordilleras.
The special lecture series featured ๐๐ซ๐จ๐. ๐๐ซ. ๐๐ก๐ซ๐ข๐ฌ๐ญ๐จ๐ฉ๐ก๐ ๐๐๐ง๐๐๐ฏ๐ข๐ฏ๐๐ซ, Flemish Project Leader of Rights2LIFE and Head of the Ghent University Crime Lab, whose lecture examined the spatial, environmental, and psychological dimensions influencing offender decision-making, providing empirically grounded insights into spatial criminology and crime pattern analysis.
This was followed by a lecture from ๐๐ซ๐จ๐. ๐๐ซ. ๐๐จ๐ฆ ๐๐๐ง๐๐๐ซ ๐๐๐ค๐๐ง, Flemish Rights2LIFE Domain 2 Focal Person and Vice Dean of the Faculty of Law and Criminology, who presented comparative perspectives on prison systems in Europe and South Africa, emphasizing human dignity, institutional accountability, and evidence-based prison reform.

On January 21, 2026, the Rights2LIFE team conducted a significant courtesy visit at the residence of Her Excellency Vladislava Iordanova, Ambassador of the Kingdom of Belgium to the Republic of the Philippines, marking an important milestone in advancing international collaboration on human rights promotion.
The delegation was composed of representatives from Ghent University, namely ๐๐ซ๐จ๐. ๐๐ซ. ๐๐ก๐ซ๐ข๐ฌ๐ญ๐จ๐ฉ๐ก๐ ๐๐๐ง๐๐๐ฏ๐ข๐ฏ๐๐ซ (Flemish Promoter Rights2LIFE) and ๐๐ซ๐จ๐. ๐๐ซ. ๐๐จ๐ฆ ๐๐๐ง๐๐๐ซ ๐๐๐ค๐๐ง, together with delegates from the UC-Rights2LIFE, led by ๐๐ซ. ๐๐ซ๐ข๐๐ฅ ๐๐ข๐ฆ๐จ ๐. ๐๐ฎ๐ฆ๐๐๐ก๐ (Local Promoter Rights2LIFE), ๐๐ซ. ๐๐๐ซ๐ฅ๐ฒ๐ง ๐. ๐๐๐ ๐๐ซ๐ข๐ง๐จ, and ๐๐ซ. ๐๐๐ฒ๐ฅ๐ ๐. ๐๐๐ ๐ฎ๐ง๐๐จ. During the meeting, the team formally introduced the Rights2LIFE Project, highlighting its core objectives, scope, and ongoing initiatives. The discussion emphasized the projectโs overarching aim of strengthening human rights protection through research, education, and cross-sectoral engagement, particularly in contexts where rights-based approaches intersect with criminal justice, governance, and social development. The delegates underscored the projectโs commitment to translating academic research into practical interventions that support life, dignity, and human security.
Her Excellency Ambassador Iordanova expressed keen interest in the projectโs human rightsโcentered framework and its potential contribution to broader international and bilateral efforts in promoting the rule of law and human rights standards.
