A New Chapter of Leadership: Fernandez Appointed School Principal I of Tupa ES

A new chapter in the leadership journey of Tupa Elementary School officially begins today, August 13, 2026, as Dr. Franklin Viliran Fernandez assumes the position of School Principal I, marking a significant milestone in his career and a new era for the school community.

Prior to his appointment, Dr. Fernandez served as Officer-in-Charge, Office of the School Principal (OIC-OoSP) from July 1, 2025 to August 12, 2026. For more than a year, he led the school through various challenges and opportunities, steering programs and initiatives focused on improving teaching and learning, strengthening school operations, and fostering meaningful partnerships with parents and community stakeholders.

His stint as OIC was marked by a strong emphasis on literacy and numeracy, teacher professional development, instructional supervision, learner support, and school improvement. He also guided the school through continuing recovery and development efforts following the impact of Typhoon Emong in July 2025, mobilizing support from the Schools Division Office, local stakeholders, alumni, partner schools, parents, and other generous benefactors.

Under his leadership, Tupa ES further strengthened its culture of collaboration through faculty development activities, Learning Action Cell sessions, curriculum initiatives, assessment programs, learner interventions, and community engagement. These efforts reflected his commitment to making the school a more responsive, resilient, and learner-centered institution.

His appointment as School Principal I formally recognizes the leadership and service he has demonstrated since taking the helm of Tupa ES. It also signals an opportunity to sustain and build upon the school’s gains while pursuing its priorities in literacy and numeracy, disaster resiliency, professional development, solid waste management, and parental and community involvement.

TUPA ES PRODUCES 2 ALS GRADS

Tupa Elementary School celebrates another educational milestone as it produced two (2) Alternative Learning System (ALS) graduates during the ALS Graduation Ceremony for School Year 2025–2026 held at the Sison Auditorium, Lingayen, Pangasinan on August 5, 2026.

The graduates, Erickson L. Cacho, son of Mrs. Marilou V. Lamata, and Reymart M. Cantillo, son of Mrs. Sunshine M. Cantillo, successfully completed the ALS program, demonstrating determination and perseverance in pursuing their education through the Department of Education's alternative learning pathway.

The graduates were accompanied during the ceremony by Mrs. Donabelle Martin, ALS Teacher, together with Dr. Rosie A. Caasi, Public Schools District Supervisor, who extended their congratulations and encouragement as the graduates embark on the next chapter of their educational journey.

TUPA ES TEACHER JOINS DIVISION RESKILLING ON ENGLISH LANGUAGE INSTRUCTION

Demonstrating its commitment to continuous professional development and instructional excellence, Mrs. Mary Rose N. Nanasca, Teacher VI of Tupa Elementary School, participated in the Division Reskilling of Key Stage 2 Teachers in English Language Instruction and Grammar for Communicative Competence held at Adventura Resort Hotel, Lingayen, Pangasinan, from July 30 to August 1, 2026.

The three-day training gathered Key Stage 2 English teachers across the Schools Division Office I Pangasinan to strengthen their pedagogical content knowledge and enhance their competence in teaching English through effective language instruction and grammar integration. The activity equipped participants with updated teaching strategies, learner-centered methodologies, and practical approaches to developing learners' communicative competence in listening, speaking, reading, and writing.

As the school's English Coordinator and Grade 5 teacher, Mrs. Nanasca's participation is expected to contribute significantly to the improvement of English instruction at Tupa Elementary School. The knowledge and skills gained from the reskilling program will enable her to implement more engaging, contextualized, and evidence-based teaching practices that address learners' diverse needs and improve classroom participation and language proficiency. She is likewise expected to cascade the learning and best practices to her fellow teachers through Learning Action Cell (LAC) sessions and other school-based professional development activities.

Dr. Franklin V. Fernandez, School Principal, expressed his full support for Mrs. Nanasca's participation, emphasizing that investing in teachers' professional growth directly translates to improved instructional delivery and better learning outcomes. He noted that the school remains committed to

TUPA ES HOLDS 3RD FACULTY MEETING, REAFFIRMS COMMITMENT TO QUALITY EDUCATION, SCHOOL SAFETY

Tupa Elementary School conducted its 3rd Faculty Meeting after classes on the afternoon of July 31, 2026, bringing together the teaching personnel to discuss priority programs, school operations, and preparations for the first academic term. The meeting was presided over by Dr. Franklin V. Fernandez, School Principal.

During the meeting, Dr. Fernandez emphasized the intensified implementation of the school's Literacy and Numeracy Programs to address learning gaps and improve learners' foundational skills. He also highlighted the proper utilization of instructional and learning materials, including textbooks, modules, and activity sheets, to ensure effective classroom instruction. Other important matters discussed included the updating of Learner Information System (LIS) enrollment, the enforcement of security and safety protocols, the implementation of the school's Localized Anti-Bullying Policy, and the reiteration of guidelines on the safe and responsible use of the internet and digital devices among learners.

The faculty likewise reviewed the recently concluded Student-Led School Watching and Hazard Mapping Activity, whose findings will support the school's disaster preparedness initiatives and contingency planning.

Preparations for the Term 1 Examination, particularly the preparation, submission, and checking of the Table of Specifications (TOS) and test questions, were also discussed to ensure quality assessment practices. In addition, the Calendar of Activities for August 2026 and the Canteen and MOOE Financial Reports for July 2026 were presented, promoting transparency, accountability, and efficient school operations.

The meeting concluded with a renewed commitment from the faculty to work collaboratively in advancing quality education, learner welfare, and a safe and supportive learning environment for every Batang Tupa. #
