INTRODUCTION
Papua New Guinea as a developing country is striving to progress and prosper in all facets of its development goals. The rural majority conti
nues to suffer from the lack of basic services, low literacy levels and widespread poverty. In today’s way of life unlike the customary ways requires better education for a better, decent life. In order to cope with the ever increasing technological world one must be better educated and the Kanampa community is no exception. Therefore, we have taken the initiative to introduce the FODE Center so at least all children and adults in the Kanampa community, Barola area, the surrounding communities and the Kainantu, Henganofi, Okapa and Obura Wonenara districts, Eastern Highlands and PNG as a whole can have access from grade seven to grade twelve education as an alternative pathway. SCHOOL HISTORY
The Kanampa FODE CSC was initially started in 2012 to cater for the ever increasing number of school drop-outs at an alarming rate which is detrimental to the community as most of them resort to illegal activities in cultivating marijuana (drugs) and criminal activities (roadblocks) as they have no hope in furthering their education. The school has already enrolled more than 1460 students over the years giving hope to almost all of them who have thought that they will never have a second chance in life again. PROJECT IDEA
From the total enrolments of 800 students as required to its full capacity and the continuous interest shown reflects that we will have a big problem with classroom and teachers in catering the students for classes as more will be enrolled in the second semester and next year 2016. The school needs more infrastructures like classrooms, Science Laboratory, Teachers house and amenities. SCHOOL FUNDING
Kanampa FODE is directly under the Goroka FODE Center. The school solely survives on registration fees collected during the beginning of the year and whatever little resource that are given by the EHP Provincial FODE and does not receive any TFF Funds from the National FODE or the Department of Education. Also, the current problem is the teachers/staff pay as the school takes care of them all. However, with the current funding of K100,000 by the Eastern Highlands Provincial Government, the schooling is embarking on enrolling more than 2000 students in 2016 after upgrading its facilities. COMMUNITY NEEDS AND CONCERN
There is a high demand from the surrounding villages and all over Kainantu, parts of Henganofi, Obura Wonenara and Okapa districts for the school to allocate more spacing for enrolments and establishing of infrastructure program to take place. This is due to the high rate at which students from the area are dropping out from primary to secondary schools. The figures below shows the current student enrolment;

Due to classroom facilities and our inability to pay more teachers has forced us to restrict our enrolments to less than eight hundred (800) students. LOCATION OF THE SCHOOL
The Kanampa FODE CSC is located 1 kilometer away from the Highlands Highway, about 7 miles west of the town of Kainantu, Eastern Highlands Province. The school has vacant allocated land for infrastructure development and other development. PROJECTS
PROJECT OBJECTIVES
The objective for which school projects are pursued are as follows;
(a) To provide and accommodate enough classrooms for new grade classes. (b) To establish, standardize and systematic school office. (c) To accommodate rooms for materials and equipment storage. (d) To allow students to live in a noiseless environment and learn. (e) For staff to commence duties on time. THE EFFECT OF THE PROJECT
The likely effects of the project are;
(a) Increase the number of students intake. (b) Increasing in grade classes downstream. (c) Increasing number of staffing. (d) Proper place to learn
(e) Office space for effective administrative work. THE COMPENSATION DEMAND (LAND)
Several meetings were organized to that effect. This issue was above the school’s administrative capacity and both the BOM and the community discussed the issue and agreed that no compensation demand be made. They also realized that such demands are hindering the development process and they do not want to demand compensation. TARGETED BENEFICIARIES
From the project the students who attend classes are the ones to immediately benefit by using the building and facilities as a learning place. Board of management members will earn more funds through more student enrolments and fees. Teachers will have modernized classroom and facilities to deliver expected knowledge to the students. The feeding communities will feel proud of their children entering into new classrooms and learn or receive basic education. FUNDING REQUIREMENTS
It will take some time, even years before the TFF funding is allocated directly to the Kanampa FODE Center after all the necessary paper works are done making it a financially registered study center. In the meantime, the school wholly depends on the Provincial FODE Center and Eastern Highlands Provincial Government to allocate its operations and infrastructural funding. Kanampa FODE Center urgently require a double classroom estimated at a cost of K350,000.00 for the 2x double classroom and office. POLICY IMPLICATIONS
The school was established in 2012 and currently is under FODE Goroka and has been brought to the attention of the Kainantu district administration for consideration by the JDP&BPC but has received a mere K13,000.00 over the years. POLITICAL IMPLICATION
The project should be given full support by all levels of Government and the Politicians as it directly falls in line with the current Government Vision 2050 that identifies Education System as essential service for the community within the vicinity of Kainantu District. Therefore, there won’t be any political implications that will hinder the progress of the project. COST AND BENEFIT ANALYSIS
The project will have a big impact on the lives of the students and the community as a whole as the classroom facilities and funding will provide a better place for the students to learn and instill hope and a second chance in life through education who have thought otherwise. CONCLUSION
Kanampa FODE Center at Barola in Kainantu District, Eastern Highlands Province, Papua New Guinea is an alternative pathway to education giving hope to so many parents and students who have thought that there was no hope in furthering their education. RECOMMENDATIONS
It has taken Kainantu so many years since independence to set up a FODE/CODE Center missing so many potential students out from the education system who some might have been the backbone of this country through the second chance provided by the Government. The Local Governments must step in to support and fund the program. CONSTITUTION OF THE “KANAMPA FODE CORRESPONDENCE STUDY CENTER”
1. NAME. The name of the school shall be known as the “Kanampa Flexible Open and Distance Education Correspondence Study Center.”
2. OBJECTIVES
1. The objectives of the school by which the school was established are;
(a) To represent the interest of the communities in the organizing, coordinating infrastructure development and or activities that provide tangible benefits to the community. (b) To establish dialogue and negotiations with all level of Government, Non Government Organization (NGO) and individuals to initiate and bring in infrastructure development and if guaranteed it can also bring in social and spiritual development. (c) To create understanding among the people of Kanampa (Barola, Kamano # 1 LLG) area so that they can do away with those traditional customs that become a hindrance to development and promote , encourage and maintain those that will bring tangible benefits which will improve the general standard of living among the people of Kamano # 1 area through awareness and educational programs.
